Subject:body cam videos
Blake sent me the below email about his body cam videos. They were not stuck on his body cam, but were
stuck on the body cam computer. I just rebooted the computer and Transfer Agent now shows there are 50
body cam videos to be transferred. The transfer agent showed nothing pending prior to the reboot. I rebooted
the computer on Monday morning, which probably has not been rebooted since, so these are likely the week’s
worth of videos. So not only are we having issues with EL on the back end, but also with videos being
transferred reliably. Not sure if it’s the software or the computer, but we will need to reboot it frequently to
ensure they are all uploading in a reasonable time. I did check the computer’s power settings and it is set to
never go to sleep or turn off hard disks.

My friend and classmate was a K9 handler in California City. This past Wednesday the K9 Ty passed away from an injury
sustained during a fight. The memorial is Monday Sep 19 at 1pm. I know we are busy that week but this is something I
would like represent our department in. Please let me know if I will be allowed to aƩend the ceremony.

I need your help distributing the remaining rain boots to the nocturnal shift. The boots are in the cardboard box
near the downstairs portion of the chief’s stairs, in front of the cabinet that used to hold the 911 educational
material. The list is there as well. Please cross their name out & note the date that the boots were given to
each person. If notes are needed, please add them to the right of the list.

Please have everyone try them on before they do anything to them. If they fit correctly, Lt. Smith is requiring

few days after writing with it.
If the size does not work, they are free to try on any other sizes that are down there, but please don’t let them
take any other than the ones they requested. I need to figure out how many of each size to send back & how
many I can regift to other officers. If they find one that works, please note that on the sign-out sheet.

this summer, the culmination of international Special Olympics competition, to be held in LA in July.
We'll be expecting over 7,000 athletes arriving in SLO from all over the world in the days before the
flame is officially lit in the Collisseum.

Couple of differences:
If an Officer works an OT shift, you record it in the OT column, but it also gets added to the Total Shifts
column. The title says Total Shifts (incl. OT). (I’m trying to get the OT column removed. It is useless in
my opinion and just confuses things)
You have to check the red OT shifts down below each watch to see if any Officers picked up those
shifts. Is so, add them as described above.
Etherton should have 1 shift not 12. FTO shifts are NOT added to the Total Shifts category. If you do it
correctly it will not calculate Blake’s numbers this months because he triggers the FTO exemption rule.
Behrens had 19 shifts. Phillips had 14 shifts. You were one off on each of them.
You need Orozco on the trainee section
That’s it so far. We can do this exercise again on the rotation statistics when they are ready and see how
close we are again.

Thank you for trying to bring some light to this situation. This is a problem that the city has ignored for at least
the last 2 years. I've called the police several times when they were smoking, and they come out, chat with
them, and then leave, stating that they are no different than " a woman with a stroller walking her baby around
the park". Really? In this photo, you can see that he is clearly camping out right next to the bridge.
They were sleeping Thursday last night (like every night I have been there over the last 2 years). There use to
be only one, now it seems like there are 2. Next week will there be 3,4.or 5? Who is to know if one of the
new squatters would become violent and endanger the children who play there? Is that a risk that the city
wants to take?
I seriously doubt that the Garcia's and the Damon's envisioned a homeless camp when they donated the money
to make sure the cities youth had a place to play soccer.

If you have thoughts on the subject, please feel free to share those with Mayor, and the City Council. I've
included them in this conversation and tried to find the City Attorney and City Manager's email addresses, but
they were not on the city web site. I would think the City Manager would want to limit the liability of the City
by taking action to remedy this situation immediately before something tragic happens.

I agree it's an excellent strategy but we do employ other effective tactics. Like using video cameras and
watching form afar with binoculars. We will not always be able to use plain clothes officers, do to other
department/city needs. Just know that we are doing everything we can to solve this issue. Officer Shalhoob and
I take great pride in our neighborhood. Thank you for your assistance with helping to make our neighborhood
clean and safe.

Hello Mr. Ellis,
Officer Shalhoob and I are very aware of the on going issue with the transient group. As you know the
group is very savvy with not getting caught. We have been working closely with the city Ranger's,
Community Action Team and patrol officers to increase their visibility in the area. Numerous subjects
have been arrested out of the park with the hope it will deter this group. The group refuses to move
along, which is their right, as it is a public park. However, we at the PD are taking the problem
seriously and are employing officer's in plain clothes to catch the subjects with their violations. In fact,
I myself will be in plain clothes looking for violations at the park today.
To answer your question about occupy the benches, the answer is yes we can issue them a citation.

9.40.010 Infraction established.
It shall be an infraction for any person to sit, lay, or remain upon any public bench for any continuous
period of time in excess of one hour, or for any period of time in excess of three hours in any twenty-
four-hour period; or to arrange one’s personal property on or in front of any portion of any public
bench in a manner that obstructs or precludes the use of the bench by another person. (Ord. 1491
§ 2, 2006)
Hopefully we will be able to encourage this group to conform to the rules, so every one has a fair
chance to enjoy the park.

In the last few months, there has been a group of homeless people who have been sitting around
the volleyball court area, sometimes near the BBQ area, and more recently at the bench near the
volleyball courts near the intersection of Meadow St. and South Street.
This group of mostly men leave their stuff all over the benches all day long, and are usually
smoking and drinking. This evening, after dark, I was walking my dog down the street, and they
started to flash flashlights at me as I was walking by. This group is getting bigger, and are in the
park almost constantly.
Because these people are long-term homeless they understand how not to get "busted" for smoking
and drinking in the park. Would it be possible to get some undercover officer to do some
surveillance on them, and catch them, and get them to move on? I feel like we're losing our park
to these types of homeless people now who will not leave, constantly leave stuff all over the
benches, and are even giving the neighborhood's residents a hard time when we are walking down
the street now (at least trying to intimidate people into staying away from "their area" and the
volleyball courts.)
Also, does the bench ordinance apply in city parks? I know we have a bench ordinance in SLO, and
these people are in the park 18 hours a day, leaving their stuff all over the benches and
monopolizing them so nobody else can use them.

Good Morning Officer:
I am having a noise problem in our neighborhood and I hope you can help me with it. Almost every
morning at about 4:45am or so, a very loud car races down Caudill St, passes my house then speeds
down Meadow, revving the engine the whole time. It has a very loud exhaust and wakes me up, and I
often cannot get back to sleep. I would imagine there are hundreds of other people also being
disturbed.
A very similar situation was occurring a few years back but it seems to have returned. At that time I
spoke with your department and they were able to contact the driver and the problem stopped for a
long time. I believe the driver was delivering papers. I would appreciate any help you may be able to
provide.

Elks Annual Public Safety Appreciation Award:
Officer Brent Inglehart received the Elks Annual Public Safety Appreciation Award and was honored at a dinner
held on October 6th. He was selected for this award for his effort and successes as a Daytime Downtown
Bicycle Officer. Brent has a great attitude and level of respect that sets him apart from others. Working with
many stakeholders, Brent has introduced several environmental design techniques and signage to discourage
problematic gatherings of subjects engaged in adverse behaviors. Thinking beyond enforcement and
introducing other tools to discourage behavior is one of the many ways in which Brent has taken control and
ownership of the Downtown Area, creating a positive impact. Congratulations!
Mothers Against Drunk Drivers Awards:
MADD recognizes Officers and Deputies all across California for their outstanding contributions to help stop
the crime of DUI. Officer Tim Koznek was awarded a plaque to honor his “Top Cop” achievement of DUI
arrests. Officer Luca Benedetti, Officer Blake Etherton and Officer Quenten Rouse were also honored with
Certificates of Recognition for their efforts and outstanding achievements. Congratulations to all!
King David Masonic Lodge Annual Law Enforcement Appreciation Award:
Officer Jennifer Hyman received the local King David Masonic Lodge Annual Law Enforcement Appreciation
Award. She was honored at a dinner held on September 13th for her patience, compassion and dedication to
excellent service, as shown in her recent outstanding work Officer Hyman’s efforts
are a great example of how we can personally impact an individual’s life and substantially change a negative
perception officers and the role of our profession. These encounters often lead to other successful outcomes
as stories of our efforts are shared and experienced by others. Congratulations to Jen for this fine
achievement and honor.

to SLOPD, recognizing that it was such short notice.

The Metro Card Holiday card is a tradition that dates back centuries (ok, more like 8 years). This fine honor
was passed onto me by the original creators, who at the time were Sgt Storton and Officer Amoroso.
Since I am rotating out of Team Metro and embarking on a new journey of Nightshift patrol, I will entrust this
great honor to Benson and Etherton. The card is a healthy tradition which can bring a smile (maybe a cringe)

Hello, this is a recap of our meeting today. I did meet with Trevor later in the day and he concurred with the
group. As soon as I hear from everyone that this is what we agreed upon I will send a memo to the Chief via
Captain Storton.
UNIFORM COMMITTEE RECOMMENDATIONS:
1. The baseball hat is a black hat with silver lettering stating SAN LUIS OBISPO POLICE.
2. The beanie is a black beanie with silver lettering stating SLOPD and no other logos showing.
3. Continue with the wear test of the suspender system and incorporate into the Uniform Policy after 6
months
4. Initiate a 6 month wear test program of the vest carrier system. Officer Etherton will get a few
different models for wear testing that do not appear “tactical” . Prior to testing in the field Officer
Etherton will get Captain Storton’s approval to wear test the particular samples. After the 6 month
wear test period the Uniform Committee will make a recommendation as to which models are
functional and appropriate.

that during my 7‐1/2 years’ service on the Council, we’ve been very firm, persistent, and diligent in
addressing problems such as you describe. Major Council Goals has consistently included “quality of life”
measures to address homelessness and to reinforce law enforcement AND social services that work
closely together to resolve issues of illegal behavior in our parks and open space. We have added to the
staffing in our Police Department and in Parks and Recreation to have more trained staff on patrol in
areas frequented by the homeless, by transients, and by drug users. Yet the conditions that you describe
persist, and I can easily understand why you’re aggravated.
Three suggestions come to mind – and while they may not give you immediate peace of mind, at least
they can offer some information about progress that’s occurring both citywide, and potentially in your
neighborhood:
1. Neighborhood Meeting with Police: I’m cc’ing this to Lee and Karen Bren who reside
downtown. Lee and Karen are working with our Chief of Police Deanna Cantrell to schedule a
presentation and open meeting with neighbors within the downtown regarding the issues you
describe (panhandling, homeless camp sites, criminal behavior). Last I knew, this meeting had
not yet been set but it was to take place sometime in June, probably a weekday evening. You
might find it interesting to attend that meeting if it fits your schedule, and provided that Lee and
Karen are OK with having people from your adjacent neighborhood. I’m not able to extend the
invitation myself, although I have threatened to show up myself and the Brens don’t seem to be
too concerned about that! (FYI, we had a similar meeting in my neighborhood earlier this
month, and it was very successful).
Another option: Get together with some of your neighbors (we could get you a list), and
organize a similar meeting along these same lines for the Meadow Park neighborhood. Chief
Cantrell and her staff are most willing to meet with neighborhood groups throughout the City,
as these meeting can be scheduled, to discuss trends in crime and measures that individuals can
take to protect their families and property.
2. Support 40 Prado: I have been working for many years to relocate the Homeless Shelter on
Orcutt Road to 40 Prado, where our homeless population will be better served in a 24/7/365
Homeless Services Center – thus avoiding the twice‐daily trek between the Shelter and the

Prado Day Center – which traverses Meadow Park. We’re getting very close to the ground‐
breaking for that facility, and when it is built, I am confident that it will alleviate some of the
pressure on Meadow Park by that population that must traverse the 3‐1/2 mile distance
between the two facilities. It will take some time, but I urge patience.
3. Contact the City’s Neighborhood Staff Support: We have individuals in both the Police and Parks
Departments that are assigned to the Meadow Park area to get to know the specific conditions
of your neighborhood. If you haven’t yet done so, please get to know these individuals: For
Police, your patrol officers assigned to that “beat” are Officers Shalhoob and Etherton (see this
web site for more info:

Please don’t “throw in the towel” yet – this community is coming together to solve these problems and
we need your support. We’re always open to valid criticism – and even sarcasm has its place – but we
are even more willing to help those neighborhoods that show determination to solve problems
together, and to organize themselves in order to defend the “blessings of quiet seclusion” in your parks
and open space.

My wife and I live by Meadow Park. We have lived and worked and of course paid taxes in SLO for over
35 years. Taxes that maintain our parks, services and city government. When asked by the city to
reduce water usage we quickly responded by purchasing low flow toilets, removing our lawn and taking
other measures as any good citizen would. We try and do the right thing.
The reason I am writing this note is I no longer feel that the city council and city government in general
are adequately looking after the interests of the citizens whose taxes keep this town running. For
instance, I can no longer take my well mannered and well trained dog to the park for a game of fetch
without being threatening by a park ranger with a $600 fine and being lectured as if I am a
criminal. Same with the open space (South Hills) behind my house‐‐as if my dog is going to terrorize a
squirrel or something. This despite the fact that Meadow Park is awash at times with transients often
under the influence of drugs/alcohol. Yesterday two gentlemen were arrested for shooting heroin at

the park. I have witnessed public urination in the park, in broad daylight, on two occasions. I have been
cursed at once for making eye contact and I have heard loud and profane ranting on more occasions
than I can remember. My wife does not feel safe walking through the park alone.
On the South Hills, I have found, and properly disposed of, empty beer bottles, baggies of marijuana,
pot pipes, general trash and a knife in the rocks at the top of the hill. A couple days ago I almost tripped
over a guy who had set up "camp" and was either asleep or drugged out in the rocks by the edge of the
trail. Rest assured through, good citizens are safe from my leashed dog!
I don't even want to get started on the transient problem downtown except to say that when my
relatives from Stockton say, "what happened to this town ‐ it used to be so nice," I can only throw my
hands up. By the way, we have also had our mail stolen and checks forged to get money to buy
drugs. The responsible person was arrested but we no longer use our mail box for outgoing mail. So,
when I hear this is the happiest town in America I have to wonder who they are asking.
I apologize for the sarcastic tone of this note but I want you to understand how many people in this
town feel. Perhaps the money that I understand you authorized for increased numbers of park rangers
could have been better spent on enforcing laws that protect ordinary citizens and, you could consider
taking steps that allow us to feel better about use of our parks. Such as, for instance, holding
individuals responsible for the action of their unruly pets rather than a blanket leash law that treats
everyone like a criminal, and regularly patrolling our parks and open spaces for real criminal activity.
If we don't focus our attention on what really matters in this town we will quickly find that no one will
buy the "happiest town" in America line anymore.

recent experiences have been frustrating.
I wanted to let you know what City staff can and cannot do, in general, when it comes to
dictating the use and behaviors in parks. City staff, Police of course and Rangers (limited in
scope) can issue citations for smoking and drinking in a City Park. We have stepped up patrols
and hope that you are noticing a difference this week
We strongly encourage you, when you observe individuals involved in illegal behaviors (i.e.
smoking and drinking in a park) to contact the non-emergency dispatch line at 781-7312. Of
course if you observe an emergency or health and safety issue please don’t hesitate to call
911.
Unfortunately, due to personal property rights and case law surrounding the same, staff is

observed. There are rights that all individuals have to the use of public space which includes

their personal property. I realize this does not result in a situation that encourages appropriate
and positive behaviors in our Parks – which all City departments are desirous as an outcome.

Officers Schafer and Etherton are the neighborhood officers for Meadow Park and can provide

Supervising Ranger Carscaden has instructed the Rangers to increase their visitations to this
area as they travel between City open spaces and to serve an additional community resource.

I live behind Meadow Park and almost daily walk my dogs through the park. I have noticed an
increase in the number of homeless in the park. For the last several weeks a group of about 8 to
10 people have been effectively camped out at the picnic tables near the recreation center from
early in the morning until late in the day. They may be there overnight, but I really can't say for
sure. I noticed the police and rangers there one day last week, and the group was gone for a few
days. Today when I walked through the park I see a group has returned to the tables. I realize we
have an issue with the homeless in San Luis Obispo, but is there anything that can be done so
that the park does not became a camping site?
