Grigsby, Director of Public Works Prepared By: Manny Guzman, Engineer III SUBJECT: SINSHEIMER PARKING LOT RECONSTRUCTION, SPECIFICATION NO. 91209. RECOMMENDATION 1. Approve plans and specifications for the Sinsheimer Parking Lot Project, Specification No. 91209. 2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer’s Estimate of $384,500. DISCUSSION Sinsheimer Park Parking Lot is located at the end of Southwood Drive and serves as the main parking facility for users of the park, Swim Center, and Baseball Stadium. The Sinsheimer Park parking lot was sealed approximately 14 years ago, and was last reconstructed 35 years ago. The pavement is now in need of complete reconstruction. The work proposed at Sinsheimer is part of a larger City Facility Parking Lot Maintenance project, first adopted as part of the 2013-15 Financial Plan. The project addresses a long standing need to establish a maintenance program for City Facility lots, ultimately allowing the City to shift from damage repair to preventive maintenance. This project will remove the existing pavement and install new pavement and parking lot striping. This new surface is expected to extend the life of the existing parking lot another 20 years. In addition 1,000 square feet of pervious pavers will be installed. Pervious pavers will reduce the amount of storm water runoff. Pavers will be installed near the outlet for the parking lot to capture water and help with the filtering of the water before it enters the creek. This is a pilot installation program that will provide information on how well these installations work, challenges of construction and maintenance, and local cost information for future estimating purposes. These types of infiltration options are an important part of the City’s future construction “tool box” for improving stormwater quality. The project is scheduled to start work at the end of the Blues baseball season at the Stadium, and the high use summer swim season at the pool. Additive Alternate This project includes one bid alternate for some additional pavers. The City will have the option to accept or reject at the time of the bid opening depending upon available funding. At the parking lot drop-off and pick-up area near the pool, four sidewalk underdrains convey water from the pool deck to the asphalt surface where the water slowly drains across the lot. Installation of an additional 750 square feet of permeable pavers will allow the pool water to percolate into the soil at the drain outlets, eliminating the nuisance water in the lot. 6-10-2014 C7 C7 - 1 Sinsheimer Parking Lot Reconstruction, Specification No. 91209 Page 2 CONCURRENCES This project is exempt from environmental review since it is a maintenance and replacement project and a Notice of Exemption has been filed through the Community Development Department. FISCAL IMPACT The Sinsheimer Parking Lot Reconstruction project is identified in the 2013-15 Financial Plan, pages 3-495 to 3-498 with a budget of $350,000. An additional $80,000 was allocated with the approval of the 2013-14 mid-year budget; bringing the total available to support this request to $430,000. The additional $80,000 from the mid-year budget allowed Staff to structurally design the paving surface to a higher life expectancy. The project will not award until after the start of the new fiscal year, at which time the 2014-15 funds will be available for construction. A small amount of funding will be provided by the Water Fund’s Raise Valve Covers account which has a current available balance of $26,625. A budget amendment request will be processed at the time of award to transfer all appropriate funds into the projects construction account. Estimated Project Cost by Funding Sources Sin.
