Regular Meeting of the Construction Board of Appeals
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Construction Board of Appeals was called to
order on Tuesday, April 25, 2023 at 1 :00 p.m. in the Council Chambers, located at 990
Palm Street, San Luis Obispo, California, by Chair Dilworth.
ROLL CALL
Present: Board Members Amanda Garza, Robert Vessely, Christopher Weideman,
Vice Chair Gresham Eckrich, and Chair Neil Dilworth
Absent: Board Member Nick Graves
Staff: Michael Loew, Deputy Chief Building Official, Sadie Symens, Assistant City
Attorney, Mark Amberg, Deputy City Attorney, John Mezzapesa, Code
Enforcement Supervisory and Teresa Purrington, City Clerk

APPROVAL OF MINUTES
1.Review of Minutes of the Construction Board of Appeals Meeting of January 24,
2023:
ACTION: UPON MOTION BY BOARD MEMBER VESSLEY, SECONDED BY VICE
CHAIR ECKRICH, CARRIED 5-1, (WITH MEMBER GRAVES ABSENT) to approve
the January 24, 2023, as presented.

FERRIS RICHARD AND SHARLISS TRUST OWNER, WARREN FERRIS
APPELLANT. (JOHN MEZZAPESA)
Sadie Symens, Deputy City Attorney provided an overview of her advice to the Board
regarding their review.
Michael Loew Deputy Building Official provided an overview of the purview of the
Board from the Advisory Body Handbook.
John Mezzapesa, Code Enforcement Supervisory provided a presentation and
responded to Board member inquiries.
Warren Ferris, Appellant and Richard W. Ferris, Appellant provided a brief overview
of the appeal.

ACTION: UPON MOTION BY BOARD MEMBER VESSEL Y, SECONDED BY
BOARD MEMBER WIEDEMAN, CARRIED 5 -1 (WITH MEMBER GRAVES
ABSENT), to adopt a Resolution upholding the remaining violations regarding
Citation #25409 dated July 15, 2021 issued to Ferris Richard W./Sharliss S Trust.
ADJOURNMENT
