CALL TO ORDER A Regular Meeting of the San Luis Obispo Architectural Review Commission was called to order on June 5, 2023 at 5:05 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Vice Chair Pineda. 2. OATH OF OFFICE Deputy City Clerk Kevin Christian administered the Oath of Office to newly appointed Commissioner, John Carrion. 3. ELECTION OF CHAIR AND VICE CHAIR As required by the Architectural Review Commission Bylaws, the ARC held the annual election of Chair and Vice Chair to a one-year term. Motion By Vice Chair Pineda Second By Commissioner Arens Elect Ashley Mayou to the position of Chair for a one -year term. Ayes (6): Commissioner Abbas, Commissioner Arens, Commissioner Carrion, Commissioner Clark, Commissioner Domine, and Vice Chair Pineda Absent (1): Chair Mayou CARRIED (6 to 0) Page 5 of 91 2 Motion By Commissioner Arens Second By Commissioner Clark Elect Brian Pineda to the position of Vice Chair for a one-year term. Ayes (6): Commissioner Abbas, Commissioner Arens, Commissioner Carrion, Commissioner Clark, Commissioner Domine, and Vice Chair Pineda Absent (1): Chair Mayou CARRIED (6 to 0) 4. CONSENT 5.a MINUTES REVIEW - NOVEMBER 14, 2022 ARCHITECTURAL REVIEW COMMISSION MINUTES Motion By Commissioner Arens Second By Commissioner Clark Approve the Architectural Review Commission Minutes of November 14, 2022. Ayes (6): Commissioner Abbas, Commissioner Arens, Commissioner Carrion, Commissioner Clark, Commissioner Domine, and Vice Chair Pineda Absent (1): Chair Mayou CARRIED (6 to 0) Page 6 of 91 3 6. PUBLIC HEARINGS 6.a 1440 HIGUERA ST. (ARCH-0542-2022) CONSTRUCTION OF A NEW RESIDENTIAL BUILDING TO CREATE A MIXED-USE PROJECT Senior Planner Rachel Cohen introduced the item as being referred to the Commission by the Community Development Director to review non - conforming (to the Community Design Guidelines) project features. Assistant Planner Walter Oetzell presented the staff report and responded to Commission inquiries. Applicant representative, Dana Hunter, Principal Hunter Smith Architecture, provided a brief overview of the project, described the project intent and constraints, and responded to questions raised. Vice Chair Pineda opened the Public Hearing Public Comments: Anthony Bozzano --End of Public Comment-- Vice Chair Pineda closed the Public Hearing Motion By Vice Chair Pineda Second By Commissioner Arens Recommend to the Community Development Director that the project be approved with the following considerations:  Improve the walkways at the sides of the building in order to provide better pedestrian access and safety.  Provide well-balanced awning length and depth in order to provide functionality (i.e., protection from sun and weather) for the entry ways at the back elevation, as architect sees fit. COMMENT AND DISCUSSION 7.a STAFF UPDATES AND AGENDA FORECAST Senior Planner Rachel Cohen noted that there are currently no upcoming projects on the forecast. 8.
