RESCHEDULED REGULAR MEETING OF THE CITY COUNCIL
HYBRID MEETING PARTICIPATION INSTRUCTIONS:
Council Meetings are held in a hybrid format, which means participation is allowed both in-person and
virtually through teleconference. Below are instructions to participate via Zoom or by telephone. For a

period on your item of interest begins. You will be notified when you’ve been unmuted and
it’s your turn to speak. Comments are limited to 3-minutes.

telephone audio only. Press star nine (*9) to “raise your hand” when the comment period on

1.CALL TO ORDER
Mayor Erica A. Stewart will call the rescheduled Regular Meeting of the San Luis Obispo
City Council to order. The regularly scheduled meeting on November 21st was rescheduled
to November 14th due to the Thanksgiving holiday; this action was approved by Council
during their annual review of the meeting schedule on December 13, 2022.
22.PLEDGE OF ALLEGIANCE
Mayor Erica A. Stewart will lead the Council in the Pledge of Allegiance.
3.PRESENTATIONS
3.a INTRODUCTIONS - POLICY & PROJECT MANAGER AND INFORMATION
SYSTEMS MANAGER
Deputy City Manager Greg Hermann will introduce Natalie Harnett, the new Policy &
Projects Manager for the Administration Department, and Josh Erquiaga, the new IT
Manager.
3.b SAN LUIS OBISPO ROTARY CLUB CENTENNIAL PROCLAMATION
Mayor Stewart will present a proclamation recognizing the San Luis Obispo Rotary
Club for 100 years of service.
3.c CITY MANAGER REPORT
Receive a brief report from City Manager Derek Johnson.
4.PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA
Not to exceed 15 minutes. The Council welcomes your input. State law does not allow the
Council to discuss or take action on issues not on the agenda, except that members of the
Council or staff may briefly respond to statements made or questions posed by persons
exercising their public testimony rights (Gov. Code sec. 54954.2). Staff may be asked to
follow up on such items.
5.CONSENT AGENDA
Not to exceed 15 minutes. Matters appearing on the Consent Calendar are expected to be
non-controversial and will be acted upon at one time. A member of the public may request
the Council to pull an item for discussion. Pulled items shall be heard at the close of the
Consent Agenda unless a majority of the Council chooses another time. The public may
comment on any and all items on the Consent Agenda within the three-minute time limit.
Recommendation:
To approve Consent Calendar Items 5a to 5g.
55.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Recommendation:
Waive reading of all resolutions and ordinances as appropriate.
5.b APPROVE A 5-YEAR USE AGREEMENT WITH SAN LUIS BASEBALL ALLIANCE
(SLO BLUES) FOR USE OF THE BASEBALL STADIUM AT SINSHEIMER PARK
Recommendation:
Authorize the Mayor to execute a Use Agreement with the San Luis Obispo Baseball
Alliance, LLC (SLO Blues) for the San Luis Obispo Baseball Stadium at Sinsheimer
Park for 2023 to 2028.
5.c APPROVE THE SCHEDULE OF CITY COUNCIL MEETINGS FOR 2024
Recommendation:
Adopt the proposed 2024 Regular City Council Meeting Schedule with meetings
normally held on the first and third Tuesday of every month, with the following
exceptions:
1.Reschedule the Regular City Council meeting of January 2 to January 9,
2024; and
2.Reschedule the Regular City Council meeting of January 16 to January 23,
2024; and
3.Cancel the Regular City Council meetings of August 6, and December 17,
2024; and
4.Reschedule the Regular City Council meeting of November 5 to November
12, 2024.
5.d AUTHORIZE AN UPDATED AGREEMENT BETWEEN THE CITY OF SAN LUIS
OBISPO AND SESLOC CREDIT UNION FOR PARKING LOT USE DURING
EVENTS AT DAMON-GARCIA SPORTS COMPLEX
Recommendation:
Authorize the City Manager to enter into an updated agreement between City of San
Luis Obispo and SESLOC Federal Credit Union (SESLOC) for the use of its parking
lot as overflow parking for events held at the Damon-Garcia Sports Complex.
55.e AUTHORIZE THE FIRE DEPARTMENT TO APPLY FOR PUBLIC SAFETY
GRANTS
Recommendation:
1. Authorize the Fire Department to apply to the 2023 Ready, Set, Go!
Program’s Fuels Reduction Project Grant Funding for a grant to conduct
fuel reduction work along the Islay Creek; and
2. Authorize the Fire Department to apply to the San Luis Obispo County Off-
Highway Vehicle Grant Program to replace UTV-2;
3. Authorize the City Manager, or their designee, to execute the grant
documents and approve the budget changes necessary to appropriate the
grant amount upon notification that the grant has been awarded.
5.f VICE MAYOR APPOINTMENT FOR 2024
Recommendation:
Appoint Council Member Andy Pease to serve as Vice Mayor for a one-year term
commencing on December 1, 2023.
5.g COUNCIL LIAISON SUBCOMMITTEE ASSIGNMENTS FOR 2024
Recommendation:
Approve the Council Liaison Subcommittee assignments for the 2024 calendar year.
6.PUBLIC HEARING AND BUSINESS ITEMS
6.a FISCAL YEAR 2023-24 1ST QUARTER BUDGET REVIEW (Estimated Time: 20
minutes)
Recommendation:
1. Receive and file the Fiscal Year 2023-24 First Quarter Budget report; and
2. Adopt a Draft Resolution entitled, “A Resolution of the City Council of the
City of San Luis Obispo, California, approving an amendment to the Fiscal
Year 2023-24 Budget” to appropriate $150,000 of the General Fund
Assigned Fund Balance for economic development efforts.
66.b APPROVE THE PURCHASE OF 1166 HIGUERA STREET AND AUTHORIZE THE
EXECUTION OF THE PURCHASE AND SALE AGREEMENT (Estimated Time: 60
minutes)
Recommendation:
1. Approve the purchase of 1166 Higuera Street; and
2. Authorize the execution of the Purchase and Sale Agreement; and
3. Approve a Draft Resolution entitled, “A Resolution of the City Council of the
City of San Luis Obispo, California, approving an amendment to the 2023-
24 Budget Allocation for Fiscal Year 2023-24 for purchase and use of the
property located at 1166 Higuera Street,” authorizing an interfund loan to
fund the acquisition under the terms and conditions set forth in Exhibit A.
6.c INTRODUCTION OF ORDINANCE ALLOWING LIMITED ACCESS TO PUBLIC
PARK PARKING LOTS AFTER HOURS FOR ACTIVELY CHARGING ELECTRIC
VEHICLES (Estimated Time: 30 minutes)
Recommendation:
Introduce a Draft Ordinance entitled, “An Ordinance of the City Council of the City of
San Luis Obispo, California, amending Title 12, Streets, Sidewalks and Public
Places, of the Municipal Code to allow limited after hours charging of electric
vehicles in public park parking lots.”
66.d ADOPT AN AMENDED AND RESTATED RESOLUTION TO CONFIRM THE
CITY’S PARTICIPATION IN THE STATEWIDE COMMUNITY INFRASTRUCTURE
PROGRAM (Estimated Time: 30 minutes)
Recommendation:
Adopt an Amended and Restated Resolution entitled, “A Resolution of the City
Council of the City of San Luis Obispo, California, authorizing the City to join the
Statewide Community Infrastructure Program; authorizing the California Statewide
Communities Development Authority to accept applications from property owners,
conduct special assessment proceedings and levy assessments and special taxes
and to form Assessment Districts and Community Facilities Districts within the
territory of the City of San Luis Obispo; embodying a Joint Community Facilities
Agreement setting forth the terms and conditions of Community Facilities District
Financings; approving forms of Acquisition Agreement for use when applicable; and
authorizing related actions.”
7.LIAISON REPORTS AND COMMUNICATIONS
Not to exceed 15 minutes. Council Members report on conferences or other City activities. At
this time, any Council Member or the City Manager may ask a question for clarification,
make an announcement, or report briefly on their activities. In addition, subject to Council
Policies and Procedures, they may provide a reference to staff or other resources for factual
information, request staff to report back to the Council at a subsequent meeting concerning
any matter or take action to direct staff to place a matter of business on a future agenda.

88.ADJOURNMENT
The next Regular Meeting of the City Council will be held on December 5, 2023 at 5:30 p.m.
in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
