SUBJECT: APPOINTMENT TO THE 2014-2015 CAL POLY CAMPUS PLANNING
COMMITTEE
RECOMMENDATION
Appoint a Council Member to represent the City Council and City of San Luis Obispo on
the 2014-2015 Cal Poly Campus Planning Committee.
DISCUSSION
Cal Poly has requested the addition of an elected official from the City to the 2014-15 Cal Poly
Campus Planning Committee. Currently, Derek Johnson is the only representative from the City
on this committee. Cal Poly is expanding membership at the County level as well.
The new appointments are effective immediately and remain in effect until appointments are
announced for the next academic year. Each campus-wide standing committee will be requested
to submit an annual report to the Cal Poly President with a copy to the University Committee on
Committees at the conclusion of the academic year. As the Council is aware, staff has sought
and received conflicts of interest advice from the Fair Political Practices Commission regarding
limitations on the ability of Council members to participate in decisions that have the potential to
change the “character” of real property due to impacts of a decision on the Councilmember’s
parcel or surrounding properties. Given the nature of the committee position here, dealing with
physical improvements to the campus, and the comprehensive recusal advice provided recently
by the FPPC, the City Attorney suggests the Council may want to take real property ownership
interests in proximity to the campus into consideration when making its appointment.
Functions
Each state university and college was required by resolution of the Trustees on May 12, 1961, to
establish a committee whose basic membership and functions were prescribed by the Trustee
action. The committee's primary function is to assist the President in the coordination,
development, and control of a long-range plan for the physical development of the campus,
within a framework of policy established by the Trustees of The California State University. The
committee serves in an advisory capacity in relation to the following:
1. Development and maintenance of a long-range plan for the physical development of
the campus.
2. Selection of sites for each new building and other physical facilities on any
university-owned property.
3. Review the work of the architects during the schematic drawings phase.

4. Review of recommendations on the five-year and other long-range building
programs.
5. Review of all proposed projects to be constructed on the campus that will have an
architectural and/or environmental impact. These projects will include, but are not
necessarily limited to, structures, roads, walks, signs, etc.
6. Study and review such other areas as may be delegated to it by the President.
7. Work with city and county planning commissions on matters related to campus
development, zoning in areas surrounding the university, streets, and highways
leading to and from the campus, and other matters.

FISCAL IMPACT
There is no cost associated with the appointment of a Council Member to the 2014-15 Cal Poly
Campus Planning Committee.
ALTERNATIVES
1. Do not appoint a Council Member to the 2014-15 Cal Poly Campus Planning Committee.
This alternative is not recommended as it is in the best interest of the City to have full
representation on this committee.
