'McNamara CITY OF Honorable Mayor and City Council San Luis Obispo, California Gentlemen: OBISPO December 16, 1957 At the request of the Council the undersigned members of the Council have studied the matter of appropriate fencing for the creek in the College Highlands subdivision. We have made an on the spot investigation and also examined older fences in adjoining tracts, as well as talking with various residents in the area at random. It is our considered recommendation that the subdivider be asked to install the chain link fence as recommended by the Planning Commission because of durability and safety factors. As an alternate, the suggestion is made that the chain link fencing be interlaced with grape stakes or appropriate planting to improve the fencing from an aesthetic standpoint. Various wooden fences were observed in the McMillan tract which were installed several years ago and which are in a severe state of dis- repair. This would be particularly dangerous in the College Highlands tract where the banks are quite steep and several houses are located rather close to the embankment. It is not desirable from the standpoint of aesthetics and it is not desir- able from the standpoint of safety. The open links border on creating an attraction nuisance by enabling children to see through and to become attracted to whatever may he on the other side, with the re- sult that there is a great tendency on the part of small children to leave the backyard and get into the drainage easements by going over the fence. In a number of instances it has even been necessary in other jurisdictions to remove the wire which makes the top runner because it was providing a means whereby children could climb over. A five-foot redwood fence with the pasts set in concrete has proven more satis- factory in such situations and has avoided an institutional appearance. It is my understanding that the City of San Luis Obispo is requiring a five-foot fence and in this connection it is the recommendation of this Association that in the residential area the fence should be redwood with the posts set in concrete. Gentlemen: I wish to express my regrets at not having attended the Planning Commission meeting when the fencing of the drainage channel, tract 96, College Highlands, was considered. The fact that many of the home purchasers in College Highlands were consulted by me in regards to the matter of fencing and that without exception they expressed preference for the red- wood screening type of fence in lieu of the chain link type of fence, and because of my negligence in not presenting this matter personally at your meeting, thereby fulfilling my ob- ligation to these folks, I now feel compelled to appeal the matter to the City Council; for not to do so would leave me in a position of not having fulfilled the desires and inter- ests of the purchasers of our homes who, as you know, are unable to represent themselves in this matter. Pearson; In response to your request we herewith submit the following information regarding the drainage hydraulics in connection with Tract No. 96: The storm water runoff from the adjacent subdivision known at Tract No. 104 enters our Tract No. 96 at two locations; namely at Highland Avenue and the existing large drainage channel on the we❑t boundary of our tract. According to a statement by the adjacent subdivider in a letter dated May 31, 1956, diversion of the runoff is anticipated resulting in the following peak flaws to our tract, being 19 second feet at Highland Avenue and 45 second feet to the large channel on the west boundary. The design of drainage facilities for Tract No. 96 is considered adequate to handle the runoff from the ad- jacent areas and within the tract, as said facilities are shorn on the construction maps for Tract No. 96.
