HomeMy WebLinkAbout06-10-2014 B1 PPP 2014-6-101 Council Presentation-r LOVR-101 Advertise.pdfSan Luis Obispo City Council Meeting – June 10th, 2014 Business Item #1 LOS OSOS VALLEY ROAD/US 101 INTERCHANGE IMPROVEMENTS PROJECT UPDATE, SPECIFICATION NO. 99821 US 101/LOVR Interchange Tonight Very Important Milestone We are ready to advertise the project! 100% Project Highlights Widens LOVR to four lanes, bike lanes and sidewalks between the recently constructed Calle Joaquin intersection and just west of South Higuera Street (3 in front on Los Verdes) New two-lane bridge structure will be constructed south of, and adjacent to, the existing overcrossing The existing bridge will carry the westbound traffic and the new bridge will carry eastbound traffic The bridge crossing of San Luis Obispo Creek will be widened to accommodate the four travel lanes and bike lanes. Sidewalk and Bridge Widening (Phase II) : $234,000 Phase III- US 101/LOVR Interchange : $28,333,942 Total Costs All Phases: $36,513,717 Fiscal Strategy (Local) 1.Impact fees intended to be dedicated to this project are anticipated to fall short of the total project cost of $36,513,717 by about $1.4 million. 2.It is premature to adjust fees at this point as several variables remain in motion: a)Project costs including final debt requirement b)Actual bids yet to be received c)Potential LUCE changes: Avilla Ranch, Madonna Property 3. We will return to Council by October with recommended adjustments to the fee programs based upon bid and final finance costs Where to from Here: Date Milestone June 25th, 2014 California Transportation Commission to vote on $16,000,000 grant July, 2014 City Manager to award/execute Construction Management contract July 15th, 2014 Council resolution for reimbursement from Grant/Debt July, 2014 Federal authorization to proceed issued from FHWA - Form E-76 July -August, 2014 Construction advertisement period October, 2014 Council authorization to proceed with necessary debt financing; Award construction contract; Discuss Impact fee program modifications November, 2014 Start construction Spring, 2016 End construction Recommendations 1.Approve the project plans and specifications, and the revised project budget for the Los Osos Valley Road/US 101 Interchange Improvements Project, Specification No. 99821. 2.Authorize the advertisement of the project pending issuance of the Federal authorization form E-76. Recommendations 3. Direct staff to return by October in order to: 1.Award of contract with the lowest responsible bidder following a selection process conforming to the Caltrans Local Assistance Procedures Manual. 2.Provide debt financing recommendations up to $7.5 million (estimated) in project funding to pay the City’s remaining portion of the Los Osos Valley Road/US 101 Interchange Improvements Project costs, Specification No. 99821. 3.Apprise Council of any necessary impact fee program modifications that may be needed to fund project costs. Questions Los Verdes – Settlement Agreement 1. LUCE update to evaluate LOVR bypass. 2. Participation in LUCE Task Force. 3. City to implement short term measures: Freeway directional signage Speed feedback signs Pedestrian countdown heads Maintain raised curb median Utilize quiet pavement technologies (rubberized asphalt) Study LOVR/S. Higuera signalization improvements as part of Traffic Operations Report (ongoing) Los Verdes – Settlement Agreement (Future) 4. Follow City night work regulations. 5. Measure traffic and noise after project completion. 6. Include LOVR/S. Higuera and project driveways in City biennial traffic safety analysis. Provide educational materials regarding traffic and pedestrian safety. LOVR – Between Los Verdes and Higuera Maintaining Existing Cross Section Fiscal Strategy (Local) The funding strategy for the interchange project was initially established as follows: An ultimate 50/50 split between local funds from the City and outside funding sources (transportation grants) The local fund component would be: i.The Citywide TIF account ii.The special LOVR Sub Area Impact fee established to better collect monies from development in close proximity to the project iii. And, when necessary, the General Fund or other source to help keep the project on track.
