HomeMy WebLinkAbout06-17-2014 C7 Appointment to Board of Directors & Appointments of Alternates for CJPIACity of San Luis Obispo, Council Agenda Report, Meeting Date, Item Number FROM: Monica Irons, Director of Human Resources Prepared By: Greg Zocher, Human Resources Manager SUBJECT: APPOINTMENT TO BOARD OF DIRECTORS AND APPOINTMENTS OF ALTERNATES FOR CALIFORNIA JOINT POWERS INSURANCE AUTHORITY (CJPIA) RECOMMENDATION 1. Appoint the Mayor to represent the City of San Luis Obispo on the Board of Directors for the CJPIA. 2. Appoint the Vice Mayor, City Manager, Director of Finance and Information Technology, Director of Human Resources and Human Resources Manager as alternate representatives to the Board of Directors for the CJPIA. 3. Delegate authority to the Mayor for future appointments to CJPIA Board of Directors. DISCUSSION On June 17, 2003, the Council adopted a resolution to join the CJPIA and to participate in its joint protection program for liability coverage. Article 7 of the Joint Powers Agreement requires the Council to select one Councilmember to serve on the Board of Directors of the CJPIA. The Council is also required to select at least one alternate to the CJPIA Board of Directors, who may be staff members. Board members or alternates attend the annual meeting held in La Palma, California and vote on appointments to the CJPIA Executive Committee. Periodically board members or alternates vote to approve or deny another agency’s membership in the CJPIA. After consultation with the Mayor, who currently serves as the City’s representative on the CJPIA Board of Directors, staff recommends that the designated alternates be the Vice Mayor, City Manager, City Attorney, Director of Finance and Information Technology, Director of Human Resources, and Human Resources Manager. Appointing multiple alternates provides flexibility for the Mayor to request the person with the most appropriate background and skills to participate in CJPIA executive board sessions and increases the probability of participation in the event of conflicting schedules. Changes for future appointments, including appointing alternates, to the CJPIA Board of Directors would be delegated to the Mayor for ease of administration. Limit the alternates who may serve on the Board of Directors. This alternative is not recommended as the recommended alternates provide a breadth of experience to thoroughly represent the City’s interests. C7 - 2
