SUBJECT: MODIFICATION OF COMPENSATION FOR COUNCIL MEMBERS JOHN
ASHBAUGH AND DAN CARPENTER FOR CURRENT TERMS OF OFFICE
RECOMMENDATIONS
1. Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, modifying the compensation of Council Member John Ashbaugh to
$12,000, effective June 19, 2014, through the remainder of his terms of office.”
2. Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, modifying the compensation of Council Member Dan Carpenter to
$12,000, effective January 1, 2014, through the remainder of his terms of office.”
DISCUSSION
Council compensation is governed by Charter and can only be set in even numbered years,
individual Councilmembers may waive any portion of the compensation provided to them at any
time. Resolution No. 9794 (2006 Series) set compensation for the office of Mayor at $1,200 per
month and compensation for the office of City Council Member at $1,000 per month.
Compensation for Council Member John Ashbaugh
On November 15, 2011, Council adopted Resolution No. 10314 (2011 Series) endorsing the
Council Compensation Waiver Request for Mayor and participating Council Members. This
action reduced Council Member Ashbaugh’s compensation to $11,388. Council Member
Ashbaugh has now requested that his compensation be restored to the full entitled amount of
$12,000, effective June 19, 2014. A resolution modifying Council Members Ashbaugh’s
compensation is presented for City Council consideration (Attachment 1).
Compensation for Council Member Dan Carpenter
On January 4, 2011, Council adopted Resolution No. 10241 (2011 Series) approving the
requested compensation reduction for Council Member Carpenter to $8,600. On October 18,
2011, Council adopted Resolution No. 10307 (2011 Series) approving the salary modification for
Council Member Carpenter to $10,200. On December 6, 2012, following the re-election of
Council Member Carpenter a Personnel Action (PA) form was processed by Human Resources
Department increasing compensation to $10,660. On May 21, 2014, Council Member Carpenter
requested that his compensation be restored to the full entitled amount of $12,000, effective
January 1, 2014 (Attachment 2). A resolution modifying Council Member Carpenter’s
compensation is presented for City Council consideration (Attachment 3).

FISCAL IMPACT
Costs for Councilmembers compensation are budgeted in the 2013/15 Financial Plan and
adoption of the resolution will not result in a financial impact.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, MODIFYING THE COMPENSATION FOR
COUNCIL MEMBER JOHN ASHBAUGH TO $12,000, EFFECTIVE JUNE
19, 2014, THROUGH THE REMAINDER OF HIS TERM OF OFFICE
WHEREAS, Charter Section 410 provides for compensation and reimbursement of
expenses for the Mayor and Council Members;
WHEREAS, compensation for the Office of Mayor was set at $1,200 per month and the
compensation for the Office of City Council Member was set at $1,000 per month, by Resolution
No. 9794 (2006 Series) and remain at those levels;
WHEREAS, on November 15, 2011, Council adopted Resolution No. 10314 (2011

Members Ashbaugh, Carter, and Smith;
WHEREAS, Council Member John Ashbaugh has requested that his compensation be

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of San Luis
Obispo as follows:
SECTION 1. Effective June 19 2014, Council Member John Ashbaugh shall be paid a
monthly salary of $1,000 as compensation for services rendered in his official capacity.
SECTION 2. That the City Clerk shall certify to the passage and adoption of this
resolution.

Good morning Monica,
As indicated earlier in the week after meeting with Nickole and Greg I'm requesting an immediate adjustment in my
compensation as a Councilmember. My prior assumption was that my medical cafeteria amounts were taxable and
included in my W-2 gross wages. Having learned this past January that they are not, I'm now requesting the full salary
amount allowed by policy of $12,000 for the year 2014. That would be an increase from my $10,660 reduced amount I've
been receiving. I believe this is the same amount that at least two other councilmembers are receiving as yearly
compensation.
Part of my delay in this request was waiting to see what the Council Compensation Committee recommended and Council
adopted for change in January 2015. I am requesting (if possible) that the $12,000 annual amount be retroactive to
January 1, 2014 and a resolution be included in our next available meeting (June 10th).
