Add the Paso Robles Groundwater Basin Advisory Committee to the Council Liaison Subcommittee assignments list for calendar year 2014. 2. Appoint Vice Mayor Christianson as Subcommittee member and Council Member Ashbaugh as an alternate. DISCUSSION A new Paso Robles Groundwater Basin Advisory Committee is proposed to be added to the Council Liaison Subcommittee assignment list. The Committee convenes on the third Thursday of each month to advise the Board of Supervisors, acting either as the San Luis Obispo County Flood Control and Water Conservation District or San Luis Obispo County, concerning policy decisions related to: 1. Implementation of Basin Groundwater Management Plan; 2. Development of a “enhanced” Groundwater Management Plan for the Basin; 3. Formation of a new water district; 4. Transition of an initial County-supported district to an independent district; and 5. Other policies and ordinances. The Committee meetings will also serve as a public forum to discuss and collect comments on Basin issues. The Committee will sunset after a period of two years, however the Board of Supervisors has the option to extend the time frame as needed. The Committee would consist of the following: 1. Members representing Agencies, Organizations and Associations. The following agencies, organizations and associations may nominate a member and an alternate: a. City of Paso Robles b. Atascadero Mutual Water Company c. City of Atascadero d. Templeton Community Service District e. San Miguel Community Services District f. Monterey County Water Resources Agency g.
