SUBJECT: OVERALL ECONOMIC DEVELOPMENT PROGRAM (OEDP)
COMMITTEE NOMINATION
Attached is a self-explanatory letter from the County Planning Department regarding the
establishment of an OEDP Committee in the County. The purpose of the committee would
be to oversee efforts to acquire grant funding from the Economic Development Administra-
tion of the Federal government. I am asking that the City Council concur with the
nomination of Vice Mayor Dave Romero to serve on this committee.
Because of the short turn-around required by the County to receive these nominations, this
has been placed on the July 25th City Council agenda as an add-on item. Staff will have
additional time to submit proposed projects to the County, and the OEDP can be revised
in the future, as new projects are identified. Therefore, it is only essential at this time that
the Council forward to the County Planning Department it's nomination to the OEDP
Committee.

Re: Preparation of an Overall Economic Development Program (OEDP) to qualify for funding from
the Economic Development Administration
The Economic Development Administration (EDA) has determined that the County of San Luis Obispo
is statistically qualified for possible designation as a "redevelopment area" pursuant to Section 104(a)(8)
of the Public Works and Economic Development Act of 1965: The county's qualification stems from our
average unemployment rate that has been above the national average for the most recent 24 months for
which statistics are available from the Department of Labor. Designation as a "redevelopment area"
potentially qualifies the county and cities for various funding programs administered by EDA.
To qualify for EDA funding, the county must prepare and submit an OEDP. The OEDP must include
the incorporated cities and the county. Regulations require that a committee be established to oversee the
preparation of the OEDP. The committee should broadly represent the community including
representatives from government, business, industry, finance, agriculture, the professions, organized
labor, utilities, education, minorities the unemployed and the underemployed. Minority representation on
the OEDP committee must equal or exceed the 24% minority population within San Luis Obispo county.
We currently only have until September 15, 1995, to complete the OEDP. An additional 6-12 month
extension may be possible if the county's unemployment rate stays high relative to the national average.
However, we intend to complete the document by the September due date.
We are proposing that the county act as lead agency and that the Board of Supervisors establish the
OEDP committee. The regulations require that the Board of Supervisors and the OEDP committee
approve the finished document. The OEDP itself is not a binding document such as a general plan. It does
include a variety of statistical information about the county, along with economic development strategies
and specific projects. It's primary purpose is to qualify the county and incorporated cities for the funding
programs administered by the Economic Development Administration.
Due to the time constraints, we recommend using existing strategies in the OEDP that have already been
approved by your city councils. The document may be amended as needed to include new strategies.
We also propose to incorporate many of the strategies recommended in the business retention, expansion
and attraction study recently completed for the county. We are proposing to have the OEDP before the
Board of Supervisors on September 5, 1995. This deadline allows very little time to complete the
document and the review by the OEDP committee. This is why we would prefer to use existing strategies
and projects that have already been approved.

We are contacting each city,each city chamber of commerce and other organizations including the Private
Industry Council, the Designing the Future Foundation, the Latino Outreach Council, the county
Economic Advisory Committee and the Economic Vitality Corporation to ask for volunteers to serve on
the OEDP committee. We would like to limit the total committee membership to 15-20 persons. We
would like each organization to propose at least one person for membership on the committee. The person
does not have to work for the organization. The following information should be included with each
potential candidate:

We need to receive all nominations by July 28, 1995. Once we receive the information, the final
membership will be determined by the Board of Supervisors. The item will be placed on the Board's
consent agenda.
County staff is now working on the technical and background information that must be included in the
OEDP. Much of this information already exists in the business retention, expansion and attraction study.
I have attached information on the OEDP process and potential funding programs for your review. We
would appreciate the details of any strategies your city has adopted concerning economic development.
In addition, please provide information on any projects within your city that appear to meet the enclosed
guidelines.
