Honorable Mayor Marx and City Council Members:
The Homeless Services Center (HSC)application at 40 Prado Road continues to make positive progress.We are
currently finalizing all the necessary plan check requirements to obtain our building permit.As part of the review
of items to complete during this process,we have worked closely with City staff on the potential fees involved
with the permit.
As a result,we are formally and respectfully requesting the City consider the following two items as it pertains to
the construction of the new center:
1)The HSC be granted an exclusion from the City's inclusionary Housing Ordinance (Chapter 17.91).
Section 17.91.030 B.8 ofthe City's Inclusionary Housing Ordinance provides an exclusion for:
"Development projects which the city council determines are essentially noncommercial or nonresidential
in nature,which provide educational,social or related services to the community and which are proposed
by public agencies,nonprofit agencies or foundations and other similar organizations."
We believe the HSC meets this exclusion for Inclusionary Housing fees based on the following:
The HSC is neither commercial nor residential in nature.The HSCwill only allow for emergency
transitional shelter for those in need.
The HSC will provide a variety of educational and social programs to those in need in our community
including job training,assistance to obtain collaborative provider services and opportunities to receive
individualized case managed plans with a focus on permanent supportive housing during their
transition.
Community Action Partnership is a registered 501(c)3 nonprofit agency and will serve as both the
entity constructing and managing the project as well as the responsible party for its on-going
maintenance and operations.

2)The HSC be given a full credit towards the Citywide Transportation Impact Fees (TIF).
The HSC project has agreed to a dedication of the right of way required for the future Elks Lane realignment.This
dedication will also be used as part of the future Prado Road/US 101 Interchange project.Based on analysis by
City staff,we agree that the right of way dedication valuation is significant and exceeds the required City TIF fees
for this project,and therefore respectfully request that all TIF fees be waived.In summary,waiver of these fees
will significantly reduce the cost of our new facility,accelerate the expected completion and ultimately provide for
more funds to be available for our primary mission of providing services to the marginalized and homeless
population of our community.
Our goal is to complete the project in 2016.We thank the City for their continued support of this project and look
forward to working together to make the new center a successful and vital asset serving our community.
