Sean Quigley,
The City Council, various City Staff, and Police Chief Scott (via cc on this note), are in receipt of your below
note. I have reviewed our communications files from your note received on March 24th. It appears that I
mistakenly forgot to cc Chief Scott at that time. I am sorry that occurred and that lack of action has created

Hi Council/Staff
I never received any response from council or staff members besides Emily (and I do thank Emily for sharing her
thoughts). I also never got any follow up from Chief Scott or his staff. While I am separately interested in any
information or perspective Chief Scott can provide, I specifically reached out to the mayor and council for their/your
own thoughts. To be honest, I anticipate any information from Chief Scott to be in line with standard police PR
messaging, referencing confidentiality around personal issues, on‐going internal investigations, and the high standards
all officers are held to in the department. But the Mayor's office and city council dont work for Chief Scott, and certainly
have room to independently comment on the state of our police force, and the validity of community members
concerns. The lack of response from Mayor, staff or council only reinforces the point I tried to articulate in my original
3
Hi Council member Shoresman,
I am a SLO resident and Cal Poly alumn. I am emailing you in regards to a disturbing video I just watched of SLO city
police physically detaining and arresting a man downtown over a reported mistaken identity.
( https://www.youtube.com/watch?v=RvOwLkkxBGY&ab channel=SLOCountyObserver ). I'm honestly in distress
watching this. This man was grabbed by police without reason, charged based on his alleged response to being taken
down, and held for over two weeks. Thats a life altering series of events for an individual that was entirely innocent to
begin with! I would be fired from my job if I was held in jail for two weeks.
This the third recent incident I've seen that further lowers my opinion of not just the SLO city police's conduct, but of
the Major and city council's office as well. The first two incidents were the violent arrest of a homeless man last year,
and the follow‐up harassment of the observer that filmed the arrest. In each incident I've seen zero public comment
from the Mayor's office or the city council. Does the police chief not report to the mayor? I know a fellow citizen did
follow up with a city council member regarding the violent arrest of the homeless man, and was directly informed of
the officer's termination, but fail to understand why this information wasnt shared with the public directly. I also saw
no follow‐up to the allegations of harassment of the filming observer, after the police chief made flimsy claims that he
was looking into it, but believed the officers were on their way to a call, and eventually dismissed the charges as
erroneous himself. Was Officer Blake Etherton reprimanded at all for what appears to be quite blatant harassment?
For a city with such progressive leanings, and such broad support for a progressive mayor and council, I cannot
understand why there is such silence from you and the rest of the council regarding anything police related. I
understand the police have a tough job and a critical role to play in our community. But they should not be immune to
criticism or investigation of their own.
Is there any feedback or comment you can provide to the community regarding this rash of incidents involving the SLO
police? Are we just to expect this sort of regular behavior from the SLO PD, and risk harassment and retribution if we as
citizens make such behaviour publicly known? The city deserves an answer from their elected representatives.

Dear Mark,
We are looking into it and will likely dismiss the moving violaƟon. The facts appear to be that officers were on the same
route to a call that "SLO Observer" was driving towards that we suspect was heard on a scanner. He was pulled over for
alleged moving violaƟon and given a Ɵcket and the routes were the quickest routes along arterials. That Ɵcket is likely to
be dismissed and we will review the incident to determine what factors were involved.
There are always mulƟple pieces of informaƟon that need to be evaluated so that we have a full understanding of the
maƩer and intend to make sure that all relevant data, radio traffic, and other any other relevant informaƟon is reviewed.
Thank you for reaching out and expressing your concern.

Hi Chief Scott,
I originally reached out to the city council regarding a disturbing video of a local arrest last year. I was told you were cc'd
and would get back to me within a few days, but am following up now since I have not gotten a response. I am seeking
comment on what appears to be a disturbing arrest of a non‐criminal, based on misidentification by one of your
officers. Its scary to think, as a citizen of SLO, I could be so quickly taken down by a city police officer, who acting in
error, stops me on the street and starts making demands. I cant say I'd be any less surprised by such an interaction, and
not have a similar shocked response. This incident, combined with the violent arrest of a homeless man last July, and the
follow‐up ticketing of the filmer of that incident by one of your officers paints a concerning picture of police
accountability in the city. As the police chief, can you provide any insight on this or the other two incidents? Was there
any investigation into the officers' conduct? And if so, can you share the result?
Regards
