Hello Bill,
I understand we need to have you fitted for a new vest. We have three vendors we currently purchase our vests from
and you are welcome to use whichever one you choose. I will let you know the name of officers who have ordered from
each vendor and you can talk to them to get their feedback on their particular vest to help you decide which vendor to
go with.
Range Master is located here in town and offers a couple of different vests. Most recently we’ve ordered an American
Body Armor Xtreme vest that Adams, Dickel and T. Koznek are wearing and a Second Chance Summit vest that Villanti
and Cudworth are both wearing. If you choose this option, contact Marcie at 545‐0322 and let me know you are going
over there for a fitting. I’ll take care of the requisition and payment.
Templeton Uniform is, of course, located in Templeton and they are currently offering a Diamond Back vest. This vest
was recently ordered by Etherton, Rouse, Schafer, Sisemore and Sanchez so they may be able to tell you how well they
like it. Should you choose this option, let me know and I will give them your personal cell number (which you need to
provide to me should you choose this option) and they will deal with you directly. They may be able to come here to fit
you so you won’t need to go to Templeton. I will take care of the requisition and payment.
LPS Tactical (U.S. Armor) they are not local but will make an appointment with you for a fitting here at the PD. Benson,
Benedetti and Storton all have US Armor vests so you could talk to them about how well they like the vest. I believe LPS
will bring samples for you to look at and if we need it, they can also bring you a loaner vest until your vest comes in. If

Hi Jeremy,
We have three vendors we are currently using and we just ask that you make sure the vest being purchased is
eligible for reimbursement with our BVP Grant.
Here are the options:

Information from Nixle regarding the Memorial:
Memorial Services for Fallen Officers Lesley Zerebny and Jose “Gil” Vega will take place on Tuesday, October
18th, at 11 a.m. The funeral will take place at the Palm Springs Convention Center located at 277 North
Avenida Caballeros, Palm Springs, CA 92262.
Graveside honors for Officer Jose “Gil” Vega will take place immediately following the memorial service and
will be held at the Coachella Valley Public Cemetery, located at 82925 Avenue 52 in Coachella, CA.
Graveside honors for Officer Lesley Zerebny will take place at a private location open to family members only.
Government entities wishing to send a high ranking or executive official must contact Sgt. Harvey Reed –
Government Affairs Liaison at 760-219-1598 or by email at harvey.reed@palmspringsca.gov. The Government
Affairs Liaison is for dignitary requests only.

We had our first employee committee meeting last night and I wanted to briefly share what was discussed. As
a reminder the employees on the committee are Tina Storton, Shaana Lichty, Adria Smith, Shelby Liddell, Joe
Hurni, Blake Etherton, Eric Vitale, Robert Cudworth, Brian Amoroso and myself. I am going to highlight the
talking points and would encourage you to speak with one of the committee members for additional
details. There was some good discussion regarding the discussed topics and we are currently working on
some solutions. The group agreed to meet every other month, please remember to bring any concerns or
ideas for change to committee members so they can be discussed. I will send out an email a week or two prior

Lt,
I put a training request on your desk. Officer Etherton located a local active shooter training being hosted by
Lompoc Academy March 5-9. He has not been to his initial rangemaster school yet however. I’d like to wait
to send him to this type of training until he is formally “qualified” as a rangemaster. Hurni however, is already
certified as a rangemaster and was recently assigned to Range staff. Our agency and Officer Hurni could
benefit from this training because of our upcoming active-shooter block in June.
I know this training is coming up quick, but I am sure he would shift adjust to attend. He could take a city
vehicle back and forth…?

We conducted 2 ABC operations this weekend. Here are my rough totals on how much money we used in the
grant and about how much is left over. ***Tina, I included you so you could see what hours should be on their
timecards.
The 1st operation on 8/25 was from 1100-1600 hrs. I used Inga, Hurni and Jessen.
3 officers (14 hrs total) $1,100.40
1 Sgt (5 hrs total) + 466.90
$1,567.30
The next operation was on 8/28. Officer Hurni (worked 1130-1630 for 5 hours), Officers Etherton and Orozco
(worked 1130-2100 for 9. 5 ea). Their total combined hours were 24 for a total of $1,886.40. I worked 1100-
2100 for a total of 10 hrs.
+ $933.80
$,2820.20
So, with both operations, we used $1.567.30
+ $2,820.20
$ 4,387.50
I believe we had somewhere in the ballpark of $10,000 left in the grant which now leaves us with a ballpark of
$5,600 left. I tried getting approval for additional “surveillance” types of operations through our ABC handler
Lori Kohman, but she denied it due to our grant being specific. Even though the operations were “thinking
outside the box” she still said no.
I am in tomorrow (Thursday 8/31) at 1300 hrs for Rangemaster Oral testing, so if you have any questions, let

Update for you. The Kenwood earpiece made a big difference for me, on par with the Motorola.
Now for the bad news, Blake Etherton tested the radio tonight and he sounded terrible, especially at the
bars. The +12 and +8 gain are way too much. You hear mostly background noise and he sounds like he is in
a tin can. Couple of thoughts…
Let’s try two new profiles, +0 gain and +4 gain instead of +8 and +12. In addition we tried the noise
cancellation and it was still pretty bad. Does that have a gain # associated with it? If so maybe try 0 or +2 on
the Noise Cancellation mode? Additionally, do you still have the Kenwood shoulder mic? (The one with the
trans-continental cable sized cord?) I figure we may as well try that as well to see if the Otto is crappy sound
quality or not.
The radio is in my office on the charger. I have a meeting Monday I can swing it by IT then and drop it off on
your desk if you aren’t there.

It would be helpful if they set up a tow company in advance similar to farmers tows. There were only 4 tows,
thankfully, but were doing them all by rotation so had there been many more it would have been increasingly
chaotic for us, the officers and the tow trucks to keep all the vehs straight.
I was working police and it would have been helpful to know if there were any officers on the parade detail I
could have pulled for a DT call. One’s that I was specifically designated to call if something popped up. My shift
officers couldn’t get to any calls with any efficiency DT due to traffic and congestion.
Otherwise, things went relatively smoothly.

2018 Holiday Parade – Friday, December 7st
Traffic Control Plan
Need traffic vests for Downtown Association and one PD portable radio.
Assign FST Law Form’s report
SITUATION: San Luis Obispo Downtown Association sponsors the annual Holiday
Parade through the downtown area. This is a signature event in the downtown
and is attended by several thousand spectators; parade has included as many as
100 entries.
SLOPD Responsibilities:
• Assist with towing of vehicles from the route prior to the barricade closure.
• Confirm route closure/barricades are in place and route is safe.
• Lead parade with motors
• Trail parade with motors and advise when the last float is off the parade
route
• Supervise the closure of the staging area
• Supervise the de-staging area and provide extra lighting
• Assist with traffic control at Peach/Broad and Chorro/Walnut
Street closure is from 1630 - 10:00 PM. City approved temporary “No-Parking
signs” will read 1630h for towing to begin. Full road closure should start at 1630h

As of Jan 1, the only people who have not gotten me a copy of their weapon inspection certification for their
privately owned handguns are Berrios and Etherton (I will inspect Middleton if / when he returns). Let me know
if they turned them in directly to you. If you are interested, I have attached my inspection list for 2018. If you
look at the list, yellow means the weapon is owned by the officer / white means the weapon is owned by the
department. Can you make sure, Berrios and Etherton get their weapons inspected and the certification turned
in.

range. Meaning his first patrol shift would be Monday night, 1/28. You could give him two paybacks during the

Hey guys I just looked at the OT sign up and noticed there was a problem with the parameters. Apparently,
because Joe is scheduled for range from 1600-2200, Intime wouldn't let him sign up. With that in mind, I have
to give Joe to the shift.

the week work for you.

The team bar b que is set for my place this Sun. You can come whenever after 1300 hrs and I hope to have

Monday morning.
I will light the fire and get some sausages done for munchies. Then I will throw on Veggies, Chicken, Steak and

One last thing…. Etherton says he cannot come. Since Perlette (and kind of Peck) have been on this team for

I know you’re super busy with the new budget and the squeaky wheels needing attention around here but now
that the new budget is here, my range does need supplies.
1st on the list is ammo. We need to order a bunch! Last time we chatted, I remember you mentioned a ceiling
being $7,500 max or we have to send it out to bid? I included Lt. Mickel in this, so I will talk to him about
ammo numbers specifically. We are going to need to spend $5,000 just to get our patrol rifles up to speed with
the new ammo, but then we won’t have to spend any on rifle training ammo, since everyone going to be
emptying their old magazines that we can train with. Speaking of training ammo, we are starting to get low on
handgun practice ammo too.
Etherton is wanting to replenish our pepperball supplies/equipment which hasn’t been updated in 2 or 3
years. Rather than spend 2k on that, I’d like to talk about the 40mm project and how we can move that
forward. The 40mm would replace all shotguns and pepperball systems.
I know we are going to need to order ammo soon, so if you can…. Let me know how you’d like me to
proceed. Otherwise call me, or I can come in early on Thurs or Fri next week?

Thanks for passing on this information. I just finished speaking with the night watch commander and
reinforced that I expect nightly walk troughs at Mitchell Park and individuals found in the Park after 10 PM are
to be cited. I will also speak with the Day Watch Commander and reinforce expectations for extra patrol at
Mitchell Park. I know this has also been a problem at Santa Rosa Park and officers will be doing the
same. The main area we could use help is to make sure park maintenance responsible for Mitchell is
communicating with the neighborhood officers assigned to that park. The neighborhood officers for Mitchell
Park are Officers Hurni, Etherton, Magana and Jessen. This is the downtown bike team. The more
information they are able to pass onto these officers, the better they will be able to focus their patrol efforts and
pass that information onto other officers. I shared this with Matt also last week. I expect officers to
communicate back with parks to let them know what enforcement they are completing and share their
observations also. The more they are in direct communication, the more efficiently we can address these

Gentlemen and my talented Range Staff team,
Our upcoming range in Sept is going to be heavy on D/T this time. It will be broken up as follows. 2 hours of
D/T and 1 hour of actual range time. Over the last week, I have spoken to most of you about range stuff. I
want to reiterate some of what we covered and make sure everyone is up to speed. I’d like Izzy to run point on
the Sept range, but everyone can get him ideas on courses of fire or ideas. I need the range training plan
completed to reflect what we are trying to accomplish (courses of fire). I have the red Range binder in my
office if you would like an example or previous plans, or I can email you some similar SWAT plans I put
together. I will attach a blank training plan to get started on. Save to your G: or H: drive for reference on future
courses of fire
The Sept range needs to include a practice run of our annual qual to identify any potential issues with scores
before the actual qual in Dec. We can add some courses to the curriculum that reflect real-life patterns or skills
based on actual scenarios. An example could be shooting support hand only with reloads included. I will
leave the ideas up to you. You could even practice the skills for the qual ie: drawing, double-taps, reloads,
moving while shooting etc. Since 2 hours of each range will be D/T, we will have some time to work on the
range. I will bring some supplies to the Sept range to move forward on a couple projects I’ve been toying
around with. If you have a project you’d like to work on , let me know so I can get the materials necessary.
The final range looks like it will be November 19,20 &22. This range will have Blake running point with Izzy as
primary support. The December range has to include the actual quals for our duty weapons, back-ups, and

off-duty. Hopefully we will have our 40mm project up and running so we can have everyone qual on that
system too. That range will be broken up as 2 hrs range and 1 hour D/T.
I heard everyone is aware of the 15 minutes of range time each week. I love the idea and I’m stoked with your
interest. PLEASE keep that up, as it will help us identify problems, issues and needed equipment. Everyone
is doing a good job keeping us ahead of our needs in range supplies and ammo especially as spread thin as
we are.

We have several spots available in the upcoming FTO Class we are hosting October 7-11. I had spoke with
Larry who said he thought he might be going to the class, but was not sure. Ideally I would like to fill this FTO
Class with as many of our people as possible.

The automatic accrual of new holiday leave banks for POA happened on January 1st and is based on the CBA. We
noticed that there are two employees that earned 104 hours of holiday leave (which would be correct for Non‐Shift
classifications) that are probably set up with the wrong CBA on their assignment screen.
Can you please double check Blake Etherton and Tim Koznek? They have earned 104 hours, but we think they might
only be eligible for 52. We’ll have to manually reverse and re‐accrue their holiday leave if 52 is correct, so please let us
know if we need to do that.

Looking at the entries that were done for these guns, all the Colt M4 guns were entered as 556 machine guns so I just
double checked with Jeff that there wasn’t something different about this one. The other entry showing it as a multi‐
caliber can be deleted. I thought about checking with another person to be the tie‐breaker between Jeff & Blake but I
believe Jeff is correct. If I misunderstood what the problem was, please let me know.
I can’t do CLETS from home. Could one of you please remove the multi‐caliber gun?

When Dispatch entered the guns, they were given the info for one gun twice so it was entered twice. The serial
number is . One entry says it is a Colt M4 556 machine gun and the other entry says it is Colt M4
multi-caliber carbine rifle. I just wanted to double check that it should be entered as a 556 machine gun like the
other Colt M4 entries or is this one different? I also wanted to confirm there is just 1 gun with that serial
number, right? I know there were other officers working on this project but I wanted to check with you since you
show as the Responsible Officer for the incident that was created.

To reiterate our conversation on Monday:
I have an Officer Blake Etherton that was informing me Downtown Center walkway is a Public Thoroughfare and me
requesting people to not advertise or leave the property for whatever reason was going to get me sued.
Officer Etherton stated the proof of this being a Public Thoroughfare would be located in the original developing
contract with the city.
Your reply was that the walkway is a thoroughfare but is a Private Thoroughfare.
I was hoping to get some form of documentation proving that nowhere in the contract does it state this property is
public or even just confirming that it is private property and I do have the ability to enforce the owner's wishes.
You also stated that you may even talk directly to the officer to help clear up any miscommunication.

Thank you for reaching out and my apologies if I missed responding directly back to you when you
initially contacted the City Council on this matter. You are somewhat correct in that I cannot provide to
you every detail behind each of these police actions, primarily because you were not a party to them
and/or there are personnel issues related to them. Suspected persons under investigation, witnesses,
and victims have a right to privacy in their cases as do police officers who are subject to a personnel
complaint, valid or otherwise.
The police department is held to an incredibly high standard with very active oversight from the City
Manager’s Office, the City Council, and our police community advisory bodies, not to mention the State.
I have been very clear publicly that we are accountable to our community, and I have in fact delivered
on this each and every time there have been claims of an officer not following policy. Every use of force
is reported and highly scrutinized against our department policies and is reviewed through the chain of
supervision. From there in accordance with SB 2 any breach of (use of force) policy is reported to the
State and subject to subsequent investigation or even revocation of license if wrongdoing is found. This
means if this is violated the officer could no longer be a police officer in the State of California.
Oversight and accountability have never been higher in the history of policing than it is at this very
moment and I am proud of these protections.
Specific to each incident you are referring to, all appear to be related to narrated and edited videos from
YouTube which are designed to perpetuate a specific narrative against police and this department. In
one video, the narration and video is actually provided by the arrested person professing their
innocence, as the same video captures the person fighting back and resisting officer’s (lawful)
commands to please comply. Regardless, the force used was legal and justified. The stop and
detention of this wanted person was also legal and justified based on the complete case file and
incident report which is not on YouTube.
In reference to a previous video you also mention, the officer depicted is no longer with the department.
In yet another incident the officer has or potentially could be disciplined for a policy violation, but I am
unable to disclose those details with you in accordance with POBOR. In other incidents depicted on
YouTube or that you mentioned, the officers did absolutely nothing wrong and their actions were fully
justified by law and department policy.
I completely support the right for any community member to video the police, so long as it can be done
safely and to then do with it whatever their choosing. We have a very transparent process for reporting
complaints to the department where there is believed to be a violation of policy. We log and record
every complaint as well as its disposition. As you can probably agree, there are single sided videos on
YouTube that are specifically created and narrated to skew public opinion for profit, via this and other
entertainment platforms. There always at least two sides to every story, but sadly, there is no obligation
by the person making these videos to tell the full story, even to the detriment of his viewer’s desire to
stay informed.

I never received any response from council or staff members besides Emily (and I do thank Emily for sharing her
thoughts). I also never got any follow up from Chief Scott or his staff. While I am separately interested in any
information or perspective Chief Scott can provide, I specifically reached out to the mayor and council for their/your
own thoughts. To be honest, I anticipate any information from Chief Scott to be in line with standard police PR
messaging, referencing confidentiality around personal issues, on‐going internal investigations, and the high standards
all officers are held to in the department. But the Mayor's office and city council dont work for Chief Scott, and certainly
have room to independently comment on the state of our police force, and the validity of community members
concerns. The lack of response from Mayor, staff or council only reinforces the point I tried to articulate in my original
email: these issues in our community are ignored and left without commentary by our elected community leaders,
which does nothing to dispel the sense that our local police have little accountability for their actions, even when well
documented. What are SLO citizens to believe about our police force and their oversight when we see and hear so little
follow‐up to concerning police conduct in the city?

For a city with such progressive leanings, and such broad support for a progressive mayor and council, I cannot
understand why there is such silence from you and the rest of the council regarding anything police related. I
understand the police have a tough job and a critical role to play in our community. But they should not be immune to
criticism or investigation of their own.
Is there any feedback or comment you can provide to the community regarding this rash of incidents involving the SLO
police? Are we just to expect this sort of regular behavior from the SLO PD, and risk harassment and retribution if we as
citizens make such behaviour publicly known? The city deserves an answer from their elected representatives.

Sgt. Shalhoob,
On 5/26/23 I was assigned to attend a defensive training class. The class was hosted by the
department at the city range. During the training, I was wearing my duty belt and
completing the instruction. While doing so, I landed heavily on my right hip with Officer
Brewer landing on top of me. The weight of the impact and our body weight caused the
holster to compress. The pressure caused the internal components to be crushed making
the holster unusable.
I know Safariland holster take an extended time to be made and shipped. Due to the
Officer Safety concern of not having a working holster, I immediately ordered a new holster
to replace it. I would have waited to complete a purchase request but I felt the immediate
need to have a holster out weighed the need for a purchase request.
I am requesting the department to reimburse me the cost of the holster as it was damaged
at work and during work hours. The cost to replace the holster is $200.91. I have attached a
copy of the receipt for review.
