SUBJECT: ROADWAY SEALING 2014, SPECIFICATION NO. 91162.
RECOMMENDATION
1. Approve plans and specifications for the Roadway Sealing 2014 Project, Specification No.
91162.
2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the
lowest responsible bid is within the Engineer’s Estimate of $1,556,000.
DISCUSSION
Background
The City’s Pavement Maintenance Plan (PMP) was adopted by the City Council on April 14, 1998.
In addition, the PMP was updated to provide additional emphasis on arterial street maintenance in
2009. The key element of the PMP is the establishment of a rotating and methodical approach to
ensuring all areas of the City receive regular preventative or corrective maintenance over an eight-
year period. Last summer, available street maintenance funding completed an extensive
reconstruction effort on California Blvd, with no funding for annual neighborhood street sealing.
This year, the program will seal both the paving area by-passed last year (Area 6), as well as the
paving area scheduled for this year (Area 7).
Completion of this project will prevent more expensive maintenance work in the future and will
also allow the City to make progress on the Council’s established goal to maintain at least 70% of
local streets in good condition and less than 7% in bad condition.
In anticipation of this year’s roadway sealing project, the City’s Street Maintenance staff has
performed isolated pavement repairs and crack sealing on the streets included within the scope of
this project. This preparatory work will increase the long-term effectiveness of the seal application
and reduce construction costs.
Included with this project is the upgrade of sewer cleanouts to improve sewer access for
maintenance work, funded by the Sewer Fund. The project also incorporates maintenance of
neighborhood traffic calming devices and upgrading of bicycle facilities, including the
reconstruction of five speed tables, the installation of several signs and markings to alert drivers
of the need to share the road with cyclists.
Slurry seal is a mixture of asphalt emulsion, aggregates and water. The quality of the seal is very
much dependent on the quality of its materials. For this reason, potable water from fire hydrants
will be used. This is consistent with past practice and ensures the City receives a quality
product.

CONCURRENCES
This project is exempt from environmental review since it is a maintenance and replacement
project and a Notice of Exemption has been filed through the Community Development
Department.
FISCAL IMPACT
There is currently $618,267 in the Street Reconstruction & Resurfacing Master Account. An
additional $220,000 of funding was provided with the 2013-14 mid-year budget. Another
$1,174,300 will also be available in July 1, 2014, bringing the total funding available to
$2,012,567 to support this request of $1,862,000. This project will not be awarded until after July
1, 2014. A recommendation to award this project will not be made until Council approves the
2014-15 budget. If the funding is not approved, staff will recommend rejection of bids.
Other sources of funding will be the Bicycle Facility Improvement Account which has a current
available balance of $137,698 that can be used to support the $6,000 of bicycle related
improvements. This funding will be used to install shared road markings and signs on portions
of Cerro Romauldo, Ramona, Broad, Chorro and Murray to implement a portion of the City’s
Bicycle Transportation Plan.
Sewer utility improvements will be funded by the Collections System Improvement Master
Account which currently has a balance of $418,046 to fund the estimated costs of $19,000. This
funding supports the adjustment of sewer facilities.
These projects are 98.6% funded through Measure Y, the half-cent sales tax measure approved
by the City’s residents.
