telephone audio only. Press star nine (*9) to “raise your hand” when the comment period on

1.CALL TO ORDER
Mayor Erica A. Stewart will call the Regular Meeting of the San Luis Obispo City Council to
order.
2.PLEDGE OF ALLEGIANCE
Council Member Emily Francis will lead the Council in the Pledge of Allegiance.
3.PRESENTATIONS
3.a NATIONAL HOSPICE & PALLIATIVE CARE MONTH PROCLAMATION
Mayor Stewart will present a proclamation declaring the month of November as
"National Hospice and Palliative Care Month".
3.b FAMILY COURT AWARENESS MONTH PROCLAMATION
Mayor Stewart will present a proclamation declaring the month of November as
"Family Court Awareness Month".
3.c CITY MANAGER REPORT
Receive a brief report from City Manager Derek Johnson.
4.PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA
Not to exceed 15 minutes. The Council welcomes your input. State law does not allow the
Council to discuss or take action on issues not on the agenda, except that members of the
Council or staff may briefly respond to statements made or questions posed by persons
exercising their public testimony rights (Gov. Code sec. 54954.2). Staff may be asked to
follow up on such items.
5.CONSENT AGENDA
Not to exceed 15 minutes. Matters appearing on the Consent Calendar are expected to be
non-controversial and will be acted upon at one time. A member of the public may request
the Council to pull an item for discussion. Pulled items shall be heard at the close of the
Consent Agenda unless a majority of the Council chooses another time. The public may
comment on any and all items on the Consent Agenda within the three-minute time limit.
Recommendation:
To approve Consent Calendar Items 5a to 5e.
5.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Recommendation:
Waive reading of all resolutions and ordinances as appropriate.
5.b MINUTES REVIEW - OCTOBER 17, 2023 AND OCTOBER 24, 2023 COUNCIL
MINUTES
Recommendation:
Approve the following minutes of the City Council:
•October 17, 2023
•October 24, 2023 - Special Meeting and Closed Session
5.c AUTHORIZE ASSIGNMENT TO AND ASSUMPTION BY THE CHANNEL ISLANDS
YMCA OF AN EXISTING FACILITY GROUND LEASE BETWEEN THE SAN LUIS
OBISPO YMCA AND THE CITY OF SAN LUIS OBISPO
Recommendation:
Approve the assignment to and assumption by the Channel Islands YMCA of an
existing facility ground use agreement between the San Luis Obispo County YMCA
and the City of San Luis Obispo for the use of a portion of Johnson Park, located at
1020 Southwood Drive, through February 28, 2050, and authorize the Mayor to
execute the agreement.
5.d CONSIDERATION OF FUNDING PRIORITIES FOR THE 2024-25 COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM
Recommendation:
As recommended by the Human Relations Commission (HRC), approve the
Community Development Block Grant (CDBG) funding priorities for the 2024-25
funding year.
5.e APPROVE SPECIAL PROVISIONS FOR JOB ORDER CONTRACT FOR
STREETS AND SIDEWALK MAINTENANCE 2023, SPECIFICATION NO. 1000199
Recommendation:
1.Approve Special Provisions for Job Order Contract for Street and Sidewalk
Maintenance 2023, Specification No. 1000199; and
2.Authorize staff to advertise for bids; and
3.Authorize the City Manager to award the contract to the lowest responsive
bidder.
*5.f CITY COUNCIL STATEMENT CONDEMNING ANTISEMITISM AND HATE
TOWARD MARGINALIZED GROUPS
Recommendation:
Receive and file a joint Council statement condemning antisemitism and hate
towards marginalized groups.
6.BUSINESS ITEM
6.a PARKING PROGRAM UPDATE AND AUTHORIZE ADVERTISEMENT OF A
REQUEST FOR PROPOSALS FOR A PARKING RATE STUDY (Estimated Time:
90 minutes)
Recommendation:
1.Review and provide direction on the project scope, strategy, and outreach
efforts for the Parking Rate Study; and
2.Authorize the advertisement of the Request for Proposals for rate study
vendors; and
3.Authorize the City Manager to execute an agreement with the selected
consulting firm; and
4.Receive parking program update and consider near-term parking rate relief
options, including consideration of staff’s recommendation to adopt a Draft
Resolution entitled, “A Resolution of the City Council of the City of San Luis
Obispo, California, authorizing one hour of free parking for all users of the
City’s parking structures.”
7.STUDY SESSION
7.a STUDY SESSION: TRANSIT INNOVATION STUDY REVIEW (Estimated Time: 90
minutes)
Recommendation:
1.Receive and file Transit Innovation Study; and
2.Provide any necessary direction to staff to finalize the report and begin
implementation.
8.PUBLIC HEARING ITEM
8.a ANNUAL PUBLIC HEARING FOR THE TOURISM BUSINESS IMPROVEMENT
DISTRICT (Estimated Time: 20 minutes)
Recommendation:
1.Conduct a public hearing to receive testimony regarding the City Council’s
intention to continue the San Luis Obispo Tourism Business Improvement
District and determine whether a legally sufficient protest is made; and
2.If no legally sufficient protest is made, adopt a Draft Resolution entitled, “A
Resolution of the City Council of the City of San Luis Obispo, California,
declaring the basis for and the levy of the assessment for the San Luis
Obispo Tourism Business Improvement District and affirming the
establishment of the District.”
9.LIAISON REPORTS AND COMMUNICATIONS
Not to exceed 15 minutes. Council Members report on conferences or other City activities. At
this time, any Council Member or the City Manager may ask a question for clarification,
make an announcement, or report briefly on their activities. In addition, subject to Council
Policies and Procedures, they may provide a reference to staff or other resources for factual
information, request staff to report back to the Council at a subsequent meeting concerning
any matter or take action to direct staff to place a matter of business on a future agenda.

10.ADJOURNMENT
The next Regular Meeting of the City Council has been rescheduled to November 14, 2023
at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
Council approved this action on December 13, 2022, during their annual review of the 2023
Council Meeting Calendar.
