DISCUSSION Background The City follows industry best practices and allocates resources to address the life cycle of its playground equipment in parks. The City aims to replace playground equipment in parks every 15 years. The next two scheduled playgrounds for replacement are Vista Lago Mini Playground and DeVaul Park Playground. Vista Lago Mini Playground (1170 Vista Del Lago), installed in 2001, is in the Laguna Lake area of San Luis Obispo, near Laguna Middle School bordering Prefumo Creek. Current amenities at Vista Lago Park includes turf area with picnic tables, bench seating, and a playground. This project includes replacing the playground structures with equipment for children 2-5 years of age and 5-12 years of age, adding shade, replacing seating around the playground, and potentially adding a hydration station. DeVaul Park Playground (1651 Spooner Dr), installed in 2002, is off Madonna Road and Spooner Drive near the Irish Hills Trailhead in San Luis Obispo. Current amenities include a playground, picnic areas, bench seating, drinking fountain, lawn area, and a basketball court. This project includes replacing the playground equipment with equipment for children 2-5 years of age and 5- 12 years of age, adding shade, replacing seating, and replacing the hydration station. Meeting Date: October 11, 2023 Item Number: #2 Vista Lago and DeVaul Park Playground Equipment Replacement Projects Page 2 The City has contracted with Cannon and Oasis Associates to design the playground replacements. Oasis created conceptual layouts featuring playground equipment for 2-5 year olds and 5-12 year olds. Public Outreach The public’s input about its parks and park amenities is a critical foundational step that staff facilitates with all projects in parks. City staff conducted an in-person Open House at the Monday Meet Up Event at DeVaul Park on August 14, 2023 and an Open House at Vista Lago Park on July 26, 2023, as well as promoted an online survey for both playgrounds from July 2023 through August 2023 to receive community input on the proposed conceptual layouts for the design. Staff have reviewed the results of the survey and will incorporate the information in the final design. The results of the survey will be posted on the Parks and Recreation Current Projects website. PARKS AND RECREATION COMMISSION CONSIDERATION / NEXT STEPS The Parks and Recreation Commission purview is to review and make recommendations for changes which could have an impact on the City’s parks and park facilities. Staff will review all feedback from the Parks and Recreation Commission Meeting to accompany the July 26, 2023 and August 14, 2023, Open House, as well as the on-line survey results. This feedback will be used for staff to revise the layouts to meet the desires of the community. ATTACHMENTS A. Vista Lago Park conceptual layouts B.
