HomeMy WebLinkAbout11/14/2023 Item 5b, Avakian / Hyfield - Staff Agenda CorrespondenceCity of San Luis Obispo, Council Memorandum City of San Luis Obispo Council Agenda Correspondence DATE: November 14, 2023 TO: Mayor and Council FROM: Greg Avakian, Director of Parks and Recreation Prepared By: Devin Hyfield, Recreation Manager VIA: Derek Johnson, City Manager SUBJECT: APPROVE A 5-YEAR USE AGREEMENT WITH SAN LUIS BASEBALL ALLIANCE (SLO BLUES) FOR USE OF THE BASEBALL STADIUM AT SINSHEIMER PARK Staff received the following questions, regarding specification within the agreement between the City and SLO Blues. The questions are below with staff’s response shown in italics: 1) Is the language about the Bike Valet new and is the service now going to be required at all games? That’s not clear to me. Within the agreement for the SLO Blues, the bike valet is required for games where attendance is expected to be higher than standard games. This follows the Active Transportation Plan (Guideline 7.14) for large special events. Based on average attendance compared to the key larger special events, the City requires the host to institute a bike valet program. Typically, average attendance at SLO Blues games are between 700 (weekdays) and 1200 (weekends). Heavily impacted dates are normally around the three games per season that feature fireworks at the conclusion of the games with attendance over 2000. While there are impacts to the Sinsheimer parking lot during regular season games, the bike valet is not required for regular games as the bike racks within the park and adjacent to the stadium are normally sufficient for game attendees. The Parks and Recreation department provides additional temporary bike fencing to be utilized throughout the season for overflow bike racks and can assess additional fencing for the upcoming season. 2) In the past, there has been a car that has parked by the second set of gates, at almost every game. It has often made it hard for people to get in and out of the bike rack and is part of the reason I have asked for additional bike racks to be added by the grass on the first base side of the building. If there is not a bike valet every game, can we do something to guide them to park their car somewhere else? Approve a 5-Year Use Agreement with San Luis Baseball Alliance Page 2 The City allows for one to two support vehicles to have direct access to the stadium within the park and Staff will work with SLO Blues for the best locations to park vehicles beyond the fencing during game times to ensure they do not impact any available bike parking or emergency access. 3) I am glad to see that they will now be required to have food waste bins as well as trash and recycling. Can we make sure their bins have good signage about what goes in each one? (I’ve noticed even the recycling bins have been a little bit messy and not utilized properly in the past.) During the preparation for the 2024 season, the City continues to emphasize sustainability to adhere to the Major City Goals and will be setting up meetings between the City’s sustainability division and SLO Blues to discuss the use of the green waste, recycle, and trash bins at the stadium for the Blues season. The City has been working diligently on proper signages for each individual bin and has been posting them at City facilities this past month as well as developing information sheets for public uses which the Blues will be receiving during said meetings. In addition, the City will be ensuring that proper dumpsters for green, recycle and trash are onsite and being utilized properly by SLO Blues.
