Dear Mayor Stewart, Vice Mayor Marx, and Council Members Francis, Pease, and Shoresman, We are the President and a board member of Generation Build – a 70+ member pro-housing group in the Central Coast. Item 6B of tonight’s meeting (the purchase of 1166 Higuera) was brought to our attention by SLO YIMBY’s Instagram page. Counter to our friends at YIMBY, we would like to strongly recommend the City purchase the parcel. However, we would also like to suggest one further recommendation associated with item 6B of tonight’s hearing: Upon completion of the purchase of 1166 Higuera, staff study the potential upzone of upper Higuera and Monterey to generate more housing walkable to and from Downtown. We view it as a necessity for the City to own a central parking lot (or future transit center) in upper Higuera and Monterey for the upzoning to happen in a developable manner. Furthermore, we believe this area of San Luis Obispo represents the greatest portion of under-developed properties walkable to downtown and will view it as a significant housing and environmental win for this acquisition to occur and serve as the future catalyst to the upzoning the area. These types of properties are rarely available for sale. Please approve the acquisition of the parcel and recommend staff study the potential upzoning of Higuera and Monterey upon its completion.
