Hi Christine,
Etherton listed video from his body camera as evidence in his notes. In his appeal statement, Pruett
says the noise was not coming from his residence, which would make Etherton's evidence pretty
valuable. Can we get that in a format that will allow me to play it on my computer or on the TV in the
conference room? Pruett's hearing is on Nov 29 at 10:30 AM. If it doesn't inconvenience you or
Shelby, it would be cool if I could see it on Monday (I assume you're off this Friday). Thanks. Dan

Transitions-MHA would be happy to provide that for you. In the past, we have worked with staff from the SLO
City/County Library to help them feel equipped to interact with member of the community who may have a
mental health diagnosis.

the possibility of a panic alarm. We have specific guidelines on that, but he will know more since he oversees
that area.
On the second issue, I think it would be great for you all to get some training from THMA regarding mental
health. They have a great class called mental health first aid, and they are hosting a 90-minute class that is
coming up that would probably be ideal. I cc’d Jill Bolster-White on this as well as Officer Dustin Alexander
who will be able to get you in touch with the right people regarding that issue.
And lastly, I am not sure our officers understand that your area is within our purview, but they might. I will
have Captain Smith ensure they know this, and will have the neighborhood officers set up a meeting with you

Let me introduce myself. My name is Barry Lewis and I work as the Librarian in the County Law Library. I
briefly met you as you were crossing the street near the Fremont Theatre a couple weeks ago.
There are two topics that I would like to meet with you and discuss.
1. The law library falls with the jurisdiction of the San Luis Obispo Police Department. Even though we are
located within the Superior Courthouse, I have been instructed to call your non‐emergency police
department phone number should I need assistance. I have spoken with Commander Sandy Leber from the
Sheriff’s Department, and she has confirmed that I am welcome to call for bailiff assistance, but they would
be unable to assist with certain types of matters. We would ultimately like to have a panic button installed,
being that by the time we call your non‐emergency number, and the time it takes an officer to arrive on
scene, at lot can take place. I would like to discuss this matter with you in person if that is possible.

2. The second issue I wish to discuss with you is in regards to the type of patrons that use our facility. Since
we are a public library, we have a variety of clientele who frequent our facility. Sometimes the type of
individual can be questionable. Most people think that law libraries are for attorneys. That is not the case.
We have more pro‐per litigants using our facility than members from the legal community, almost a 2‐1 ratio.
I’m trying to find out if there is a way I can meet with you and maybe someone from the mental health
department to become more informed about who is visiting the law library and what issues to be aware of. I
believe you have frequent meeting with Kay Rader, the branch manager from the San Luis Obispo public
library, with a similar request like this. Fortunately we have not had many times to call your department in
requests for assistance, but just so that myself and my staff can feel more comfortable with the type of
patrons we are dealing with. Again, maybe we can discuss this matter in person sometime in the future.

Tina kicked back a DAC to Etherton since he wrote the address as 60 Casa #11, and Spillman only shows it as
60 Casa #C11. I seem to remember this being an issue in the past and that the building are not lettered when
you look at them, but that’s how they show up for the assessor’s office. Is that correct? Are C11 and 11 the
same thing?

Thanks for the quick response. There is a tower at 1016 in the kitchen area. I have spoken with Sgt. Villanti and he said
we could use that tower. There is already a screen at parking. Only PD Officers use the cubby in the parking office.
Hopefully the computer at 1016 will solve the funding issue. Please let me know if I can do anything else.

facility which would be out of compliance for having a computer networked to the police
department. I believe we could get around this issue by keeping the VPN link on the computer
and keeping the computer on the city side of the network with access to the police network via
the VPN.
We would also require verification of a network drop in that location (Is anyone from parking
assigned to that location) or find another location.
Lastly, PD would need to identify funding for the computer.

Thanks for the quick response. There is a tower at 1016 in the kitchen area. I have spoken with Sgt. Villanti and he said
we could use that tower. There is already a screen at parking. Only PD Officers use the cubby in the parking office.
Hopefully the computer at 1016 will solve the funding issue. Please let me know if I can do anything else.

Well, this afternoon at HQ was very exciting.
Bill, remember those two characters that came in to roust Benjamin while you were there? I know your
antennae went up immediately. Well, after they left, then you left, then about a half hour later I saw that my
phone and charger had disappeared. Wasn’t very hard to figure out what happened. So I used my “Find My
iPhone” app, which showed that my phone was down by the Mission.
When Benjamin saw that, he got pissed and went down to the Mission to retrieve the phone. I was busy
sending emails to y’all to call the police.
Finally, Sean saw my call for help and came to my rescue by immediately calling the police.
Then this very nice, handsome young cop named Blake Etherton showed up. I asked whether he was my hero,
and he said he’d try.
He ended up taking me with him down to the Mission (so I could identify the culprits). On the way there, we
saw Benjamin heading back to headquarters, very upset. He said that they refused to give him the
phone. When Ofcr. Etherton and I got to the Mission, he called my phone, and it rang to us from a trash can in
the restroom. So, I got my phone back.
Then we found the two hardened criminals sleeping about 30 feet away on the grass. Hero Etherton
questioned them. I did not observe any police brutality. They did admit they had had the phone, but since no
one observed the two committing their dastardly deed, they were not arrested.
So then Hero Etherton took me back to HQ, and I was giving him my statement when another hero, namely
Scott, came running to my rescue. Another hero, Kelly, had sent him to protect me.

I’m fine. I got my phone back, and I got to ride in a police cruiser for the first time in my life. Actually, I am
ashamed to admit that. As a child of the 60’s, I should have been arrested long ago, more than once,
demonstrating against some evil or another.
So thank you, thank you, all of my heroes. Haven’t had such excitement in ages.

There has been a lot of discussion in dispatch about the numbering. Most 10-code numbers people get used
to but seeing that Rouse and Etherton are 28 & 29, and on the radio running people, a lot, I’d like to skip 4227,
4228, and 4229.
I think it’s a nice compromise from a long list and would help with the confusion. I’ve heard that officers that
carry those numbers do complain about how confusing it gets.
I can send out an updated list after tomorrow if your both okay with the slight change.

1808 is ouƞiƩed with a wireless fuel system so it is best to uƟlize that versus swiping the FOB and manually entering the
mileage. From what I see, the auto fuel pulled a mileage of 20116 and it must have happened before you tried to enter
the mileage of 20115. It will not allow access if you try to enter a mileage that is lower than what is entered into the
database.
Using the wireless system installed:
Step 1: Insert fuel nozzle from pump one or two. There is a reader on the end of the nozzle that communicates with a
sensor installed at the vehicles fuel neck. It automaƟcally pulls the mileage from the computer.
Step 2: Go to the fuel pedestal and select pump number (one or two) Step 3: Enter your employee ID Step 4: Turn on
pump and fuel.
Any quesƟons on how to use the wireless systems please let me know. It eliminates a couple of steps and ensures
accurate mileage entries.

no further changes as Admin has approved the current version of the qualification course of fire. Our last range of the
year with our actual Dept Qual will be the week after Thanksgiving (Nov 26‐30). I am working with Lt Mickel and Sgt
Schafer amending our firearms policy so that it is accurate with information. I will send out the email today or
tomorrow about the upcoming range.
In the meantime, I'd like to make sure we (as Rangemasters) are keeping our basic supplies and responsibilities

‐Officers Etherton/Hurni‐Detail Armory, ordering ammo, develop training and courses of fire (Since Lozano has attended
Rangemaster school, he can help with this).
‐Officers Lozano/Villanueva‐Detail Range, order supplies (targets, cardboard, staples, target clips, wood stakes, etc).
**Izzy... just for an easy task to get you familiar with purchasing, We need Target stakes soon. Can you fill out a
purchase requisition for Home depot to purchase at least 50 stakes? Once completed, give it to Melissa for approval
and Barrett can help with the transporting (in the truck).
Now, there maybe a few additional duties, but these are just the basics and we can change these anytime. After this last
range, We will get together with Defensive Tactics team and come up with a training plan for the next year. I will get
with Sgt. Villanti for the scheduling.
Thanks to you all for doing what it is you are already doing! If any of you need anything, call me, email me, or come see
me. I love the Range and want the Range reflect that we love it too.

As far as the engraving event, I'm not sure when I'll be able to make it work. My schedule is

Measure G funding the “911 upgrade”. Just a reminder that Measure G did not fund this
project, the state paid for this upgrade.
However, there are many other Police projects that are listed under Measure G, like PD
vehicles, officers, and also CAD (server) replacement. The CAD server replacement is
happening this year (hopefully in May) and those servers are located in the ECC computer
room.

On Thursday, May 25th, from 0900‐1200, Cuesta College will be hosting members of the Santa Barbara
Sheriff's Department to present their debrief of the Isla Vista "Rapid Mass Murderer" from 2014. The
presentation will include the deputies initial response and investigation of the incident (summarized
below). All SLO County agencies are welcome to attend this training event.

The presenters have agreed to open this up to non‐sworn personnel as well, so you are invited to include
civilian staff or city/college executives if interested. Please warn them it is a graphic presentation showing
crime scene photos of the student deaths. Members of my college executive team will also be
attending. I have a large presentation room reserved (120 seating), but anticipate that will fill. I ask that if
you are interested, please RSVP or have a designee RSVP to me a number of seats for your agency as soon as
possible, and no later than May 1st. Attendance and parking for the event is free.

TITLE: Isla Vista Rapid Mass Murder
Location: Cuesta College Humanities Forum (6304) ‐ map attached

SUMMARY: On May 23, 2014, a 22‐year old Santa Barbara City College
dropout embarked on a rapid mass murder throughout the community of
Isla Vista, an area located in unincorporated Santa Barbara County. At
the end of this rampage, the suspect murdered six (6) UC Santa Barbara
students and injured an additional 14 victims who survived. The suspect
also engaged in two (2) separate gun battles with Santa Barbara County
Sheriff’s deputies before he died from a self‐inflicted gunshot wound to the
head. The first responders, foot patrol deputies assigned to the Santa
Barbara County Sheriff’s Isla Vista station, were faced with the daunting
task of stopping a rapid mass murder suspect who was mobile in a
vehicle, speeding through the community while shooting at victims and
intentionally crashing into them with his BMW.
The suspect used two (2) fixed‐blade knives, a 9mm Sig Sauer semiautomatic
handgun and his 2008 BMW 328i vehicle as weapons against
his victims. The suspect’s attacks resulted in 17 different crime scenes
throughout Isla Vista. He was in possession of knives, three (3) handguns
and hundreds of rounds of ammunition.

For Nights, Swings, and Special Assignments:
Due to a technical restraint, the disk-based training isn’t entirely feasible for Nights, Swings, and Special
Assignments. So, on to the next attempt!
I’ve attached the user manual for the new PAS devices. Please discuss in briefing and ensure you cover how
to give automatic, manual, and passive tests (pages 8-12). Once this is completed with a group, please let me
know along with which team was trained. Teams 3, 4, and 5 all need trained. Once all teams have been
trained, the new PAS units can be put into service. So, completing this by the end of the week would be
fantastic.
If you would like to go over the disk-based training as well, it can be found at G:/DOCS/Misc Docs/Officer
Documents/Barrett/New PAS Training/FC Interactive Training Course. Just click “Launch Presentation” and go
through the slides. Slides 13-16 are the only key slides for line-level, but the software requires you to sit
through every slide in order for a specific time so it becomes tedious for briefing training.

Chief/Captains/Lieutenants/Sergeants,
New PAS time is upon us!
For those that did not know, we have purchased new PAS devices from LifeLoc Technologies. These will
replace the Intoximeters AlcoSensor IV devices that have likely been around as long as everyone here has
been employed by the department. I think everyone will be pleased with the ease of use these new devices will
bring to our officers in the field.
There will be briefing training in the next week, but if anyone would like a sneak peek or will not be in briefing,
the folder containing the owner’s manual along with the training files is in my Officer Documents folder on the
G: drive under “New PAS Training”. Feel free to copy but please keep a copy in my folder for my reference as
needed.
To run the training, open “FC Interactive Training Course” and double-click on “Launch Application”. The
presentation requires you to go through every file and click every interactive portion in order to proceed. To
avoid this wasted time during briefing, I should be able to access it from my user showing everything as
already viewed so the training can be as efficient as possible.

For line level, the only required viewing should be slides 13 through 16. Everything else is either things they
should already know from our previous devices or maintenance info that will not affect them.
My plan is to speak with Teams 1 and 3 at Wednesday’s morning briefing, Team 5 at either their Wednesday
briefing or Thursday briefing, and Team 4 at Monday’s morning briefing. Once all teams have been contacted,
we will make the change to the new PAS devices.

Looking at it there appears to be a mistake however, I don’t have any of the paperwork to look and see where
the mistake was made. I have attached the Guidelines for Traveling on City Business. Just follow these and if
there was a mistake on your check it will be rectified when you return. Make sure that if you spend over the
issued $7, $11, and $18 save your itemized receipts because, “Employees seeking reimbursement must
submit itemized receipts (no alcohol on receipts) to the Administrative Sergeant for each and every
meal that exceeds the minimum rate and will be reimbursed up to the maximum rate; place those receipts

I received my training packet and check today. However, I believe there may have been an error in the
calculations of my meals. The travel authorization form says breakfast is not included due to a hot breakfast
provided at the hotel. Per the MOU 11.10 B, Breakfast - $10 (regardless of whether or not a continental
breakfast is provided). I don’t believe I will be able to eat the same food every day. Perhaps I am
misunderstanding the MOU.

Also I noticed the amount issued for meals 12 Dinner/Lunches, 1 travel dinner is $366. That would mean I am
getting $22.50 a day for meals and one $8 commuter meal. The MOU says the daily meal reimbursement is a
flat $36. According to my calculations it should actually be $440, 12 meals= $432 plus $8 for 1 commuter meal.
I believe the amount issued to me is $74 dollars short. Assuming I am doing all the math correctly and
understanding the MOU. I just don’t understand the math according the MOU. Again this may be an issue on
my side but I thought I would check with you.
