About Head Start
During the Pandemic
S The Federal Office of Head Start (OHS) is giving programs wide
latitude and flexibility in re-opening classes and services and in
overall operations.
S OHS has authorized programs to continue payment of employee
wages and benefits.
S Programs need to make local decisions utilizing local and national
health information.
S OHS awarded funds to programs in May to “…prevent, prepare for,
and respond to COVID 19.”
S Governing bodies (Board and PC) may utilize virtual meetings but
must continue its regular involvement in ongoing decisions about the
program (no change in latitude or flexibility).

General Responsibilities of the
Board of Directors
S The “Corporate Overseers” of the program
S Has Legal and Financial responsibility for the grant
S Assures compliance with Federal laws and regulations and
the financial integrity of the agency
S Must share governance with an elected Policy Council
S Must approve or disapprove required actions
General Responsibilities of the
Policy Council (PC)
S The PC advocates on behalf of parents and centers
S The PC provides guiance and decisions about the general
direction of the program and makes its recommendations to
the Board of Directors
S The PC works in partnership with management staff and
approves or disapproves key decisions and policies about the
program
