The City of San Luis Obispo has returned to in-person meetings. Zoom participation will not
be supported. For those attending in-person, City facilities will be at limited capacity and
masks are strongly recommended.
INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the
meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's
Office at 990 Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org. In
the body of your email, please include the date of the meeting and the item number
(if applicable). Emails will not be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your
name, the agenda item number you are calling about, and leave your comment.
Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the
members and saved as Agenda Correspondence. Voicemails will not be played
during the meeting.
*All correspondence will be archived and distributed to members, however, submissions
received after the deadline will not be processed until the following day.

PUBLIC COMMENT: At this time, people may address the Committee about items not on
the agenda. Persons wishing to speak should come forward and state their name and
address. Comments are limited to three minutes per person. Items raised at this time are
generally referred to staff and, if action by the Committee is necessary, may be scheduled for
a future meeting.
Ben Cook – Ice Hockey Rink proposal. Is there ability for us to build a hockey rink in
SLO? Presented petition with 300+ signatures and research on other cities with
hockey rinks. Goleta has a great model that ours could be fashioned after. Complete
overview of proposal process was discussed.
CONSIDERATION OF MINUTES
1. Minutes of the Parks and Recreation Commission of August 16, 2023
Action: Approval of the Regular Meeting Minutes of the Parks and Recreation
Commission for August 16, 2017.
Carried 5:0:0:2 to approve the minutes of the Parks and Recreation Commission
meeting of 8/16/23 as motioned by Commissioner Blair and second by Commissioner
Kincaid.

2. Receive Staff Report on Righetti Ranch Park Playground Conceptual Options
(Long – 40 min)
a. Review of the proposed conceptual playground designs (Attachment A) for the
Community Park in the Orcutt Area / Righetti Ranch Park project.
i. Leif McKay (RRM Design Group) Presented two concepts. View A –
“Nature Discovery” Playground concept. The playground theme is full of
many natural materials and surfaces and nature shapes. View B – “Unity
Playground” which encourages collaborative play, has vibrant colors with
more metal and rubber surfaces. The playgrounds are similar sizes.
ii. Discussion & Questions:
Commission asked for clarification on the details of both concepts.
There is currently no pathway around the outside of the park.
Commissioner Stowe is in favor of the Unity Playground.
Commissioner Dupperon in favor of the Unity Playground and
stated it’s active and vibrant. Spector prefers the look of the
Nature Discovery Playground, saying the natural look will age
well. The Unity Playground doesn’t seem as original and won’t
age as well. Is there a difference in longevity/durability of the two?
Leif McKay responded that the lifespan for playground equipment
can range from 15 to 80 years.
Commissioner Spector asked for any community feedback.
Commissioner Blair - Concept A seems more creative and allows
for discovery and is different from all of the other parks we have
in San Luis Obispo.
Director Avakian - The Unity Park is similar to Islay Park, however
much larger. We could also present a concept which has a
“signature piece” included.
iii. Provide additional direction to Staff on the conceptual playground
designs to proceed to construction documents. Chair Spector asked the
PRC, which “theme” is preferred?

Director Avakian – Commissioners Howell and Roudebush also need the opportunity to
provide their feedback. Staff will conduct outreach to get their feedback and report back to
PRC. (Update: an email was sent by Director to PRC Commissioner Howell and Roudebush
with responses recorded on September 13, 2023, resulting in: Roudebush – Unity and Howell
– Nature. Final outcome: 4-3 for Unity design.)
3. Receive Staff Update on Laguna Lake Dog Park Project (Avakian/Hyfield – 30
min)
a. Staff to update on the anticipated construction cost assessment from 90%
design layouts.
b. Provide advisory direction regarding potential priority of amenities based on
anticipated construction cost and allocated project budget.
Director Avakian – Provided overview and planning timeline and budget updates. A
significant funding difference exists between the current construction costs and the
project budget. Discussion on budgeting options in order to remain within the current
planned budget. What in the current plan could be adjusted? Concept Plan #3
(selected by the PRC) was reviewed, and direction was requested.
Commissioner Spector – We are not in favor of cutting anything from the project. Ask
the city to fully fund the project as per this 20-year plan (Parks & Recreation Blueprint
for the Future) and a top priority. Perhaps we can also look at funding/sponsorship
opportunities from the public and private sector.
Director Avakian – that process would require a council agenda report presentation
with recommendations. Creation of an option B to present could be an option.
Public Comment:
John McKenzie – Suggested the possibility of a memorial brick program as a way to assist
with funding the park.
Kathy Kimball – Provided input on the size of the dog area, walking surfaces and water
stations. Disappointed that there has been a reduction in the play area. Concerned about the
walking surfaces.
John McKenzie – Provided input on the park shade areas.
Pamela Worth – Is not in support of using mulch in the park.
Shelsie Moore, City Supervising Civil Engineer – Project phasing-in options are not the best
choice versus moving forward with the entire plan at one time.

4. Jack House Updated Sign and Historical Plaque (Avakian/Tolley – 15 min)
a. Staff presentation of the updated Jack House and Gardens sign and revised
historical plaque project created and approved by Jack House Committee.
Financial support for the project has been offered by the Jack House Foundation.
Further discussions are underway.
5. Receive Staff Update on Summer Programs (Staff - 30 min)
a. Overview by Devin Hyfield for Aquatics (many new staff members, Super Rec
Saturdays, and a new partnership with community club team the Seahawks
drawing exceptionally high attendance records at the swim center. The new
diving board arrived early and just in time for the end of summer events), Golf
(usage and revenue numbers up this summer, Kids Play Free and Super
Seniors programs, new golf carts, Super Twilight is a big draw), Facilities (30
special events held).
b. Overview by Meghan Tolley of Summer Programming: Community Services
(Monday Meet Up’s, Summer Sports Camp, Junior Giants, Adult Softball
league), Senior Programs, Jack House, Youth Services (Summer Camps, Two
new full time staff members joined.) Public Art and Volunteer Programs.
c. September Scramble will take place on September 30 at the Laguna Lake Golf
course.

6. Subcommittee Liaison Reports (Chair– 15 minutes)
a. Adult and Senior Programming: (Commissioner Blair) – no report
b. Active Transportation Committee: (Vice Chair Howell) - absent
c. Youth Sports Association: (Commissioner Stowe) – no report
d. Jack House: (Commissioner Kincaid) – Still need
two volunteers for December Jack House tours.
