Los Verdes issues – Traffic Ops Report Summary
Los Verdes Local Traffic Issues :
•Both Alternative 3 and 6 show better traffic
conditions in front of Los Verdes than “No
Build”
•All scenarios for future include levels of delay
for the driveways
•Future queues may not allow left turn from
LVP driveways
•Existing & Forecast Volumes do not meet
State of California or City signal warrants
Los Osos Valley Road I/C
Los Verdes Local Recommendations :
•Removal of medians may help exiting traffic if
TWLTL is installed on LOVR
•Traffic Signal is not ideal due to spacing,
coordination and timing delays
•Need to continue pursuing other possibilities
Los Verdes issues – Traffic Ops Report Summary
Los Osos Valley Road I/C
What we heard from Public:
Los Verdes Traffic Issues :
•Still concerned about access and safety from
D/W’s
•Additional driveway possibilities?
•2nd WB Lane needed?
•Can we keep the median?
•Signal timing modification at Higuera?
•Vehicle size & noise

Los Verdes – Staff Recommendation
Develop a tool box approach to the Los
Verdes driveway issues:
Beginning with less restrictive actions first
Solve immediate 2nd access issue
Annual monitoring
Progress to signalization as a final outcome.
Los Osos Valley Road I/C
Los Verdes – Staff Recommendations
1.Work with Los Verdes Park I and II to develop
secondary access driveways – Include in Project
2.Modify signal timing at LOVR/Higuera to assist
turning movements and pedestrian crossings –
Advance of Project
3.Continue to work with property owners adjacent
to Los Verdes II to determine if an additional
access easement may be obtained
Los Osos Valley Road I/C
Los Verdes - Recommendations
5.Complete the interchange project and added lanes
on LOVR and restudy the effects of the access
issues.
6.Continue to monitor the location as part of the
Annual Traffic Safety Report to identify if safety
issues arise as a result of the changes to LOVR.
7.As part of the next Circulation Element or
Regional Transportation Plan update, investigate
the need to establish the bypass road connection
around Los Verdes II that may alleviate some
traffic on LOVR.

Los Verdes – Why the 2nd Driveways
1.Solves Safety and 2nd Access issue Right now
2.Will allow for less pressure at current driveway
3.May allow for de-facto Left Turns
4.Does not preclude future signalization if needed

Why is Consistency in our Application of State & City
Guidelines important?
1.We need to establish and maintain valid criteria
for how we change our traffic control
2.Other remedial measures should be
implemented first to address the issues
Los Osos Valley Road I/C
Los Verdes Driveway
Why is Consistency in our Application of State & City
Guidelines important?
3.Studies have shown marginally warranted signals
can have negative byproducts
1.Increased Noise
2.Increased congestion and delay
3.Potential to increase collisions
4.Potential Liability

Los Osos Valley Road I/C
Noise – Revise Project to Include:
1. Use of alternative asphalt construction
techniques and materials such as open-grade
or rubberized asphalt as a minimization
measure to reduce sound levels in the areas
affecting Los Verdes Parks I and II.
2. The material choice will be made during final
design as both materials and may result in
reduced local noise levels of up to 5 Dbl.
Los Osos Valley Road I/C
Bypass – Recommend Council Include in CE Update
Los Osos Valley Road I/C
Los Verdes – Bypass Why Further Study?
1.Concept is not consistent with City CE or County
RTP
2.The connection has potential conflicts with
existing City policies and programs : example:
Open Space preservation
3. Does not have a high benefit/cost ratio
4.Existing lack of consensus and ultimate design
issues
5.We need to bring this back under a larger area
planning assessment

assist turning movements and pedestrian
crossing of LOVR.
3. Continue to work with property owners
adjacent to Los Verdes II to determine if an
additional access easement may be obtained
through an adjacent property.
Los Osos Valley Road I/C

Traffic Analysis
Traffic Impact Analysis showed:
• No Build Alternative showed significant
congestion and LOS deficiencies
• Both Alternative 3 and 6 showed similar
improved conditions/future LOS
• Alternative would satisfy 2035 Interchange
Needs
Los Osos Valley Road I/C
Traffic Analysis
Traffic Impact Analysis showed If Prado Road IC
is not ultimately built :
•Significantly higher volumes on LOVR (600-
1000 more Peak volumes than with Prado)
•LOVR will need to be a lot wider (six lanes)
•May need to be additional turn lanes
