Approve the use of Cooperative Purchasing Agreement with National IPA Contract #120535 with the City of Tucson and Toro Company, effective November 27, 2012, for the purchase of a turf mower replacement, Specification Nos. 91238 2. Authorize the Finance Director to execute a purchase order to Turf Star in the amount of $60,610 for the purchase of one Toro GM4000-D Tier 4 compliant diesel mower including taxes and delivery. 3. Authorize the Finance Director to transfer funding from two completed Fleet Replacement CIP projects to the Fleet Replacement Completed Projects account. 4. Authorize the Finance Director to use $14,000 in Fleet Replacement Completed Projects funding to cover a shortfall in the project account for the mower replacement DISCUSSION Background The Park Maintenance division is responsible for the maintenance of approximately 214 acres of developed parks and landscaped areas within the City. The Parks Maintenance Program currently uses a Tier 3 compliant diesel riding mower manufactured by Toro Company that was purchased in 2002. Fleet replacement guidelines recommend mower replacement at 7 years and 5000 hours of engine use. Due to funding limitations, replacement of this mower has been deferred previously but is now 12 years old and with over 5,000 hours of diesel engine use. As part of the 2013-15 Financial Plan, a CIP request was approved allocating $40,500 for replacement of the mower in this fiscal year (Attachment 1). This mower is a key piece of equipment for the Parks Maintenance program and needs to be replaced. In addition, the trailer (asset ID # 9405) used for transporting the existing mower was purchased in 1994. Trailers have a target replacement schedule of 20 years in the Fleet Policy guidelines. Replacement of this trailer was approved and intended to occur in tandem with replacement of the mower. However, Parks and Fleet staff re-examined the trailer and determined it is in good condition and not necessary to replace at this time. A CIP request was approved allocating $6,300 for replacement of the trailer in fiscal year 2013-14 (Attachment 1). Because staff is deferring trailer replacement, the $6,300 allocated for the trailer would be used to augment the 07-01-2014 C9 - 1 Park Turf Mower Replacement, 91238 Page 2 $40,500 approved for mower replacement. That would increase the total available project funding for mower replacement to $46,800. Cooperative Purchase The City’s Financial Management Manual, Section 405-I page 14, recommends fleet purchases using either a State cooperative purchasing contract or “piggyback” agreements with other agencies. Staff recommends use of the following cooperative purchasing agreement with the National IPA (Intergovernmental Purchasing Alliance) for the mower: Contract #120535 with the City of Tucson and Toro Company for turf equipment. National IPA is a cooperative purchasing organization established for agencies and institutions nationwide in order to reduce procurement costs by leveraging group volume. The contract for this mower is publicly held by City of Tucson and Network Services. Agencies around the nation are eligible to “piggyback” on this contract. A competitively bid quote on the National IPA’s Cooperative Purchasing Agreement to purchase a Toro GM4000-D Tier 4 compliant diesel mower was provided by Turf Star, an approved Toro vendor (Attachment 2). Parks and Fleet staff reviewed the mover specifications and agrees that the quotation provided by Turf Star meets the needs of the City. City Staff inspected and reviewed the vehicle specifications for compliance and confirmed the quote provided by the dealer met the needs of the City and is in compliance with the National IPA bid contract. Staff recommends purchase of one Toro GM4000-D Tier 4 compliant diesel mower from Turf Star in the amount of $60,610. Meeting Regulatory Compliance The California Air Resource Board (CARB) regulates diesel engine compliance requirements of the EPA’s Clean Air Act. When the City purchased the existing diesel mower in 2002, the current emission standard at the time was referred to as Tier 3 and has remained the standard through 2012. As part of the Financial Plan process which began in 2012, Fleet staff projected the replacement cost of this mower based on Tier 3 diesel mowers available at the time. Tier 4 emission standards and the resulting compliant mowers from manufactures were not available until the second quarter of 2013. As a result, the project budget for replacement used in the 2013- 15 Financial Plan was too low. In replacing the mower now in 2014, any remaining Tier 3 compliant mowers are no longer available and Tier 4 compliance has increased the pricing considerably on current mowers. This requires the City to purchase a Tier 4 diesel compliant mower. Purchasing Tier 4 compliant diesel fleet equipment of any kind is the best strategy for positioning the City to meet CARB standards in the long term but, in this instance, the available budget for mower replacement is underfunded by $14,000. This amount needed to augment the project budget is available from the Fleet Replacement Fund Completed Projects account. Staff recommends using funds from the completed project account to cover the project budget shortfall. C9 - 2 Park Turf Mower Replacement, 91238 Page 3 CONCURRENCES Parks maintenance staff has reviewed the vehicle specifications and concurs with the Fleet Supervisor recommendation for this mower replacement. FISCAL IMPACT The quote from Turf Star is for a 2014 Tier 4 compliant mower that meets all CARB diesel emission requirements. The pricing includes sales tax, delivery, and a $2700 credit for trade in of the City’s existing mover (asset ID 0308). Staff recommends transferring $14,000 to the fleet completed projects account from the accounts of two other fleet replacement projects that have been completed but have remaining fund balances (Signal and Lights Lift Truck and BC Command Vehicle). The completed projects funds will be used to cover the funding shortfall in the mower replacement project account. ALTERNATIVES Deny Funding Transfer and Purchase. The City Manager could choose to deny or defer the mower purchase but staff does not recommend this option. The current mower is Tier 3 compliant and as such is “grandfathered in” in terms of continued use but the mower is far beyond its rated life. Denying or deferring purchases of this mower would result in higher than normal maintenance and repairs due to age and high use of the mower. If the engine were to need repair or replacement from excessive wear or failure, the only practical action would be to replacement the mower with the proposed Tier 4 compliant unit. ATTACHMENTS 1. Replacing one (1) Riding Mower for Park Maintenance will cost $40,500 in 2013-14. Replacing one (1) Mower Trailer for Park Maintenance will cost $6,300 in 2013-14. Replacing one (1) Tow-Behind Turf Sweeper for Park Maintenance to perform turf renovation will cost $32,700 in 2014-15. Replacing one (1) Utility Club Car with Dump Bed for Park Maintenance to complete maintenance activities at Damon Garcia Sports Fields will cost $17,600 in 2015-16. Replacing one (1) Riding Mower for Park Maintenance will cost $41,200 in 2016-17.  Maintenance/Replacement  New project  Fleet Replacement  New Fleet Request  Council Goal / Measure Y Priority - List: Need and Urgency Staff is requesting the replacement of six various pieces of equipment or vehicles for the Parks Maintenance program over the five-year financial plan for a total cost of $151,500. Parks Maintenance is requesting replacement of one (1) ballfield preparation machine, one (1) riding mower and one (1) mower trailer in 2013- 14; one (1) tow-behind turf sweeper in 2014-15; one (1) utility club car with dump bed in 2015-16; and one (1) riding mower in 2016-17. For each of the replacements, the Fleet Manager has reviewed maintenance records and condition assessment and recommends the identified equipment replacement date. 2013-14 Ballfield Preparation Machine (9828) 2013-14 The Park Maintenance division performs sports field preparation and maintenance at 10 ball fields Citywide. On average, 850 field preparations occur at numerous locations throughout the season for six to eight leagues. The recreational demands of the community require significant facility support from maintenance staff that could not be performed without this equipment. The Ballfield Preparation Machines are used to scarify, level and groom the skinned infield to provide a safe playing surface for various users. This equipment was put into service in December of 1997, is fifteen (15) years old and currently has 3,722 hours. This equipment is not available locally for lease. In accordance with the City’s Fleet Policy, “portable equipment” has a target replacement schedule of 15 years. Riding Mower (0308) 2013-14 The Park Maintenance division is responsible for the maintenance of approximately 214 acres of developed parks and landscaped areas within the City. Maintaining the turf areas in a safe and aesthetically pleasing condition is paramount. To accomplish this ongoing responsibility, mowing equipment must be of proper size, power and reliability. Staff has experimented with various equipment and methods over time, refining our process to our current fleet configuration. This has resulted in the most efficient and productive means of accomplishing our workload. This Toro Riding Mower was purchased in 2002, is ten (10) years old and currently has 5,277 hours. Due to funding limitations, this piece of equipment has already been deferred past fleet policy in the current Financial Plan. In Attachment 1 C9 - 4 accordance with the City’s Fleet Policy, “mowers” have a target replacement schedule of 7 years, 5,000 hours. This mower will be eleven years of age and approximately 300 hours over its target at time of replacement. Mower Trailer (9405) 2013-14 The mower trailer is required to transport the 5,000 pound mower from site to site throughout the City. The heavy-duty trailer is designed specifically to carry this equipment load safely and features a hydraulic surge braking system for greater control when maneuvering through city traffic. There is no alternative method to transport the mower from site to site. This trailer was purchased in 1994 and will be 19-20 years of age at time of projected replacement in 2013-14. In accordance with the City’s Fleet Policy, “trailers” has a target replacement schedule of 20 years. 2014-15 Tow-Behind Turf Sweeper (9830) 2014-15 The Universal Turf Maintenance Machine is a specialized piece of equipment that performs multiple turf renovation procedures at the City’s high profile sports facilities and City parks. The multi-purpose capability of this machine allows us to vacuum, remove and compost green waste generated during the turf renovation process. Regular use of this equipment ensures healthy and durable stands of turf by vertically mowing and removing the thatch layer from the turf. Because it is powered directly by the tractor pulling it, no additional motor is used in the process. The Jacobson EZ Go Tow-Behind Sweeper was purchased in 1998 making it 16 years of age at the time of replacement. This model tow-behind sweeper is no longer produced and repair parts are no longer available as well as lacking modern safety features. This equipment is not available locally for lease. In accordance with the City’s Fleet Policy, “portable equipment” has a target replacement schedule of 15 years. 2015-16 Utility Club Car with Dump Bed (0608) 2015-16 The maintenance utility cart is used primarily at the Damon-Garcia Sports Field Complex for transport of field preparation equipment and chemicals to various locations throughout the sports complex. The utility car with dump bed is essential for sports field operations due to its versatility, ability to maneuver to tight locations, its light weight and turf-tire tread design that does not damage the sports fields. The unit also provides portable power for work at more remote areas of the complex. This unit was put into service in September 2005 and is used daily. It also serves as the primary support vehicle during all major tournament events. Currently, this utility cart has approximately 1,872 hours and is projected to be 10 years of age at time of replacement. Alternative solutions were reviewed by the Fleet Manager, but similar functionality was not achievable with other vehicle types. In accordance with the City’s Fleet Policy, “utility carts” has a target replacement schedule of 10 years / 30,000 miles / 5,000 hours. There is no backup for this equipment if it fails. Deferral is not recommended by Park Maintenance or Fleet Maintenance. 2016-17 Riding Mower (1007) 2016-17 The Park Maintenance division is responsible for the maintenance of approximately 214 acres of developed parks and landscaped areas within the City. Maintaining the turf areas in a safe and aesthetically pleasing condition is paramount. Staff continues to experiment with various equipment and methods to refine the process and efficiency of the fleet. The Toro 4000D Riding Mower was purchased in 2009 and currently has 1,412 hours. In accordance with the City’s Fleet Policy, “mowers” have a target replacement schedule of 7 years, 5,000 hours. This mower will be seven years of age at time of replacement in 2016-17. Parks Attachment 1 C9 - 5 Maintenance staff has experienced significant downtime with the mower due to breakdowns attributed to high hours. Deferring the replacement of this type of equipment has proven to be very costly for Fleet Maintenance due to the operational nature of the equipment. Deferral is not recommended. The decision to replace this equipment is based on the following factors: 1. Projected hours of equipment exceed replacement miles recommended in Fleet policy for one vehicle (Asset 0308). 2. Projected years of operation meet/exceed recommended years in Fleet policy for all but one vehicle. 3. Review of mechanical condition and history by Fleet Supervisor and Department staff. 4. Evaluation of maintenance costs by Fleet Supervisor. 5. Spreading equipment replacement costs over multiple years for program users. Typical annual costs for preventative maintenance such as oil/filter changes, inspections, plus as-needed replacement of wear parts such as tires, batteries, brakes, filters and fuses. Budget for these repairs/routine maintenance are supported through the Fleet Services operating budget for routine maintenance and repairs. These requests have already been deferred: 1) Ballfield Prep Machine one year and 2) Tow-Behind Turf Sweeper six years. Deferring replacement of this vehicle could lead to higher costs for maintenance and operation for Parks and Landscape Maintenance budget, decreased reliability and delays in service due to City staff needing to locate an alternate vehicles/equipment. Additional funds will be needed for increased repairs should replacements be deferred further. Equipment meeting target age/hours and increased repair costs above routine preventative maintenance have been recommended for replacement within the appropriate year.  Leasing Alternative: Lease options for mowers have been considered for several years, but were not pursued as the concept was not supported by the former Finance Director and Fleet Manager. Leasing generally requires vehicles to be turned in after the lease period and a new lease established for newer equipment, keeping leasing costs high. By owning a vehicle, the City has increased flexibility to extend the service life of the vehicle, which in the case of high quality vehicles can be done with little to no additional impact to the Fleet Maintenance operations, and reduces the overall replacement annualized cost for the vehicle.
