October 5, 2023 City of SLO, CAPSLO, Pastor Doug Pittam and SLO Naz Church Board, Planning Commissioners, City Council Members, Jan Marx- Vice Mayor, Erica Stewart - Mayor We are writing as concerned neighbors of the SLO NAZ church, homeowners, and citizens of San Luis Obispo. We care about the safety of our neighborhood and safety of vetted participants in the "Rotating Overnight Safe Parking Program." There are many more areas of the program that could be addressed, however to keep simplicity in a complicated subject, we are addressing the location, immediate need, and city resources being used wisely. 1 Please DO NOT move forward with participation in the newly-named "Pilot Rotating Overnight Safe Parking Program!" It seems that as currently structured, this program is truly NOT in the best interest of the vetted program participants, our neighborhood, nor our City. We understand this program is evolving and we recognize changes and improvements such as security ideas being researched, participation reduced from 20 to 12 (maybe even less), the name "Pilot Rotating Overnight Safe Parking," participant Site Captain Monitor, locks on restrooms, participant placards, etc. Thank you to those working diligently in researching the program and answering all correspondence, e-mails and phone calls of interest! Our immediate concerns are: · The program participants are currently without a safe place to park! · The location should not, and does not, belong in any residential neighborhood! · The City of SLO can NOW provide safe and secure overnight parking immediately - for long or short term! · Maximizing tax dollars by helping and protecting others as 25 Prado Rd. property becomes multipurpose! It appears, however, the bureaucracy of long-term City and County goals has blinded those involved with the decision making process. Blind to the fact that the program participants could be helped sooner rather than later! Per the e-mail response dated 10/3/2023, from Ms. Daisy Wiberg, CAPSLO and the City of SLO are considering using 25 Prado Rd., (a city-owned property) as one of the "potential location for the Pilot Rotating Safe Parking program, as well as several other City-owned properties." Daisy stated this location won't be used until they have the minimum number of 6 rotating sites; that it will take time and many outreaches to the community, neighborhoods, community faith-based organizations, businesses, property owners etc. The search involves 25 Prado as "temporary rotating sites," not permanent. We are requesting that those involved look outside of the box, act immediately, and utilize our tax dollars wisely helping the program participants be safe now! The search for accomplishing the long term goals of the City can continue; but help these folks now! It appears reasonable that 25 Prado Rd. is a City property site with a lot of potential for this program, such as: · Parking - plenty of parking in front and to the rear of the building and facilities for City workers if needed. · Parking - about 40 parking spots are gated on East-side, used as employee parking during DAYTIME hours. · Security - the East-side is already gated - giving security for participants. · Under-used at Night - According to City staff, the East area is seldom used atnight. Also, North spaces are open and available, but not gated. · The program is asking for only 12 parking spots out of 40, 25 Prado provides room for growth if needed. · Location - 25 Prado Rd. is directly across the street from the 40 Prado Rd. Homeless Services Center. · Dual Purpose Property - East parking area could be a dual purpose City property - utilized day and night. 2 · Site lessens gas expense for participants as they utilize resource facilities nearby. · Safe Overnight Parking - These folks could have a safe place now - before the county site closes in November 2023. · The East-side lot could be split, and utilized as-is, while the City is developing a revised plan if needed. We promised Pastor Doug that we would research our questions and concerns regarding the program before giving our recommendation. Attached is our E-Mail to the City and their response. Also, we have had three phone conversations with Ms. Daisy Wiberg, and one telephone conversation with Ms. Tway. There are many more areas of this program that need addressing, but let's cut through the bureaucracy and keep our neighborhoods safe, offer a hand-up in safety and a good night's sleep for the parking participants!
