The City of San Luis Obispo has returned to in-person meetings. Zoom participation will not
be supported. For those attending in-person, City facilities will be at limited capacity and
masks are strongly recommended.
INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the
meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's
Office at 990 Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org. In
the body of your email, please include the date of the meeting and the item number
(if applicable). Emails will not be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your
name, the agenda item number you are calling about, and leave your comment.
Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the
members and saved as Agenda Correspondence. Voicemails will not be played
during the meeting.
*All correspondence will be archived and distributed to members, however, submissions
received after the deadline will not be processed until the following day.
Public Comment during the meeting:
Meetings have returned to an in-person format. To provide public comment during the
meeting, you must be present in the Library Community Room, 995 Palm Street. Zoom
participation will not be supported. The Parks and Recreation Department is located 1341

CALL TO ORDER: Chair - Bob Spector
ROLL CALL : Vice Chair - Kari Howell, Commissioners - Rick Blair, Kari Duperron,
Toni Kincaid, Kris Roudebush, and Adam Stowe present.
PUBLIC COMMENT: At this time, people may address the Committee about items not on
the agenda. Persons wishing to speak should come forward and state their name and
address. Comments are limited to three minutes per person. Items raised at this time are
generally referred to staff and, if action by the Committee is necessary, may be scheduled for
a future meeting.
CONSIDERATION OF MINUTES
1. Minutes of the Parks and Recreation Commission of September 6, 2023
Approval of minutes: motion to approve made by Commissioner Kincaid & a second
by Commissioner Blair.
Action: Approval of the rescheduled September Meeting Minutes of the Parks and
Recreation Commission for September 6, 2023.
Carried: 5:0:0:0 to approve the minutes of the Parks and Recreation Commission
meeting of 10/11/2023 as motioned by Commissioner Kincaid and seconded by
Commissioner Blair.
Ayes: Spector, Howell, Blair, Dupperon, Kincaid, Roudebush and Stowe.
Noes: None

BUSINESS ITEMS
2. Initial Review of Proposed Vista Lago and DeVaul Park Playground Equipment
Replacement (Long – 30 min). Guidance from PRC provided on design layouts in
order to move forward with final design. Oasis Design consultants provided an
overview and discussion. Options presented to expand the communal area with
multiple tables, and a hardscape walking path around the perimeter to abate wet grass
and enable walking around the entirety of the park. Play equipment components and
color schemes were presented.
a. Review and discuss proposed layouts (Attachment A) for the Vista Lago Park
Playground Equipment Replacement project.
b. Review and discuss proposed layouts (Attachment B) for the DeVaul Park
Playground Equipment Replacement project.
c. Provide direction to Staff on the preferred draft layout options to proceed with
final layouts.
Commissioner Questions: Vista Lago Park. Pod style playground
amenities were the majority preference.
i. Commissioner Howell: Swing sets were requested by the public.
Agree that pathways to connect the table areas like DeVaul would be
great.
ii. Commissioner Blair: Swings. Can we consider enlarging to
incorporate swings? Can staff address the issue to do something about
drainage.
iii. Director Avakian: There is currently funding for design and in 18 – 24
months the discussions on funding will begin.
iv. Chair Spector: Swings need to be incorporated into the design
because the public has asked for that in the survey.
v. Commissioner Kincaid: Looking at equipment for 7-10 age group at
DeVaul. They have a play area at the middle school already, so
perhaps we could eliminate the play area for the older child play area to
make room for the swing set.
vi. Commissioner Roudebush: Shade on play structures and walking
path around the park. Both surrounding neighborhoods, swings at Vista
Lago would benefit the community.
vii. Commissioner Stowe: Path all the way around would be good. Two
play structures to accommodate both age groups.
viii. Commissioner Dupperon: Engineered wood fiber ground cover may
be a deterrent for ADA children. Prefer two structures for different age
groups would be best.
ix. Chair Spector: Must have a hydration station. Need to have two
different play structures to accommodate younger and older children,
need shade structures and a walking path around which brings more
people to the park. Structures that enable multiple types of play are
important.
x. Director Avakian: From the discussion, it appears that shade and pod
structure for Vista Lago concepts seem to be where the PRC is leaning.

Commissioner Questions to Staff on DeVaul Park (Option B):
i. Vice Chair Howell: Shade needed. The additional hardscape is a
good addition. Would be good to have a gathering area, pergola or
similar. Adding a public art piece would be great. Sounds panels
(auditory amenity). Pod design is preferred with the bright colors.
Climbing net.
ii. Commissioner Blair: Covered picnic area would be good. Is there
lighting?
iii. Commissioner Kincaid: Shade structures are needed.
iv. Commissioner Roudebush: Shade structures needed. Swing set is
needed, and it is higher family density usage.
v. Commissioner Stowe: Prefer standard look, incorporate art and shade
over seating area.
vi. Commissioner Dupperon: Like the Pod structures. Prefer the sound
panels.
vii. Chair Spector: Parks need more benches and seating areas. Majority
prefer the “Pod” look of the design.
3. Receive Staff Report and Review Concept Park Plan for Emerson Park
Beautification Project (Long – 30 min)
a. Final review of the proposed layout (Attachment A) for the Emerson Park
Amenity Upgrades and Beautification project. Summer 2024 construction
targeted for completion.
b. Provide final direction to Staff on the conceptual layout option to proceed to
construction documents.
c. Commission Questions:
i. Commissioner Roudebush: Add bicycle parking.
ii. Commissioner Stowe: Great job.
iii. Commissioner Dupperon: Gates for gardens (surrounding the garden
area).
iv. Vice Chair Howell: Great job incorporating the public feedback.
Entryway was done well and glad there is a smaller basketball area.
v. Commissioner Blair: Looks great and efficient.
vi. Commissioner Spector: Revise the shade structure to accommodate
use as a seating area and a stage area facing the lawn area. Equal dog
park and lawn area. Basketball courts should be modified for large and
small. Propose seating across both basketball areas. Seating needed
by Bocce courts and bike parking. Flipping the placement of the half
and full basketball courts.
vii. Commissioner Kincaid. Looks great.
4. Receive Department Programs and Services Update (Staff - 30 min)
a. Directors Report - Parks and Recreation Director Greg Avakian.
Administration (Updating agreements, Homeless Committee, City-wide Fee
survey), Ranger Service, CPRS Director’s Academy.
b. Meghan Tolley, Recreation Manager - Community Services (September

Scramble, Community Gardens, Volunteer Program, Senior Programs, Sports,
Childcare), Public Art.
c. Devin Hyfield, Recreation Manager - Aquatics (winter promotions), Golf
(operations, maintenance), Facilities, Special Events.
SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS
5. Subcommittee Liaison Reports (Chair– 15 minutes)
d. Adult and Senior Programming (Commissioner Blair): There are many great
activities happening.
e. Active Transportation Committee (Vice Chair Howell): A group workshop and a
survey have taken place.
f. Youth Sports Association (Commissioner Stowe): No report.
g. Jack House (Commissioner Kincaid): The Villages (Senior Living) group came
for a tour. A recent wedding took place in the garden. An Art project for the
docents is taking place this week.
h. PRC Subcommittee Meeting (Commissioners Blair and Dupperon): The first
meeting is taking place next week.
