REPRESENTATIVE: TJ Esser, Vellum Design Build RECOMMENDATION Review the project in terms of its consistency with the Orcutt Area Specific Plan and Community Design Guidelines, and provide a recommendation to the Community Development Director. 1.0 PROJECT DESCRIPTION AND SETTING The project includes the development of four (4) vacant lots with a single-family residence and associated site improvements such as access, fencing, and landscaping. Development is proposed on Lots 1, 6, 25, and 26 in Enclave at Righetti, which is the third phase of the Righetti Ranch development (Tract 3063, Phase 3) in the Orcutt Area (Attachment A – Project Plans). As part of the project, the applicant is requesting to deviate from the streetside setback standard for Lot 1 and the garage setback standard from the front of the residence for Lots 1 and 6. The third phase of the Righetti Ranch development includes 34 lots for single-family residential development. On September 19, 2022, the Architectural Review Commission (ARC) reviewed and found the proposed residential building program for the initial 26 lots (ARCH-0118-2022) consistent with applicable design standards and guidelines subject to minor considerations (Staff Report, Minutes). As of the date of this application, there are four (4) vacant lots remaining for the future development of single-family residences. Design and Material Details: Modern-style residences include flat roofs, large overhanging eaves, limestone cladding, metal trims, wood siding, stucco, and large glass doors and windows (Figures 2 and 3 – Front Elevations for Lots 1, 6, and 25). The contemporary craftsman/farmhouse-style residence includes a double gable form, white- washed brick, wood siding, stucco, and large glass doors and windows (Figure 4 – Front Elevation for Lot 26). Colors: Earth-tone color palettes consisting of whites, beiges, grays, blacks, and copper are proposed. Figure 2 – Front Elevation for Lot 1 (Mirrored Floor Plan for Lot 6) Page 10 of 48 Item 4a ARCH-0455-2022 (3805 Orcutt) Architectural Review Commission Report – October 30, 2023 Figure 3 – Front Elevation for Lot 25 Figure 4 – Front Elevation for Lot 26 Page 11 of 48 Item 4a ARCH-0455-2022 (3805 Orcutt) Architectural Review Commission Report – October 30, 2023 3.0 FOCUS OF REVIEW Per Condition No. 109 of Resolution No. 10619 (2015 Series), the ARC shall (1) evaluate the residential building program, including building and landscape impro vements, for consistency with applicable design principles and objectives in the Orcutt Area Specific Plan (OASP) and Community Design Guidelines (CDG), and (2) provide a recommendation to the Community Development Director who will make the final determination on the project. 4.0 DESIGN STANDARDS AND GUIDELINES / DISCUSSION ITEMS Staff has evaluated the project against relevant standards and guidelines in Table 3.1 (Residential Development Standards) and Section 4.1 (Design Quality and Character) of the OASP and Chapter 5 (Residential Project Design) of the CDG, and found it consistent except for minor deviations from development standards. Discussion items related to consistency with the applicable guidance have been identified in the following analysis. As part of the project, the applicant is requesting the following deviations from development standards in Table 3.1 (Attachment A – “Requested Exceptions” Section on Sheet ARC 0.1 of Project Plans): 1. Streetside setback for Lot 1 – Reduce the streetside setback along Orcutt Road to five-feet, three-inches (5’3”), where the setback standard is a minimum of ten (10) feet. Because a ten (10) foot street tree easement was required along Orcutt Road as part of the tract improvement plans, the applicant states this easement would satisfy the intent of a streetside setback. While not located within Lot 1, the street tree easement would provide landscape screening and satisfy line-of-sight requirements at an intersection. The ARC should discuss whether there is sufficient justification to support a reduced streetside setback. 2. Garage setback from the front of the residence for Lot 1 – Allow the garage to be located five (5) feet in front of the residence, where the garage setback standard is a minimum of five (5) feet from the front of the residence. The applicant states the proposed design meets the intent of the OASP standards and guidelines related to garage placement because the proposed garage setback exceeds the minimum setback standard of 20 feet from the street and the residence exhibits desirable massing, including incorporation of a courtyard space and low wall within the front setback. Due to proximity to the street intersection, garage placement would be limited to the west side of the lot. The ARC should discuss whether there is sufficient justification to support a garage located in front of the residence. Garage setback from the front of the residence for Lot 6 – Allow the garage to be located five (5) feet in front of the residence, where the garage setback standard is a minimum of five (5) feet from the front of the residence. The applicant states the proposed design meets the intent of the OASP standards and guidelines related to garage placement because the proposed garage setback exceeds the minimum setback standard of 20 feet from the street and the residence incorporates desirable massing, including incorporation of a small patio and low wall within the front setback. Due to curved street frontage from the cul - de-sac, garage placement was designed to the east side of the lot, where the lot depth is greatest. The ARC should discuss whether there is sufficient justification to support a garage located in front of the residence. Any OASP or CDG design standards or guidelines affected by the requested deviations have been identified in Table 1. As such, any references to the Zoning Regulations in Table 2 are to the 2015 version. This action may include direction for the applicant or recommendations for conditions of approval to address consistency with the OASP and CDG. 6.2 Continue the project to a hearing date certain or uncertain. An action continuing the project should include direction to the applicant and staff on pertinent issues. 6.3 Recommend denial of the project. STRICT ADHERENCE TO THE SETBACK STANDARD CREATES ADDITIONAL HARDSHIP ON AN ALREADY CHALLENGING LOT. THE GOAL OF THE OASP STANDARD IS TO ENSURE THAT QUALITY HOMES WITH ARTICULATED MASSING ARE ACHIEVED WITHIN THE NEIGHBORHOOD. THE PROPOSED HOME SATISFIES THE INTENT OF THE OASP STANDARDS BY PROVIDING A WELL-ARTICULATED MASSING WHILE ALSO PROVIDING A 26'-10” SETBACK AT THE GARAGE, WHERE ONLY A 20'-0” SETBACK IS REQUIRED. THE OASP GARAGE SETBACK IS NOT A STANDARD THAT HAS BEEN REQUIRED ON OTHER HOMES WITHIN THE SAME SUBDIVISION. THE DEVELOPER OF THE ADJACENT HOMES IN THE TRACT IS IN SUPPORT OF OUR REQUESTED EXCEPTION. EXCEPTION FROM 5 FT OASP GARAGE SETBACK STANDARD FROM THE FRONT OF THE HOUSE (LOT 1) JUSTIFICATION: LOT 1 IS CONSTRAINED BY A LARGE ELEVATION CHANGE BETWEEN THE BUILDING PAD AND PARSONS WAY, THE PIE-SHAPED PARCEL, AND ITS PROXIMITY TO THE ENTRANCE TO THE SUBDIVISION. THE CONSTRAINTS NECESSITATE PLACING THE GARAGE ON THE DEEPEST PART OF THE LOT IN ORDER TO KEEP THE DRIVEWAY APRON AWAY FROM THE STREET CORNER. LOCATING THE GARAGE CLOSER TO THE CORNER COULD POSE CONGESTION SAFETY CONCERNS WITH INGRESS AND EGRESS FROM THE GARAGE AS CARS TURN AND DRIVE INTO THE NEIGHBORHOOD. ADDITIONALLY, THE GRADE/ELEVATION OF PARSONS WAY WOULD CREATE AN OVERLY STEEP DRIVEWAY IF THE GARAGE WAS MOVED TO THE OTHER SIDE OF THE PROPERTY. AS DESIGNED THE GARAGE IS THE MOST SUITABLE LOCATION AND A 25'-10" GARAGE SETBACK IS PROPOSED, EXCEEDING THE MINIMUM STANDARD BY 5'-10". THE GOAL OF THE OASP STANDARD IS TO ENSURE THAT QUALITY HOMES WITH ARTICULATED MASSING ARE ACHIEVED WITHIN THE NEIGHBORHOOD. THE PROPOSED DESIGN ACHIEVES THE DESIRED MASSING WITH A FAÇADE THAT IS NOT DOMINATED BY A GARAGE. THE OASP GARAGE SETBACK IS NOT A STANDARD THAT HAS BEEN REQUIRED ON OTHER HOMES WITHIN THE SAME SUBDIVISION. THE DEVELOPER OF THE ADJACENT HOMES IN THE TRACT IS IN SUPPORT OF OUR REQUESTED EXCEPTION. EXCEPTION FROM 10 FT STREET SIDE YARD SETBACK (LOT 1) JUSTIFICATION: A 10'-0" STREET TREE EASEMENT WAS ALREADY INCORPORATED INTO THE TRACT IMPROVEMENT PLANS. WHEN COMBINED WITH THE 5'-0" SIDE YARD SETBACK, THE PROPOSED DESIGN EXCEEDS THE INTENT OF THE STREET YARD SETBACK BY 5'-0" AS DESIGNED THE BUILDABLE AREA IS 35'-0" AWAY FROM THE ROAD. THIS 35'-0” BUFFER ADEQUATELY SATISFIES THE NEEDS FOR ANY ADDITIONAL VISUAL SHIELDING AND/OR LINE-OF-SIGHT REQUIREMENTS AT THE CORNER INTERSECTION.
