Honorable Mayor and City council Members
1.Regarding the staff report, I believe it covers many issues/concerns to be contemplated to move ahead with
any of the suggested methods to achieve your 2030 goals, I don't think it provides enough guidance with actual
costs, timelines and the reality for some of the solutions that you are trying to achieve. If any of the proposed
suggestions could be adopted I think the upon any major additions and alterations would be an appropriate
time although any retrofit requirements could be too costly to complete these modifications which may cause
homeowners on a budget to either scale back so they don't fall into a category of a "major alteration" or not
move ahead at all so it's a loose, lose situation. I believe you would really need to define a "major alteration"
much more than the footnote provided in the staff report.
2. There are a number of times when the words "cost effective" are used in the report. Please define what "cost
effective" means and put a number on it. Cost effective to you may not be what cost effective is to me. Way too
vague 3. Under the heading at the top of a page (sorry my pages are not
numbered) it says Question #1 Are existing incentives and rebates sufficient to achieve Cities goals? Please
give an example of an amount associated with a rebate and an incentive Such as $100.00 for this incentive
and $500.00 for this rebate. Making these kinds of statements without the amount gives no point of reference.
Do you get $2,000.00 for a $6,000.00 electric water heater ?
4. When the Association of Realtors Legislative Committee met w/staff I believe it was clear that we basically
oppose point of sale mandates. By your own numbers, if 200 homes were sold in a year that fall under a point
of sale requirement there would be 1,400 homes sold by 2030. As stated there are 9,882 single family
detached homes in the city so that leaves 8,482 homes to be retrofitted. If my numbers are correct, I think it
then takes over 40 years to get through the inventory of homes that would qualify. If I'm incorrect please let me
know. Not sure how this lines up with a 2030 goal.
5. It would be nice if the city came up with some numbers as to what the items cost to replace, is an electric
water heater $5,000.00$?
$8,000.00? Furnace replacement $15,000.00, $25,000.00? What are we talking about in costs? Home sellers
need to know what kind of money you're talking about to make informed decisions.
6. Last item, Time. Point of sale when discussed might not be feasible in the time a seller has to get it done
and the time they have in an escrow. Buyers and sellers can't be hung out there on a timeline, in most cases I
don't think can be met.
7. The sewer lateral inspection point of sale that was mentioned was, as far as I'm aware, was in a settlement
agreement to a lawsuit and not something that had discussion and a chance to debate whether it was a good
idea or bad idea. My suggestion is checking with that department in the city and find out how successful or not
it is working.
