Potential Fiscal Impact and Conceptual Framework for
Cost Allocation:
Identified projects total over $10 million spread over 10 years
Ongoing program budgets from Natural Resources, Ranger
Services, Parks Maintenance, and Public Works program
City General Fund, Capital Improvement Plan (CIP) funding
beginning in 2015-17 Financial Plan
Project specific grants (land conservation and creek restoration
strategies; public access improvements)
Potential property assessment through the establishment of a
Community Facilities District (CFD)
Zones of benefit would need to be established
Annual revenue of $400,000 could support a potential
bond issue of approximately $3.35 million
Requires numerous procedural steps before a ballot
measure can take place
Approval requires a 67% affirmative vote

Staff Recommendation:
As recommended by the Planning Commission and Parks and Recreation
Commission:
Approve a resolution adopting the Laguna Lake Natural Reserve Conservation
Plan; and
Approve a Negative Declaration of environmental impact for the Project.
