This has been dorm under t:a Improvement. Act of 1911, which states that an owner of real proprrtg is responsible for the maintemmeo and repair of sidewalk adjacent to his property. ',ftenever such sidewalk is round by this office to be in nece of repair the property is posted and the owns^ is notified to make tie repairs within two weeks. In case of default by the owner the city calls for bids from contractors and awards the work of repairs to the low bidder and at the completion of the work the owner is given a bill by the con - treater for the work which they may pay 1f possible. In case of nor» payment the Contractor is paid ty the City and the charges are to bcoone a liar against the property by action of the Council after a hes-ing, to ti£ix the charges as a lien against the property.
