in the Plaza for April 10, 2021. Unfortunately, based on the current guidelines
and tier, we are not permitting any events. We are continuing to work closely with
County Public Health and monitor guidance.

later in the year. Please let me know.

(Permittee shall maintain commercial general liability insurance with coverage
at least as broad as Insurance Services Office form CG 00 01, in an amount
not less than $1,000,000 per occurrence, $2,000,000 general aggregate, for
bodily injury, personal injury, and property damage, including without
limitation, blanket contractual liability. If alcohol is sold during the permitted
activity, coverage must include full liquor liability in the amount of $1,000,000
per occurrence, $2,000,000 general aggregate. Agency, its officers, officials,
agents, and employees shall be included as insureds on the policy.)
☐ Separate Additionally Insured Endorsement
(CG 20 26 or equivalent, blanket endorsement or section of the policy.
Endorsement shall cover the City of San Luis Obispo, its officers, agents,
employees and volunteers as additional insured)
PLEASE NOTE: This correspondence does not mean your special event
application has been approved and a permit has been issued (advertising an
event without a permit is at the sponsors own risk). Dates are not guaranteed
until a complete application has been submitted and a permit is issued.
Special Event Permits are issued on a first-come, first-served basis. Special
Event Applications must be received in full 60 days prior to the event.

In the end you get to decide who is a good fit for your program. Goodness of fit in this instance has to do
with exposing staff and other children to multiple cohorts which you understand to be discouraged by
CDC, Licensing and others. That said, vulnerable populations are vulnerable and sometimes fit into
protected categories adding a whole nother layer. In the end, once school starts, you are talking about
multiple kids in multiple cohorts (each child's school cohort mixed into your program cohorts) all together
so one positive could close down multiple classrooms and cohorts at your site(s).
I think we are headed into some big decisions. What I am seeing is that there are programs that are
concerned and trying to comply with intent of guidance and those disregarding it completely. We are
fortunate in that we will see what happens in the districts set to open before SLCUSD so you are afforded
the opportunity to consider the impact of potentially supporting a handful of children in this situation rather
than all of them at once. But there is no easy button here.

I was on a call that with the State CCL and asked if they were a part of the
conversation with CA Dept. Public Health re. cohorts particularly for school-age as
schools begin to open. She said that they are and this has been a topic of
discussion. They also asked that everyone note the piece that says to avoid cohort
mixing unless it is needed for the child's overall safety and wellness (particularly in
reference for the few children that have access to inperson school due to IEP's and
other factors that suggest safety and wellness are being prioritized).
Anyhow, there will be more to come - always

Raechelle is actually working on a doodle to find a meeting date for school-age
programs. We want to move forward on advocacy and see where programs are
with cohort issues and what we can do to help.
Your question is a great one and I would be really interested in Public Health's
perspective. I am happy to ask if that helps. We are hearing from preschool
programs that they are not allowing kids to attend their program if they are also
enrolled in another program - but not all are concerned about such things. This
going to be quite a logistical, staffing and public health (I am struggling to find
the right noun on this one). So yes, I want to help! Best practice seems
unrealistic but there has to be some middle ground that allows your team to feel
safe and reduces exposure. I am curious about programs serving children in
hybrid school for not only the reason you mentioned but also because kids may
have a T/Th schedule and M/W/F schedule which could be a problem for
staffing since programs serving children over 5 can't supervise 2 cohorts.

for storing certificates and tracking the training. Once you have your certificate,

anything regarding the Ethics option. Essentially all you are doing is
uploading your completion certificate so it isn’t too hard. If you do have

Good Morning Devin,
I just wanted to give you a heads up with some things are going on at our center at Ludwick.
We have found human feces a few times by our play structure, as well as random broken
objects, as well as dirty clothing and food items left, soap and a towel. Last week also, our
hose was disconnected and broken. This morning two of our planters were missing as well
and the gate was wide open.
We have noticed a Gentleman who hangs around the building all day and hides in a bush in
the back of the parking lot.
I was just wondering if we would be able to get security to patrol again like we had in the
past?

Jerry Gomez is the former Associate Director for the Office of
Head Start in San
Francisco. He served almost 30 years with the Regional Office and

administering and monitoring Head Start programs in Region IX’s
western states. For
the last several years Jerry has served as a management consultant
and trainer for
Head Start and Early Head Start programs with a focus on
governance, management
systems, and facilitating program self-assessments. He has worked
with CAPSLO as a
consultant for the last several years.
In addition, while at the Region 9 office, he served as fiscal
specialist for EOC/CAPSLO in the early 80's and later as
EOC/CAPSLO Program specialist.
Marci will be sending the training materials in the Board packet
email/mailing today.

No but I will ask at the next meeting and let you know.
CalPoly and Cuesta have some policies in place that are likely going to force more staff testing but none
have mentioned that would be standard practice. I also thought the district was only testing a percentage
of teachers every 2 weeks / all every 2 mos.
Either way I suspect others will follow suit.
I also want to see what we can do about exposure notices. If a child is exposed in school will their
program also be notified?

Raechelle is actually working on a doodle to find a meeting date for school-age
programs. We want to move forward on advocacy and see where programs are with
cohort issues and what we can do to help.
Your question is a great one and I would be really interested in Public Health's
perspective. I am happy to ask if that helps. We are hearing from preschool
programs that they are not allowing kids to attend their program if they are also
enrolled in another program - but not all are concerned about such things. This
going to be quite a logistical, staffing and public health (I am struggling to find the
right noun on this one). So yes, I want to help! Best practice seems unrealistic but
there has to be some middle ground that allows your team to feel safe and reduces
exposure. I am curious about programs serving children in hybrid school for not
only the reason you mentioned but also because kids may have a T/Th schedule
and M/W/F schedule which could be a problem for staffing since programs serving
children over 5 can't supervise 2 cohorts.

Thank you for the email. As with other facilities within the City, the Ludwick Center
has been closed since March to indoor uses including all public uses. This has led
to an increase of transient usages in more areas. With some of the restrictions
being lifted, there maybe some potential of having reservations resume – but will
not be in the same capacity as pre-Covid until more restrictions are lifted.
Regarding security, the City never has had a security patrol of the Ludwick Center,
but I will pass this information onto Police to make sure that they are completing a
drive-by of the back side of the facility. If your staff does see any public members
hanging around the facility that shouldn’t be there, please call the non-emergency
dispatch number at 781-7312.
Please make sure that CAPSLO is doing what it needs to do to secure the entry
points into the facility, lockable water cap fittings are secured and heavy planters
are installed. If you do install a lock on the gate, please make sure that the City is
provided a key.

I just wanted to give you a heads up with some things are going on at our center at Ludwick.
We have found human feces a few times by our play structure, as well as random broken
objects, as well as dirty clothing and food items left, soap and a towel. Last week also, our
hose was disconnected and broken. This morning two of our planters were missing as well
and the gate was wide open.
We have noticed a Gentleman who hangs around the building all day and hides in a bush in
the back of the parking lot.
I was just wondering if we would be able to get security to patrol again like we had in the
past?

You are required to complete two hours of ethics training (see linked Resolution
10432) on a biennial basis. The training is offered online by the Fair Political
Practices Commission (FPPC) at: http://localethics.fppc.ca.gov/login.aspx. You will
need to create an account with them if this is your time using their training site.
Please remember that the training must be at least two hours, so if you finish the
primary training too quickly, a supplemental training will be necessary. Our records
show that your training was due by July. My apologies if you did not receive a
reminder for this training. Please complete the training at your earliest possible
convenience.
We now use Netfile (the same place that you entered all of your Form 700 data) for
storing certificates and tracking the training. Once you have your certificate, you can
upload it to Netfile.
1. Using your favorite internet browser, log in to the system at:
https://netfile.com/filer.
2. The email address assigned to you in the system is: esteinberg@capslo.org
3. If you don’t remember or have lost your password, click the included link
below the “Password” box to receive a reset. You will receive an email from
NetFile guiding you through the reset process.
While NetFile has a lot of help notes for filing Form 700’s, there really isn’t
anything regarding the Ethics option. Essentially all you are doing is
uploading your completion certificate so it isn’t too hard. If you do have
questions regarding the use of the software, you may contact Filer Help at
filehelp@netfile.com.
