Remarks:
T1 arrived at scene 198 South St. to find a single-story commercial structure with light smoke showing from roof/eaves @
Alpha/Delta corner.
T1 established command, offensive mode, and completed 360 of structure. T1 crew assigned ladder placement, followed by
force entry through exterior gated storage area. T1 crew utilized knox box for entry through exterior steel doors to access
interior storage room/workshop, approximately 800 sq. ft. (area of origin.) All pool chemicals stored exterior of structure.
E4 was assigned fire attack, small interior smoldering fire with smoke throughout the storage room and light smoke
throughout the adjacent office areas and showroom. Fire contained to area of origin. Appeared a solder seam of a 90-degree
interior copper water pipe directly above area of origin had broken and extinguished most of fire prior to arrival.
E3 assigned Division "A" and 2/2.
T1 face/face with Captains on alpha side notifying them of pool supply chlorine hazardous storage area on exterior
Delta/Alpha side.
T1 crew PPV light smoke throughout showroom area of structure and completed a primary.
Crew found two deceased cats interior of showroom floor; cats brought out to side bravo.
MR1 crew assisted with all assignments.
All crews assisted with salvage/overhaul.
Fire Marshall Maggio and Haz Mat Coordinator Bliss assigned to investigation and any Haz Mat mitigation.

Additional Narrative (#1 of 4 ):
E-3 was assigned to Div A and Two out/Ric. E-3 managed operations on Div A including fire attack, ventilation, salvage and
overhaul, and liaison with the business owner. E-3 was released by IC and returned to quarters.
Additional Narrative (#2 of 4 ):
Battalion 1 arrived on scene and assumed South IC. Face to face was made with Captain Barrett and assignments were made
as noted in Captain Barrett's Summary.
Truck 2 arrived on scene and was assigned into staging to help cover the city and was not utilized on the fire.
Both Fire Marshall Maggio and Haz Mat Coordinator Bliss were requested through dispatch.
Maggio and I faced to faced upon his arrival and he began his investigation and was able to determine cause and origin.

Bliss was requested due to the large storage of pool chemicals and to access any potential hazards from chemicals or water
run off. Please see her summary for further details.
Crews completed assisting both Maggio and Bliss and completed a full overhaul of the storage shed. Deceased cats were
packaged by firefighters and turned over to the owners. Fire Chief was notified and all crews returned to quarters to decon
PPE.

Additional Narrative (#3 of 4 ):
E4 arrived at scene to find T1 and BC1 already on scene. E4 was assigned Fire Attack. E4 parked upstream from T1 protecting
the scene. Crew extended a 1 3/4" hose line, established water supply and E4 Cpt. completed a 360. Access was made into
structure at the A/D corner double person door with a key. moderate smoke was noted throughout structure with reduced
visibility. E4 applied water to smoldering material in the A/D corner. A primary was completed and 2 deceased cats where
found. Cats were moved outside to the B side. E4 crew continued to extinguish and check for extension making access into
attic through access door. No extension was found in attic. E4 and T1 crew continued mop up and assisted fire investigator.
Once investigation was complete E4 performed gross decon on scene with water and scrub brush. Equipment was replaced
onto apparatus and E4 was released from scene.

Fire Origin and Cause Report

October 28, 2023
I received a call from fire dispatch at approximately 8:30 AM on Saturday, October 28, 2023 requesting I respond to
investigate the cause of a commercial structure fire at 198 South St, San Luis Obispo. I arrived approximately 10 minutes later
and reported to Battalion Chief Ray HAIS. It was reported to me that the first unit on scene stated that smoke was visible
from the A/D corner of the building, no fire showing. I observed a one-story commercial structure with fire fighters
overhauling the interior of side A/D. There was a double door that led into this storage area that was forced open by
responders. On the upper one third of the doors I observed heavy smoke staining. Entering the space through the double
doors I noticed smoke staining on the upper levels of the room. In the A/D corner were PVC pipes stored in the vertical
position with heat damage on the room side. Above the PVC pipes was a copper water line that had fused at the solder joint
allowing water to contain the fire to the general area of origin in the A/D corner. Immediately to the left of the PVC pipes
was the remnants of a particle board shelving unit which was in between the PVC pipes and a work bench. Indicators on the
work bench led me to believe the origin was in the shelving unit. Clearing out the area between the work bench and the PVC
piping I observed low clean burn patterns on the dry wall with drywall failure at the bottom in the area immediately to the
left of the PVC piping. In this area I found what appeared to be an electric motor and pump remnants in the debris. This was
later identified as a" Bottom Feeder" battery powered pool sweep by the owner. Above this area I observed a duplex
electrical outlet at about the 4 foot level. It did not appear that anything was plugged into this outlet and upon examination
of the outlet no signs of resistant heating were observed.
I then interviewed the store owner and asked what was stored on the lower shelf in the area of origin. He identified the
"Bottom Feeder" pool sweep that was placed in that location on Tuesday, October 24. He also explained that the previous
week the charging cord shorted out and the unit did no longer work. I downloaded a copy of the user's manual from the
Bottom Feeder website which specified that the device was equipped with a Lithium-Ion battery. There were several caution
notes in the manual, one specifically stated, "Never allow battery's positive and negative leads to touch. This can cause the
batteries to short and lead to a fire". The remnants of the pool sweep were left with the owner with instructions to preserve
for the insurance investigator.
It is my opinion based on my experience, training and observations of the scene that the short in the electrical charging
power cord damaged the Lithium-Ion batteries leading to this fire. Cause is accidental.
