Dear Mr. Miller:
On my last trip to Fire Station No. 3 on Tuesday, 12 July, I
made a preliminary final inspection of the work to determine its status as to
satisfactory completion.
Generally, the building is substantially completed with the following
listed work remaining to be done.
1. Cleanup.
2, Completing of the hanging of light fixtures in the apparatus room
delayed by the new arrival of canopies. The Electrical Contractor reported these
as received that day and that fixtures would be hung immediately.
3. Paint work on woodwork was unsatisfactory. The Painting Contract-
or and I went over the job and he has given me assurance that he will come back in,
and when the building is less dusty will complete some needed sanding and spackling
and will repaint all woodwork. He was most cooperative and I believe he will
correct the faulty work.
4. Emergency light -alarm -door system not yet functioning correctly.
I have reported this to Mr. Kaplan and he is arranging for a representative of the
door manufacturer to meet with the Electrician on the job and check this out.
5. Laurel Lane apparatus room door requires adjustment for better
fit at bottom, Should be accomplished at the same time as No. 4 above,
6. Plumbing contractor is waiting delivery of a couple of cover plates
at cleanouts.
7. Gang switch plate missing in office, A-1 Electric is awaiting de-
livery.

I will be making another inspection at the proper time, following up
these items, but in the interval, feel that I may correctly recommend that the
enclosed Certificate of Payment be acted upon by the City and the Kaplan Company
paid to the limit of 90 percent (90%) of the contract, The retained percentage of
Si. Thousand Two Hundred Ninety Two and 50/100 dollars ($6, 292.50) is more
than adequate to cover the few items requiring correction.
Upon my recommendation the following program will be followed to
complete the project:
1, The General Contractor will check all his work and do the cleanup
that is part of his contract,
2. Electrical and Plumbing contractors will complete the items re-
quired in their fields,
3. When all work is complete, the building clean, the painter will re -do
all presently unsatisfactory work and when ready will notify me that the job is
ready for a final inspection,
4. When I am satisfied, I will recommend that the City make an inspec-
tion with me and accept the building. This final inspection must be as soon after
completion of the Painter's work as possible so that a Notice of Completion may
be filed within 10 days of the actual date of cessation of work, Release of the re-
tained percentage will then be made 35 days after the filing of the Notice of Comple-
tion.
I hope this job has proceeded well from the Council's point of view and
that they will find the building satisfactory upon their inspection.

for the various rooms. In general, the finish flooring will be

color.

Gentlemen:
At the last regular meeting of the Park and Recreation
Commission the Air Force observation tower in Mitchell Park was
discussed.
The commission acted upon contents herewith, that this tower
will be released to the City of San Luis Obispo, by the United States
Air Force soon and will no longer be needed for Civil Lefense.
A request was denied by the commission that the San Luis Obispo
Boy Scouts be allowed to use the tower while it is on city property,
as it could constitute a liability.
The tower will not be needed by the Park and Recreation De-
partment when released, and the commission feels it could be of use
to the Boy Scouts.
They would like to recommend to your honorable body that the
following steps be taken, if they meet with your approval: 1) the
Boy Scouts be given the tower for their use, if it is removed from
the park area upon release or, 2) the tower be closed while it is
on city park property.
Also, the commission appointed Ledoy Sherwin and representatives
from the Sinsheimer School District to prepare plans and data in
coordinating and developing a park in that area.
The commission will review the planning stages before any recom-
mendations are submitted to your honorable body. The representatives
from Sinsheimer area are as follows: Mr. Jack Spaulding, Mr. R. L. Graves,
Mr. Tex 'riillard, Mr. Dale Frady, Mr. Ben Franklin and Air. km. Hendricks.

Gentlemen:
The park project for the Richards -Waters Street district about
which we wrote you some weeks ago is progressing. You were kind enough
to consider our pmposals then so now we return to urge you to take pos-
itive action which will permit work to begin.
This project was inaugurated, you will recall, by the Sinsheimer
Parent-Teacher Association and continues to be supported by that group.
A committee of its members has been working on a master plan for the
park, in accordance with our first offer, in conjunction with the Park
and Recreation Commission.
Culminating this jo-nt effort, our committee met with the repre-
sentatives of the commission a short time ago and presented its plan
which incorporated the thinking of both groups. All agreed the pro-
posal was a realistic, feasible treatment of the acreage and subse-
quently the master plan was approved by the Park and Recreation
Commission.
It is not a elan that has been drawn up hurriedly. Much thought
and effort has gone into its production. This is a beginning, w}ticb,
if encournged, is sure to bring a continuing cooperative effort.
Anticipating that you will take favorable action in forwarding
the project, we have a committee securing volunteer laborers to help
with the work the moment it is possible to begin. Two organized groups
in the community have already offered their services.

Gentlemen:
This letter most likely should be a formal one, but the subject we
wish to lay before you can be discussed best informally. You will, we
hope, excuse us if we present the matter in a conversational way.
The "we" concerned is the Louis F. Sinsheimer Parent-Teacher Asso-
ciation. The "subject" is a park for the residential area from which
our school children come. It's three mules from our side of town to a
park --too far for our children to travel. We need a place for our chil-
dren to play, other than the streets of our neighborhood.
You know, of course, the property is at hand in our area. Sinsheimer
F.-T.-A. wants to help make this land a park.
We realize there's more to it than just taking a bare piece of
ground and putting in grass. Parks cost money. We haven't the money
to build a park and we understand you haven't either. But if we help,
maybe you can find enough to begin. This letter is to explain how we
want to help.
In our membership are many talented people. Using their talents,
we are willing to provide, for your approval, the completed drawings of;
1. A master plan and landscaping design.
2. Plane for playground equipment.
In addition to this, our working parents will set out trees and
shrubs when they are available and the ground is ready. Others are will-
ing to help build the equipment their friends have designed.
We think the planning, preparation and building may take a number
of years but we are willing to pledge Sinsheimer P.-T.-A.'s help for
more than a year.
We've even discussed the project with our industrial neighbors in
dopes that they could help us. We're awaiting replies from them now.
We're filled with the "old school spirit{" Won't you please find

a way to let us help you help us? Wo unanimously voted our help at our
meeting on November 17, 1958. We thought this letter would pave the way
for us to meet with you and give you some details of wiat we can offer.
Just can on us.
Thank you for letting us take this much of your time to outline
our plan. Maybe we should have been more formal, but who can be formal
with a shovel, a drawing board, or a cement trowel in his hands? We
have them --these willing hands, you get them, if you like our idea and
find a way to go ahead.

At its last regular meeting, the Park and Recreation Commission studied
the letter of the Sinsheimer PTA group dated November 18, 1958, addressed
to the City Council, offering assistance in the planning and development
of a park on property acquired some time ago by the City for the park
department in the vicinity of the Sinsheimer School.
The Commission will not meet during the month of December and therefore
made it a point to study this matter immediately upon receiving a carbon
copy from the PTA. The Commission recommends that the Ccuncil accept
the offer of the PTA with thanks and offering the assistance of the
Park and Recreation. Commission in the work. At the same time, it is
requested that the Commission have the opportunity of reviewing any
plans developed by the PTA in order to coordinate said development with
the overall park program of the City.
As the letter from the PTA points out, funds for development of the
Sinsheimer Park are limited at the present time, but possibly improve-
ment of the area can take place on a sindlar basis to that accomplished
at Throop Field some time ago. At any rate, we see no harm in hearing
from the PTA on its ideas on a possible park development at the indicated
location.
