S. 101 in San Luis Obispo will soon get underway as the State Division of Highways on Jane 8, began advertising for bids for the work. Bids will be opened by the Division of Highways in Sacramento on July 8 and actual construction operation is expected to start about the first of August, depending upon when the contract is awarded to the low qualified bidder. The work consists of extending the Grande Avenue Undercrossing structures on the U. S. 101 freeway through San Luis Obispo an additional 51 feet, repaving a portion of the existing freeway lanes and removing earth embaniment under and adjacent to the bridges. Upon completion of this work, the City plans to widen the present 36 foot wide Grand Avenue to provide a four -lane divided street. The work was initiated by the City of San Luis Obispo as a part of the plan to convert Grand Avenue to a 4-lane divided city street as a major access to the California State Polytechnic College Campus. This is to advise that we have been directed by our Headquarters Office to complete the contract plans for the widening of the present structure and to prepare this project for construction. We have further been directed to advise the City of San Luis Obispo that the California Highway Commission will be requested to f inance this construction when required to correlate the structure work with the City's project. It is requested that the City of San Luis Obispo advise this office when funds have been allocated for the widening of Grand Avenue so that the necessary action can be initiated by the Division of Highways to assure the proper scheduling of the structure work in correlation with the City's road project. One of the Stems discussed by Mr. Nash under priority B was the Chamber's suggestion that Grand Avenue in San Jule Obispo be developed by the state as a Rain artery into Cal Poly. He commented that this we not part of the state highway system and that something like this would have to first go to the legislature for authorisation. In discussing this, I indicated that the City has never to my knowledge discussed development of Grand Avenue by the state except for the widening of the undercrossing at the freeway. I read a portion of the letter from Mr. McCoy, received by the City last October, which indicated that at such time as a major project was actually financed for developing a main entrance to Cal Poly as an extension of Grand Avenuee or when otter developments indicated that traffic conditions would arise which would warrant the widening of this underpass, the State Division of HiChways would recommend to the Highway Commission "that funds be made available to widen the Grand Avenue nmdercrossing structures to sccommddate the full divided section proposed by the City." Hr. Nash indicated that such a project could be placed under priority for construction money, since rights of way were already held and plan- ning would not be too difficult nor time consuming. However, he stated that he doubted very much whether or State Highway Commission would approve the widening of the four lane underpass until such time as the City developed four lanes of traffic ocuth of the freeway. I pointed out that Cal Poly had originally scheduled the opening of bids on six reaidence halls and the extension of Grand Avenue for June 18, 195V, In tos Angeles, but that this bid opening had been delayed for one weeko Cal Poly was urging that the City push the setter of widening the under crossing before traffic congestion actually occu•nvd as a result of the Grand Avenue extension. Mr. Nash suggested that it would perhaps be better if Cal Poly also participated in pushing this project with the Department of Finance and other state agencies, rather than have the City doing the entire job. G. T. McCoy sent to him relative to the widening of the ,;rand Avenue underpass. Hr. McCoyts letter of October 14, 1957, stated that the Division of HiChways would recommend to the California Highway Commission that funds be made available when a major project is actually financed for the developing of a main entrance to California State Polytechnic College, or other conditions arise that would warrant the widening of this underpass. This letter is to advise you that a major project has been financed at California State Polytechnic College for developing the new main entrance road on Grand Avenue. The 1957 Legislature appropriated �1,712,600 under Item 342(c), Chapter 600, Statutes of 1957. This item reads as follows: Item 342(c) Construct hien's Physical Lducation building and prepare working drawings for Outdoor Physical Education Facilities at San Luis Obispo campus. 41,712,600. The construction of the new Hen's Physical Education facilities will require the closing of Motley Hoan and t.:e construction of our new main entrance road on Grand Avenue. Funds for this purrose arc included in the Y1,712,600 item. On October 26, 1957, the ?ublic works ooard approved the necessary funds to begin final working drawings on this project. Mr. A. It appears that Mr. YrCoy, has not had an opportunity recentl,- to check the status of our major entrance to the campus since funds for the actual construction of the road were appropriated by the Leeislature last spring. Funds for this project were justified andnecessitated by the fact that the construction of our new Im's Physical Education facilities will cause the eventual closing of Hotly road. A new access to the can pus of sufficient sire to accomodate the volume of traffic was therefore essential. As you may, have noticed in the Telegram Tribune last weekrnd approval has been riven by the State Denartment of Public Works for the drafting of working drawings and specifications for our men's physical education facilities Drojeet. This project includes the new entrance road to the campus as an extension of Grand Avenue. Use of the facilities to be built as an inte ral part of the physical education project is planned for the fa7.1 of 19k9. There- fore, this project is of more than academic interest. hle will take steps to notify Mr. McCoy of the status of financing and the develornent of our new main ent^ante to the campus and we tn,st that this letter to you will provide adequate information for your preparation and planning. WNKKK T[NTe[ M,A41NIE1 +a V-SLO-2-E,SL0 As requested by the City of San Luis Obispo, we have investigated the possibility of widening the Grand Avenue Undercrossing to provide a four lane section br ran Provisions were made in the original design to provide for ultimate widening to accommodate a four lane divided section for Grand Avenue. There appears to be no evidence of any congestion along Grand Avenue at the present, and therefore, little justification for the expenditure of the funds required for such widening at this time. It is therefore believed advisable to defer this work until some major project is actually financed for developing a main entrance to the California State Polytechnic College at San Luis Obispo as an extension of Grand Avenue, or until other developments indicate that traffic conditions will arise which would warrant the widening of this underpass. At such time, we will recommend to the California Highway Commission that funds be made available to widen the Grand Avenue Undercrossing structures to accommodate the full divided section proposed by the City of San Luis Obispo for Grand Avenue.
