Since the entire project was of a hurried nature and design for this instcllation had not been completed it was decided to omit this item from the main contract. because of exceptionally good weather this field season, the original contract was completed far ahead of schedule, and Air. Adamson was requested to complete the design for the tie- in at his earliest opportunity. He presented clans for the tie-in during -dovember and plans were submitted to 4. X. L*s Company for bid study. During the latter part of :,ecenber tar. Price Thompson and I met with their representa- tives and verbally requested them to proceed with the installation on a change order basis. Subsequent to that time we have discussed this matter further with the City Attorney and feel that a change order of this type and magnitude is legal., but it is our feeling that the City Council should render the decision as to whether it wishes to proceed on a change order basis. I accordingly contacted Lyles Company and requested them to hold-up orders for any materials until such time as the Council should decide. I feel we are morally obligated to purchase from them only a manhole frame and cover for about $70.00 Here are several factors which were considered in our original decision to proceed on the c,-anre order basis: 1. Cur fire insurance inspection is expected to be ade during the early part of March.
