Sgt. Shalhoob,
On 5/26/23 I was assigned to attend a defensive training class. The class was hosted by the
department at the city range. During the training, I was wearing my duty belt and
completing the instruction. While doing so, I landed heavily on my right hip with Officer
Brewer landing on top of me. The weight of the impact and our body weight caused the
holster to compress. The pressure caused the internal components to be crushed making
the holster unusable.
I know Safariland holster take an extended time to be made and shipped. Due to the
Officer Safety concern of not having a working holster, I immediately ordered a new holster
to replace it. I would have waited to complete a purchase request but I felt the immediate
need to have a holster out weighed the need for a purchase request.
I am requesting the department to reimburse me the cost of the holster as it was damaged
at work and during work hours. The cost to replace the holster is $197.93. I have attached a
copy of the receipt for review.

Greetings,
This is a reminder of your upcoming Metro Bicycle Training. (See table below for your training date) Your
schedule reflects your training date.
The training will be at the Cal Fire Drill Grounds located at 1666 Tehama Ave San Luis Obispo, CA. The facility
is located behind Cuesta College and the California Conservation Corp. SLOSO Metro instructor Jeremy
Douglas will be your instructor and host for the day.
You will need to bring bikes, patrol gear (i.e. vests, duty belt, etc.) bike helmets, gloves and glasses. Cash for
food (you will eat at the Camp SLO cafeteria) and plenty of water for the day. You will begin at 0800 hours at
the Cal Fire Drill Grounds, so you will need to be at the PD earlier to get the equipment and head out to the
training site. Please carpool out there, and I believe there are two bicycle racks in the bike shed that can each
hold two bikes. As a reminder please take the spare bicycles, do not take the bicycles assigned to Benson,
Etherton, Hurni or Jessen.
Sgt. Schafer will have commuter lunch money for you. He will get it to you, or at least to one of you for the
group each training day.

Hello All,
It has been brought to my attention that you may not be familiar with the department’s ammunition allotment
policy. Every officer is entitled to 100 rounds of training ammunition per month. Ammunition must be distributed
by a current rangemaster, and is available in 9mm, .40, .45, 38, or 380. Twice a year, officers can take 5.56.
You must ask a rangemaster for your monthly allotment. If, for example, you forget to ask in July, and don’t get
your allotment in July, and its now August, it is too late.
Don’t hesitate to ask if you have any questions. You department Rangemasters are Blake Etherton, Miguel
Lozano, and myself. We are always available for any range/firearms related questions.

We had to pull Benson out of the class due to day watch staffing. The 2ne spot in the class was free so I’m
trying to find somone to go with Etherton. Phillips is the only other option, if he’s willing to adjust his schedule
next Wed and Thursday. It seems appropriate given the pepperball gun is in the Sgt. Vehicle and he oversees
range.
Just a thought. Let me know this weekend and I will call the lady on Monday to change the name on the
reservation.

I was looking over the schedule for the remainder of this month to schedule my time at the range like we had discussed.
And was hoping to be able to work something out for Thursday the 24th and Wednesday the 30th? Those are dates that
are ideal however, I understand if they won’t work and would be more than happy to come in prior to my shift and early
at the start of your swing shift on any of the work days if that is more efficient.
Also I spoke with Ofc. Etherton and set up 6/2/18 to work with him at the range. Just wanted to verify if that day would
qualify as one of the two days in required to have that month.

Thanks for reaching out about these specifics. I finally had a chance to meet with Rachel yesterday and discuss
your questions. I CC’d our staff in case there is a conflict that has not been placed on our staff calendar. The training
would be solely for our downtown association staff, but we won’t rule out hosting an active shooter training for
businesses in the future.
Looking at our current staff calendar, and knowing that meeting on Friday’s work the best for our various
schedules it seems we will be available Friday, March 27th from the hours of 12‐4pm. We should be able to give your
team as long as needed to adequately present the materials. It would be great to conduct the training at our office if
that works for you and your team.
Please note that we desire some particular tailored trainings regarding safety during the special events we help
put on, namely, Farmers’ Market and Concerts in the Plaza.

It came to us because Blake didn’t realize it was the email address for the Planner Charles created for our
work for the Finance department (there is really no way he could have known other than looking at the
membership and knowing that none of us works for the Finance department). This is going to be a recurring
issue for all the plans Charles (and anyone in the City) named without a more specific title.

We’ll try to correct this going forward, but there is nothing we can do about the plans that are already created

To reiterate our conversation on Monday:
I have an Officer Blake Etherton that was informing me Downtown Center walkway is a Public Thoroughfare and me
requesting people to not advertise or leave the property for whatever reason was going to get me sued.
Officer Etherton stated the proof of this being a Public Thoroughfare would be located in the original developing
contract with the city.
Your reply was that the walkway is a thoroughfare but is a Private Thoroughfare.
I was hoping to get some form of documentation proving that nowhere in the contract does it state this property is
public or even just confirming that it is private property and I do have the ability to enforce the owner's wishes.
You also stated that you may even talk directly to the officer to help clear up any miscommunication.

Hi Melissa,
Dan and I are reviewing credit cards and it looks like PD has a handful that are inactive. I wanted to check in
with you to see if the cardholders have a need for the card.
Jeremy Behrens – never activated- Opened October 2018 not needed
Joseph Newton – never activated- Opened October 2018 not needed
Tiffany Lankford – She has both a department card (Police Dept) and one in her name. I asked her to
try to see if only one card would work and it seems it has so far. The one in her name was ordered back
in April 2020 and she has not needed to activate it. Is there a need for both? Let me get back to you
on this one.
Suzie Walsh – We had to order a replacement card after her wallet was stolen and has yet to pick up
the card- the card has been available for pick up since November 2020 . Does she still need the
card? not needed

and I want to ensure I don’t loose track of these needed changes in the future (Tiffany sent me an email FYI of
the all changes on 10/12 which needed to be effective 10/15). I will work on processing these asap this

it. I should have had nearly 20 hours OT on this check and was relying on the money.
I also just checked with my entire team, and none of their OT is on their checks. Blake Etherton,
Nolan Parsons, Daniel Bravo, Brandon Tyler, John Stevens, and Nathan Noriega do not show
any OT on their pay stubs.
Can someone please advise on what happened? Was this a base pay only check, with the OT
to follow on the 29th?

Yes if you have a list of any employees that has access at any time to cardholder data that would be helpful.
This data would be the PAN (primary account number) plus any one of the following:
Cardholder Name
Expiration Date
Service Code
Access would include counter employees who physically take cards, anyone who takes cards over the phone,
etc.
I will also need finance’s inventory of the current card readers the city posseses.

I was looking over the schedule for the remainder of this month to schedule my time at the range like we had discussed.
And was hoping to be able to work something out for Thursday the 24th and Wednesday the 30th? Those are dates that

Then, if you filter for W_2 and remove the excluded payroll and expired filters, you’ll get them.

Something weird is happening for me when I look at this. I get a lot of employees, but not everyone when I filter for a
particular group. For example, when I look at POS, the employees are in alphabetical order, but it ends with Blake
Etherton and line 1202. There are no more employees displayed as I scroll down.
Similarly, when looking at CEA it ended after Nikki Fowler.
What am I doing wrong so that the whole population of a bargaining unit isn’t displaying?

Greetings,
Last night Benedetti asked me to show him the robot, so he could become familiar with it. Starting off, the robot
was not hooked up properly when it was put away, so it did not charge and the battery was dead. Once it was
charged, I showed him how everything functions. While I was explaining the robot to him, I observed the
headset and the right antenna on the controller are broken.
While Benedetti was using the robot to open a door, the claw separated from the arm. When I examined it, I
observed the threads had partially stripped on the claw. It appears the threads had stripped previously and a
fix was attempted with a coiled thread insert. Benedetti and I were able to re-attach the claw, but it is
questionable if it is strong enough to pull a door with.
When I spoke with Etherton about the robot, he advised all of the batteries for the controller are also expired
and only one still functions. If anyone has a contact for the robot manufacturer, I can reach out to them to get
the equipment fixed.

SLOPD’s training records are currently being audited by the State Controller’s Office and I was given your
name by Carrie Schafer, in hopes you can help me get backup information for payments made to the City as
part of training/travel.
Particularly, payments employees made to the City to reimburse the City for payments made in excess of the
meal allowance on a city credit card. For example, I went on a one-day training out of town, which means I
could spend $15 for a commuter lunch. Instead, I spent $20 for lunch and use my city credit card, I would have
to reimburse the City $5. That payment to the City is what the auditor is interested in. Any backup
documentation I could get, showing that the reimbursement was made would be helpful, like a copy of the
check, for example.

Last summer, SNAP was able to come out to the range to shoot. Berrios, Etherton and Jessen ran the program
and we were out there for about 90 minutes. I spoke to Capt Smith and he’s given the okay to do another one
