I just wanted to provide our two cents and say that implementing the noticing process and/or the Public Inconvenience Fee would be a colossal mistake. It is already borderline cost prohibitive to build in downtown San Luis Obispo as it is. To make it even more cumbersome and punitive on builders will make it that much more likely that a project does not move forward due to economic infeasibility. As anecdotal evidence, the cost of the Public Improvements for 581 Higuera was almost a killer for that project. Any higher costs and that project would not have been able to move forward. If either of these were implemented, I would say it would significantly negatively impact our company and we would likely have to revisit moving forward and constructing the second phase of San Luis Square (590 Marsh St) which has significant improvements on Marsh and Nipomo streets, as well as 486 Marsh and 545 Higuera with significant improvements in Marsh and Higuera streets. The implementation of either of these seems to be a "see the forest for the trees" kind of issue. The City (population and staff) want Downtown to be revitalized and progress, yet are contemplating methods for regression... Thanks for listening!
