SUBJECT: HEAVY DUTY WATERING TANK TRUCK REPLACEMENT,
SPECIFICATION NO. 91235
RECOMMENDATION
1. Approve the use of Cooperative Purchasing Agreement with National Joint Powers Alliance
(NJPA) five year Contract #102811-NAF through National Auto Fleet Group, effective
January 17, 2012, for the purchase of one Heavy Duty Watering Truck Cab, Chassis, and
water tank.
2. Authorize the Finance Director to execute a purchase order to National Auto Fleet Group of
Watsonville, California in the amount of $102,804.90
3. Approve the transfer of $14,404.90 from the Fleet Completed Projects Account to the Fleet
Program Account to cover $2,804.90 in additional vehicle cost above budgeted amounts and
up to $12,000 in rental costs for a temporary water truck until arrival of the replacement
vehicle.
DISCUSSION
Background
Replacement of a watering truck for the Tree Maintenance program was approved as part of the
2013-15 Capital Improvement Plan, page 3-420 (Attachment 1). The unit being replaced was a
GMC Chassis with a large water tank installed by a third party tank manufacture and is 24 years
old. This truck primarily carries water to various locations sustaining the City’s Urban Forest. It
has been used daily in the dry months watering newly planted City Street Trees and was the only
irrigation for the trees at the Laguna Lake Commemorative Grove. The “Water Truck” is a
critical piece of equipment in managing and caring for the City of San Luis Obispo's Urban
Forest, meeting Council goals, fostering environmental, aesthetic and economic improvements,
and enhancing the community through sustainable urban and community forestry. In addition,
the water tank truck is often used by the Streets and Utilities divisions for roadway and supply
line construction maintenance and it has historically been used by the Fire Department as a water
tender during local brush and grass fires.
CARB Mandate
The water tank truck was purchased in 1990 and no longer meets current CARB pollution
standards. Staff anticipated using this vehicle part time until late FY 2014 when replacement
could occur. In mid-2013, CARB determined the water tank truck exceeded the “low-usage”

designation of 1,000 miles annually and, in accordance with emission control regulations (SB
656), they mandated that the truck had to be taken out of service immediately and as such the
vehicle was taken out of service on June 30, 2013. It was then sent to auction as surplus fleet
equipment.
Cooperative Purchase
Pursuant to City purchasing guidelines, staff recommends approval of the use of a multi-year
cooperative purchasing agreement with the National Joints Powers Alliance (NJPA) Contract
No. 102811-NAF, effective January 17, 2012, to purchase one Ford F750 Cab and Chassis with a
2000 gallon water tank and accessories through National Auto Fleet Group (Attachment 2). Use
of the cooperative agreement complies with the City’s purchasing guidelines. National Auto
Fleet Group has provided a competitively bid quote through the NJPA Cooperative Purchasing
Agreement through its approved Ford vendor and was able to provide specifications for the
Water Truck that meets City specification. The cost of the vehicle has come in slightly higher
($2,404.90 over budget) than the estimated cost that was conducted for the FY 2103-14 budget
process. We are recommending this amount be funded from the Fleet Completed projects
account.
This quote also includes third party fabrication and installation of a custom water tank that is
provided for in the same NJPA contract. The tank would be provided by Scelzi which provided
many other similar truck bodies specified on other City owned cab and chassis fleet equipment.
Temporary Rental of Watering Truck
Because the 2,000 gallon watering truck had to be removed from service in mid-2013, the Tree
Program has been sharing a truck used by the Street Program as a stop gap measure. The water
tank has to be removed and reinstalled weekly when the truck changes use between these two
groups. When being used for watering trees, the hose and dispensing accessories require more
time to use and the truck requires multiple trips to the Corporation Yard for filling the water tank
from a well-water source; it is only a 500 gallon tank. The tank is too small for the Tree Program
and lacks several key dispensing options available on the original watering truck. This “sharing”
has saved the City money on rental cost to date but is no longer sustainable for the upcoming
summer period.
The high season of watering is during summer and this year will be even more difficult than last
due to the lack of rain. A best case delivery of the new truck will take six months from the time
of order based upon discussions with the vendor. It is essential that watering take place when
needed, or else there is a danger that vegetation may die. In addition, having a vehicle of this size
for our summer months gives additional resources for Fire response that is currently not possible
with the smaller, water tank vehicle. Therefore, Fleet staff proposes to rent a 2000 gallon truck
during the peak summer months until the truck replacement order is completed. This is projected
to cost up to $12,000 based upon the delivery date given by the vendor but may be less if the
date can be moved forward.

CONCURRENCES
The City Arborist and Fleet Supervisor concur with the replacement vehicle recommendation
made in this report.
FISCAL IMPACT
Funding for this vehicle replacement is provided in the 2013-15 Financial Plan but will need to
be augmented by $2,404.90 to purchase the vehicle. Staff recommends Council approve
Specification No. 91235, for the Heavy Duty Watering Truck. Staff further recommends
authorization of the Finance Director to make this purchase and subsequent equipment
appurtenances through National Auto Fleet Group for the lump sum amount of $102,804.90. As
explained above we may incur up to $12,000 in rental costs to have a vehicle available during the
summer season until the new vehicle arrives. We are recommending this amount also be added to
the project at this time. Funding for the additional $14,404.90 is recommended from the Fleet
Completed Projects account. There is adequate funding in the completed projects account
(currently at $19,946) to cover the additional funding needed for this purchase and rental.
ALTERNATIVES
Defer Purchase.
The City Council could choose to deny or defer the Water Truck purchase. Staff does not
recommend this option because watering with a smaller tank is inefficient and inappropriate for
the needs of the work being performed.

Water Tank Truck (9109) 2013-14
Staff is requesting replacement of one (1) Heavy-Duty water tank truck for Tree Maintenance in 2013-14. The GMC Water Tank (Asset 9109) truck primarily
carries water to various locations sustaining the City’s Urban Forest. It is used daily in the dry months watering newly planted City Street Trees and is the only
irrigation for the trees at the Laguna Lake Commemorative Grove. The “Water Truck” is a critical piece of equipment in managing and caring for the City of San
Luis Obispo's Urban Forest, meeting Council goals, fostering environmental, aesthetic and economic improvements, and enhancing the community through
sustainable urban and community forestry.
The water tank truck was purchased in 1990, is 22 years old and currently has 29,300 miles. Because of its low mileage, this water tank truck was placed into the
City’s “pooled” vehicle program to be utilized by other divisions and departments such as Parks Maintenance, Streets Maintenance, the Fire Department and the
Utilities Department. This truck is utilized by the Streets and Utilities divisions for construction maintenance purposes. It has historically been used by the Fire
Department as a water tender during local brush and grass fires. In accordance with the City’s Fleet Policy, “heavy weight trucks (> 2 tons)” have a target
replacement schedule of 16 years / 60,000 miles. While the water tank truck has low mileage, it receives regular use and has begun to show signs of deterioration
with increasing repair costs.
Vehicle Mandate
The California Air Resources Board (CARB), as part of Senate Bill (SB 656), requires the installation of Diesel Particulate Matter Filters (PM Traps) to on-road
and off-road vehicles and equipment to reduce diesel exhaust particulate matter. The water tank truck was registered with CARB as “low-usage” vehicles. The
“low-usage” designation allowed the continued use of this vehicle without triggering a vehicle replacement or PM Trap retrofit. As such, the replacement or
retrofit of the water tank truck replacement was initially deferred to 2014-15 in the 2011-13 Financial Plan.
The annual vehicle records were recently reviewed by the CARB consultant who determined the water tank truck received a far greater usage than anticipated with
a recorded average annual mileage of over 3,500 miles, exceeding the “low-usage” designation of 1,000 miles annually. In accordance with emission control
regulations (SB 656), CARB stated that such vehicles not meeting the “low-usage” designation shall be retired from the fleet, replaced or retrofitted with an

approved particulate matter trap. Failure to comply with emission control regulations could result in fines to the City at a minimum of $1,000 per day until
compliance is achieved.
CARB representatives have informed the City there is no PM Trap available for this engine type and a full replacement of the water tank truck will be required.
CARB granted the City a one-year time extension for this replacement. Replacement of this vehicle has already been deferred nine years due to its excellent
condition. Due to current State mandate for engine emissions controls, this vehicle must be retired from service. Deferring replacement of this vehicle could lead
to regulatory fines. Staff recommends advancing this recommendation and replacing the Tree Maintenance division water tank truck with a like vehicle in the
2013-14 fiscal year to ensure mandate compliance.
2016-17
Chipper Truck (0510) 2016-17
Staff is requesting replacement of one (1) one-Ton Pickup Truck for Tree Maintenance in 2016-17. The Ford F550 Chipper Truck (Asset 0510) was purchased in
2004, is 8 years old and currently has 29,259 miles. The Chipper truck is used daily to tow the chipper and is necessary to catch and haul chips from tree trimming
and maintenance operations. This truck caries staff and tree trimming equipment and is a vital piece of equipment during emergencies. Parks stand-by staff utilize
this equipment when called out for after hour tree related emergencies.
In accordance with the City’s Fleet Policy, “medium-weight trucks (1 to 2 tons)” have a target replacement schedule of 12 years / 60,000 miles. While the Chipper
truck has low mileage, it receives regular use by the Tree Crew and has begun to show signs of deterioration with increasing repair costs. Staff recommends
replacement of the Chipper Truck in 2016-17.
Brush Chipper (0212) 2016-17
Staff is requesting replacement of one (1) Brush Chipper for Tree Maintenance in 2016-17. The Brush Bandit Wood Chipper (Asset 0212) was purchased in 2001
and it used on a daily basis for tree trimming services. The Brush Bandit Wood Chipper is a tow-behind hand-fed unit that can chip tree limbs ranging from 6 to
12-inches in diameter. The Brush Wood Chipper is towed primarily by the Tree Maintenance division Chipper Truck which has a covered bed designed to catch
the material as it comes out of the chipper unit and haul wood chippings. The Chipper Truck and Brush Wood Chipper are shared by Parks Maintenance and
Recreation’s Ranger program when needed.
In accordance with the City’s Fleet Policy, units designated as “other portable equipment” have a target replacement schedule of 15 years. A recommended
replacement date of 2016-17 puts this unit on target for a 15-year life span. This piece of equipment is critical to the daily functions of the Tree crew, is part of the
City’s emergency response equipment, and receives constant year-round use. Per a condition assessment performed on the unit, staff recommends replacement of
the Brush Wood Chipper in 2016-17. The chipper unit 0212 is diesel unit regulated under the CARB portable diesel regulation. To meet future emission standards,
this equipment will need to be replaced by December 31, 2017.
The decision to replace these vehicles/equipment is based on the following factors:
1. CARB Retrofit Mandate (SB656) for Asset 9109
2. Actual years of operation for Asset 9109 exceed or meet the recommended years in Fleet policy.

3. Projected years of operation for Asset 0510 and 0212 will meet or exceed recommended Fleet Policy in replacement year.
4. Review of mechanical condition and history by Fleet Supervisor and Department staff.
5. Evaluation of maintenance costs by Fleet Supervisor.
6. Spreading vehicle replacement costs over multiple years for program users.

Detail of ongoing costs and alternatives to ongoing costs including return on investment information:
Ongoing costs are those associated with typical preventative maintenance. Typical annual costs for preventative maintenance such as oil/filter changes,
inspections, plus as-needed replacement of wear parts such as tires, batteries, brakes, filters and fuses. Budget for these repairs/routine maintenance are supported
through the Fleet Services operating budget for routine maintenance and repairs.
Deferring replacement of this equipment could lead to higher costs for maintenance and operation for the Tree Maintenance budget, decreased reliability and
delays in service due to staff needing to locate an alternate vehicle. Additional funds will be needed for increased repairs should replacements be deferred.

Reduced / Enhanced Project Alternatives
Alternate project is feasible or advantageous – Cost of alternative project:
Water Truck
1. The size of the tank could be increased to reduce the number of trips back to the yard to fill the tank with water.
2. A water truck could be leased for a portion of the year to cover the high demand of the program in the driest months (May-November), with shared use of
an existing hook ‘n’ go used for the remainder of the year when watering is still needed due to low precipitation volumes or for specific activities
(December-April). Using the small tank on the hook ‘n’ go takes four times as long to complete the same work as completing it with the tank truck. This
is not recommended since Streets, Utilities and Fire would need to budget additional funds to rent a water truck for emergencies and construction
maintenance projects.
Chipper Truck
Deferring replacement of this vehicle could lead to higher costs for maintenance and operation for Tree Maintenance budget, decreased reliability and delays in
service due to staff needing to locate an alternate vehicle. Additional funds will be needed for increased repairs should replacements be deferred.
Project can be phased – Number of years for phasing: The Water Tank Truck (Asset 9109) cannot be phased-in due to the CARB pending mandate for
vehicle emissions and potential fines. The Chipper Truck and Brush Bandit are on schedule for the target replacement years. These vehicle/equipment have low
mileage and hours and replacement could be deferred or phased with potential increase in maintenance costs. Staff does not recommend this option as these
vehicle/equipment are experiencing increasing repair costs.
Leasing Alternative: Although leasing may be beneficial in some instances, such as specialty construction equipment or lower mileage vehicles, it is not
always viable for all vehicles. If the life of a vehicle can be extended due to favorable condition assessments, a lease may not allow for vehicle replacement
“deferment”. A comprehensive cost analysis for fleet leasing would need to be conducted in order to fully evaluate the cost benefits of this alternative.
