CALL TO ORDER A Regular Meeting of the San Luis Obispo Architectural Review Commission was called to order on October 2, 2023 at 5:02 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Chair Mayou. 2. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA Public Comment: None --End of Public Comment-- 3. CONSENT 3.a CONSIDERATION OF MINUTES - JUNE 5, 2023, ARCHITECTURAL REVIEW COMMISSION MINUTES Motion By Vice Chair Pineda Second By Commissioner Arens To approve the Architectural Review Commission Minutes of June 5, 2023. Ayes (6): Commissioner Abbas, Commissioner Arens, Commissioner Carrion, Commissioner Domine, Vice Chair Pineda, and Chair Mayou Absent (1): Commissioner Clark CARRIED (6 to 0) Page 5 of 48 2 4. PUBLIC HEARING 4.a 4240 & 4280 EARTHWOOD LN, 165 CESSNA CT (ARCH-0197-2023) ARCHITECTURAL REVIEW OF A NEW MULTI-FAMILY, DENSITY BONUS HOUSING DEVELOPMENT WITHIN THE R-4 ZONED PORTION (PHASE 3) OF THE AVILA RANCH DEVELOPMENT PLAN, WHICH INCLUDES 145 DWELLING UNITS Contract Project Manager John Rickenbach presented the staff report, including a background on project progress to-date, and responded to Commission inquiries. Applicant representative, Carol Florence, Principal Planner Oasis Associates, and Murray Duncan, Project Architect, provided a brief overview of the project addressing points raised during the staff presentation and responded to questions raised. Chair Mayou opened the Public Hearing Public Comments: None --End of Public Comment-- Chair Mayou closed the Public Hearing Motion By Commissioner Domine Second By Vice Chair Pineda Recommend the Planning Commission find the project consistent with the Airport Area Specific Plan, Avila Ranch Development Plan (ADRP) Design Framework, and Community Design Guidelines; approve the requested exceptions for Fence Height and Building Setback, as well as allowing externally lit Monument Signs; and recommend the height of the roof projections be reduced to slightly less than 38-feet with an attempt to make the tallest currently arched elements more rectilinear, and recommend that enhancements to the parking lot paving be made to provide visual cues for wayfinding and to provide visual interest, including additional decorative pavement between the two buildings on the Anacapa site.
