Dear City Council, My name is Blythe Wilson and I am a City and Regional Planning student at Cal Poly and a member of Cal Poly Urbanists (CPU). As a student with an interest in planning and without a car, I heavily value the walkability/bikeability of downtown San Luis Obispo. I am writing about item 6B on today's agenda, the purchase of 1166 Higuera St. I believe that if this lot is purchased by the city, it should not be surface level. The Downtown Concept Plan emphasizes the importance of sustainability and mobility, and more parking at the heart of the city directly conflicts with these goals, as it brings more cars which create carbon emissions into downtown. The city does not need more parking, and it definitely is not a good use of $4.7 million. This site is ideally located to become a walkable, mixed-use development because of its proximity to downtown and transit stops. I recommend an alternative land use to parking, such as uses that would increase walkability and bring in sales tax for the city, such as housing and commercial. Thank you for your time. Sincerely, Blythe Wilson 1
