Use caution when deciding to open attachments, click links, or respond. Dear Mayor Stewart and Council: I support the staff effort to address carbon reduction in the housing sector. I encourage you to adopt a program similar to the City of Portland's Home Energy Score. Home sellers in Portland, Oregon are required to obtain and disclose a Home Energy Report estimating the energy-related use, associated costs, and cost-effective solutions to improve the home’s efficiency. Here is a link to the description of their program https://www.pdxhes.com/ Scoring criteria was developed by the US Department of Energy. Scores range from 1 to 10 with 5 being the national average . Owners of poorly scoring homes might be incentivized to upgrade their homes for a better score and new owners will have a clear understanding of what should and can be done and the potential benefits. The impact could be enhanced with some modifications. Below is the Home Energy Score from a house I selected at random to give you an idea of the content and potential benefit.
