Had this zoning remained in place, the commercial core would have been enlivened 24 -7 by these additional in -town residents. However, because of a dearth of professional office zoning near the the government center on Palm, all of this high- density residential was removed and replaced with professional office. Professional office space (as long as it is compatible in scale and character with the surrounding historic neighborhoods) does in fact make a better buffer between the commercial core and the medium density residential because it is vacant at night when residents require some peace and quiet (notwithstanding the bar - related itinerant drunks who roam these neighborhoods). Vacated office space could also accommodate overflow on- street parking as these older neighborhoods (with 50 foot wide lots) rely more on on- street parking to accommodate the second car and guests at night. However, the 1327 Osos Street project which you will be reviewing tomorrow night may be approved with a 30% parking reduction for both the nine residences and the office spaces combined with in -lieu fees for off -site parking. This will set an unfortunate precedent because it will take away the one advantage that the Old Town Neighborhood has by being adjacent to an office zone. Please do not approve this 30% parking reduction as the adjoining residential neighborhood will be subjected to additional spill -over residential parking at night and spill -over office related parking during the day. Bear in mind that these neighborhoods are already being negatively impacted by spill -over parking from tourists, retail and government employees. Thank you for your consideration. - Allan Cooper
