Dear Mayor Stewart and Councilmembers:
I am writing to comment on Agenda Item 7A: Study Session on existing building energy efficiency retrofit policy options.
I urge the City of San Luis Obispo to explore all options to reduce emissions from existing buildings. I also encourage City
staff to prioritize near term development of an electrification for additions/renovations policy. Lastly, I encourage staff
to return to council within a year after completing detailed evaluation of all other staff proposed existing building
decarbonization policies and programs for further review and consideration by council.
Decarbonizing existing buildings is essential to meeting our City’s climate goals. The study mentions that most of the
natural gas comes from water and space heating. I support expanding the use of energy-efficient heat pumps to reduce
gas usage to address this issue. I support expanding rebates/incentives as well as the City exploring every policy and
program option available that may help make meaningful progress in decarbonizing existing buildings. Transitioning
from fossil fuels in our buildings through electrification and clean energy is critical for improved health, safety,
affordability, and climate protection for the San Luis Obispo community. Thank you very much for your time and
