C. Accountability/Transparency. The City, with the approval of Council, will
conduct all business, including labor negotiations and all employee
compensation matters, with transparency pursuant to all applicable laws and
regulations. The City will provide metrics of accountability including % of
General Fund expenditures invested in Total Compensation Staffing and
Capitol Improvement Projects and ongoing measurement of changes in
owner - occupied vs rental housing. Metrics shared with the community will be
reviewed and approved by Council in a timely manner.
G. Council Responsibility. Ultimate accountability for the fiscal health of
the community rests with the vote of the elected City Council.
