Dear Mayor Stewart and Council members,
I am writing to you in regards to Item 6a on the November 7, 2023 agenda. While I do support the reversal
back to one hour free for everyone in the structures, my main concern lies in contracting for another Parking
Rate Study.
Over the past few years, I have seen the change from attendants in the structure booths and coin parking
meters to the system we now have. In between these two programs was a system that called for patrons to
use their credit card at kiosks upon leaving the lots. I only park downtown intermittently, but when I did park
using the" pay-upon-leaving" system, it was frequently broken.
It seems all these different systems must have cost the city a fair amount, and I am sure we have probably
paid for other parking rate studies, as well. Have we been given poor information in the past? Perhaps now we
do not need yet another study, and the funds saved could be used to reduce the current parking rates or end
paid parking at 6pm rather than 9pm. I do understand that building cost estimates and interest rates are
coming in lower than expected, thus giving the opportunity for the one hour free.
