Sincerely, Dominic Tartaglia Executive Director SLO Downtown Association 1108 Garden Street, Suite 210 San Luis Obispo, CA 93401 (805) 541 -0286 Dominic @downtownslo.com www.DowntownSLO.com 1 10 June 2014 TO: Mayor Jan Marx and City Council Members FROM: Marshall Ochylski, Board President San Luis Obispo Downtown Association RE: REOC and Language to extend the half - percent sales tax measure Madam Mayor and Members of the Council, The San Luis Obispo Downtown Association is grateful to see that you have listened to the concerns shared by our association, the Chamber of Commerce and public at large, specifically regarding a financial oversight committee, a fiscal responsibility philosophy and web based dashboard metrics. Members of the Executive Committee have reviewed the current recommendations from City Staff regarding Item B3 and it is our belief that the proposals set forth in the report are in alignment with our desires to provide transparency and accountability to the community in regard to the potential revenue enhancement measure. The proposed Revenue Enhancement Oversight Committee is necessary to ensure that funds are accounted for and spent as intended by your constituents and our business owners. SLODA agrees that the advisory body should consist of 5 members of the community with preference to residents with financial or government experience. It is also agreeable that the committee members serve staggered terms of two and three -year terms with each year holding a minimum of four meetings to review and report on the findings of their studies of the revenue measure. It is our belief that this committee will not only add to the overall success of the revenue measure but it will also help to keep the public apprised of important budgetary matters through their peers on the committee. In addition to the language proposed to the REOC, we are supportive of an online -based dashboard similar to those in Palo Alto and Grand Rapids. The ease of use for members of the public and 24/7 access is a great asset to the community and should provide the transparency that many of our members have asked for. The dashboard program and Fiscal Responsibility Philosophy that we hope to see at the June 17th Council Hearing will be great additions to the existing revenue measure as well as the revised proposal.
