Dear Members of the San Luis Obispo Architectural Review Commission,
The San Luis Obispo County Air Pollu?on Control District (APCD) is the local agency responsible for protec?ng the health
of over 269,000 county residents by improving air quality. In partnership with local communi?es, we implement
programs and regula?ons that reduce air pollu?on, help our county a?ain ambient air quality standards, and conform
with the state’s emission reduc?on targets from SB 32, SB 375, and AB 1279.
APCD is pleased to support the Ten Over Studio’s 460 Pacific St’s mul?family home project. The project proposes
building a new residen?al structure comprising three stories and 10 dwelling units, including one designated for low-
income residents. The project’s in-fill, 100% vehicular parking reduc?on, and adap?ve reuse components posi?vely
contribute to the exis?ng neighborhood by providing housing adjacent to a significant employment area, which can
improve the jobs-housing balance. Increasing density can reduce emissions and vehicle miles traveled (VMT) by
minimizing the number of trips and travel distances and encourage ac?ve transporta?on. When people can walk or bike
to nearby businesses, parks and other points of interest, traffic is reduced, and the health of communi?es is improved.
The project also includes short- and long-term bicycle parking storage which supports the state’s goals of carbon
neutrality by 2045. APCD recommends the project be condi?oned to include some safe storage op?ons for larger cargo
bikes and electrical connec?ons for e-bike charging and other micro mobility solu?ons. In addi?on, since this project will
not have vehicle parking, it may be appropriate for the project to be condi?oned to provide secure bicycle storage for
each of the 10 dwelling units; currently, the design has 8 bike locker spaces to serve the 10 units. For the long term,
APCD also recommends that the city secures e-car share and/or e-bike share op?ons to help serve its “no parking
developments” and the overall sustainable transporta?on needs for city residents.
As transporta?on accounts for more than half of our air pollu?on, the project’s inclusion of a more resilient and adap?ve
transporta?on system would minimize vehicular emissions while increasing access to high quality transporta?on op?ons
for our low-income communi?es. The project outcomes as described above are consistent with SLOCOG’s Regional
Transporta?on Plan and Sustainable Communi?es Strategies, several of the APCD's land use goals and policies in the
Clean Air Plan and will help meet state emission reduc?on targets. For the above listed reasons, the APCD supports this
project.
