C4.APPROVAL OF A REAL PROPERTY EXCHANGE AGREEMENT AN DENVIRONMENTALINDEMNITY AGREEMENT WITH HASLO ;AN DAPPROVAL OF THE FINAL MAP FOR TRACT 2977 UNIT 1, 851 HUMBERTAVENUE (TR 27-06).-(MATTINGLY/HANNULA/DOSTALEK ) RECOMMENDATION : 1) Adopt a resolution approving the Real Property Exchang eAgreement and the Environmental Indemnity Agreement with the Housing Authority of th eCity of San Luis Obispo ; and 2) Adopt a resolution approving the Final Map for Tract 297 7Unit 1, 851 Humbert Avenue, and authorizing the Mayor to execute the- Subdivisio nAgreement on behalf of the City . C5.PURCHASING PROCEDURES FOR PROCUREMENT OF FUEL .—(MATTINGLY/SCHMIDT/HUDSON ) • RECOMMENDATION : 1) Adopt a Resolution -authorizing Public Works to make fue lpurchases using "over the counter" purchasing procedures as described in Section 29 5of the City's Financial Management Manual within the approved annual budget on a nongoing basis . 2) Approve the use of a fleet fueling card program through a Nationa lJoint Powers Alliance contract . PUBLIC HEARING S PHI .ANNUAL PUBLIC HEARING FOR THE TOURISM BUSINESS IMPROVEMEN TDISTRICT.—(CODRON/ELKE — 15 MINUTES ) RECOMMENDATION : 1) Conduct a public hearing to receive testimony regarding th eCity Council's intention to continue the citywide Tourism Business Improvement District .2) Determine whether a legally sufficient protest is made . 3) If no legally sufficien tprotest is made ; adopt a resolution affirming the continuation of the San Luis Obisp oTourism Business Improvement District, setting forth the basis for the assessment, an dlevying the assessment upon hotels in the district for fiscal year 2012-13 . 3 Council Agenda Tuesday, October 16, 201 2 BUSINESS ITEM S B1.MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SAN LUI S OBISPO AND THE SAN LUIS OBISPO POLICE OFFICERS' ASSOCIATIO N FOR THE PERIOD OF JANUARY 1, 2012 THROUGH DECEMBER 31, 2015 .— (IRONS/ZOCHER — 15 MINUTES ) RECOMMENDATION : Adopt a resolution adopting and ratifying the Memorandum o f Agreement with a four-year term between the City of San Luis Obispo and the San Lui s Obispo Police Officers' Association (POA). B2.ECONOMIC DEVELOPMENT STRATEGIC PLAN ADOPTION . (CODRON/CLARK — 60 MINUTES ) RECOMMENDATION : Adopt the Economic Development Strategic Plan (EDSP). STUDY SESSION ITEM S SS2 .STATUS REPORT OF LAND USE AND CIRCULATION ELEMENTS UPDAT E (GPI 15-12).—(JOHNSON/MURRY — 45 MINUTES ) RECOMMENDATION : Receive a presentation regarding the Land Use and Circulatio n Elements update process .
