It runs from October 1st to December 11th, 2020. It is a “clean” resolution, meaning there are virtually no policy riders or legislative fixes contained in the bill. As always, we worry about how quickly funding for our programs, especially the Community Services Block Grant (CSBG), will be released during the CR time period. It seems there are always delays in releasing CSBG funds from Health and Human Services (HHS) to the states. House Appropriators are very much aware of our concerns. We attempted to include the small state formula fix in the CR, which would correct the CARES Act split allocation. However, this effort hit a snag because a very key Republican, who is on the Senate HELP Committee, opposes inclusion of any provisions related to the CARES Act. Although there is strong bipartisan support for our specific provision in the Senate, House Democrats were not willing to include provisions with Senate opposition. Fixing the small state funding issue remains a high priority not only for NCAF but also for a strong, bipartisan coalition in Congress. Despite a clean CR, some Republican Senators are raising issues that could potentially complicate final passage. The key players remain Pelosi, Mnuchin and McConnell. The passing of Justice Ruth Bader Ginsburg has substantially complicated the congressional legislative outlook. If Senate Majority Leader McConnell pushes ahead with plans to confirm a new Supreme Court justice before the election, and House Democrats continue to suggest another round of impeachment hearings against both President Trump and Attorney General Barr, the already low civility level in Congress will totally evaporate. Even if the Supreme Court vacancy is dealt with in December, Democrats have viewed such a move as equivalent to a nuclear option between the parties. In any event, the lack of resolution on the next COVID-19 stimulus package, the Supreme Court vacancy and the hyper-partisan atmosphere surrounding the 2020 elections will make October, November and December extremely difficult months to legislate in Congress. A quick review of the political landscape still shows a relatively clear path for Democrats to capture control of the Senate and win the White House. This scenario assumes that congressional Democrats do not undertake congressional activities that affect their party’s standing with swing voters. I hope this demonstrates how our hard-working immigrant families face a crisis in distance learning and could benefit profoundly from accessing the city's SPARK program more easily. I hope this demonstrates how our hard-working immigrant families face a crisis in distance learning and could benefit profoundly from accessing the city's SPARK program more easily. The district has family advocates, bilingual counselors and bilingual staff who can assist the families. This issue does not need to fall directly on the city alone. We have support available. I have personally been working with the city staff and I have nothing but positive things to say about their efforts to help our families and meet the enormous need that working parents have found themselves in with distance learning. The city staff reaches out to the district frequently to find ways to make the program better and support our students. We realize that the City of San Luis Obispo has stepped up to make this all day child care option happen, which is way more work than the after school program that it normally runs. District staff will reach out to site staff to better understand the hurdles that our parents may face, but I feel certain that between city and district staff that we can overcome any issues that they face. In fact, Meghan Burger, our Youth Services Supervisor will reach out to District staff to have a direct dialogue rather than an extended email chain. We will work collaboratively with our partners to identify any program barriers to entry that are not related to licensing and where there is flexibility. As this is news to the City staff, we hope that District staff can coordinate with us directly on these types of issues in the future as we are more than happy to walk them through the application process to help their students who are our participants as well. A few things to note: 1. Tax Forms (or an equivalent) are required for scholarships (not the District but CAPSLO). 2. We provide all program information in English and Spanish. Meghan speaks Spanish as do many staff and we have several native speakers on staff at Parks and Rec who we tap into as well (I don’t know what language this family speaks but efforts for other languages are made by staff as well to avoid barriers). 3. We do not require citizenship or residence in a home to participate in our program. 4. We have waiting lists for Spark. I don’t know when this family applied but they may be on such a list. We are opening a new room that is not full time soon. 5. Our staff continue to adjust daily to new COVID related operational issues and are literally going above and beyond anything I have ever seen in providing childcare to our community. All that said, we will continue be as inclusive and equitable a program as possible and staff will work on this with District and CAPSLO staff this week on improvements that can be made.
